State Opportunity Zone Benefits Grants

CalRecycle is seeking projects that implement new programs or enhance existing programs to provide convenient beverage container recycling opportunities in various locations statewide. Eligible projects include:• Multi-family residential dwellings (five units or more).• Public colleges/universities, non-profit colleges/universities, and public K-12 school districts.• Curbside Residential Program locations (excluding single stream).• Community events including, but not limited to, those sponsored by local jurisdictions.• Parks/recreational areas.• Purchase of water refill stations, including installation, replacement of current infrastructure, plumbing, maintenance, additional attachments or modifications, or related educational and outreach activities/materials promoting water refill stations.• Litter reduction and cleanup along the United States-Mexico border where the waste stream includes beverage containers that will be recycled. o Out of State beverage containers collected as part of the litter abatement and cleanup projects cannot be funded under this grant program. Ongoing collection programs may include the following activities as a component of the grant project:• Temporary Community events (i.e., recycling or collection events sponsored by local jurisdictions, Earth Day events).• Drop-off, Collection Program, or Community Service Program.• Education and Outreach related to beverage container recycling. Note: Education activities and/or materials (signage, flyers, curriculum, etc.) related to the beverage container recycling project are capped at 25 percent of the total grant award. • Funding must have a direct connection to the California Redemption Value (CRV) of beverage containers and the overall program. If non-CRV items are included in the grant, they are subject to proportional cost. For example: a three-bin system with composting, paper and CRV recycling, can only be funded at one third of the cost. A mixed recycling bin will be funded proportionately based on the CRV content of materials collected. Priority funding will be given to Tribal Entities and applicants with litter abatement projects along the United States-Mexico border. Applicants who meet the criteria will be given priority and will be considered for funding first.

DPR's Research Grants Program supports projects that seek to advance integrated pest management (IPM) knowledge in agricultural, urban, or wildland settings. Projects should focus on reducing impacts to public health or the environment from pesticides of high regulatory interest. Summaries of previously funded Research Grants Program projects can be found on the Research Grants webpage.  The 2025 Research Grants Program is particularly seeking applications that address one or more of the following topic areas: · IPM for underserved or disadvantaged communities; · Decreasing the use of pesticides of high regulatory interest (such as fumigants like 1,3-dichloropropene or sulfuryl fluoride); · Advancement of urban IPM and safer, more sustainable pest management tools and strategies in urban settings; · Advancement of IPM and safer, more sustainable pest management tools and strategies in agricultural settings adjacent to or near a school(s); · Meeting the IPM needs of small growers; and/or TWO or more of the three sustainability pillars noted below and referenced in the Sustainable Pest Management (SPM) Roadmap: o Human Health and Social Equity o Environmental Protections o Economic Vitality For further definitions of these priority topic areas, please review the 2025 Research Grants Solicitation. Following the submission deadline, applications are concurrently reviewed by DPR staff and the Pest Management Advisory Committee (PMAC). Both groups evaluate the proposal application according to scoring criteria that can be found in the 2025 Research Grants Solicitation. This year, DPR invites projects with budgets ranging from $50,000 to $500,000 to apply. Eligible grantees include nonprofit agencies, tribal governments, individuals, businesses, and public agencies. There is no limit on the number of applications that can be submitted, including multiple applications from the same person or entity. This funding opportunity supports projects that promote sustainable pest management practices to protect human health and the environment, particularly in underserved communities and agricultural areas near schools.

Eligible Projects An application may include rubberized pavement (hot-mix and chip seal) projects for roadways, Class 1 bikeways [as defined in Streets and Highways Code section 890.4(a)], greenways, and disability access at parks.  A greenway is a travel corridor for pedestrians, bicycles, non-motorized vehicle transportation, recreation, or a combination thereof, located along natural landscape features, such as an urban watercourse.  State agencies are eligible only for projects for Class 1 bikeways, greenways, and disability access at parks. All projects are subject to the following requirements: ·         The grantee will construct one or more Rubberized Asphalt Concrete (RAC) Hot-Mix or Rubberized Chip Seal project(s) at the location(s) specified in the approved grant application, unless otherwise approved by the Grant Manager. ·         Only California-generated waste tires that are processed in California shall be used in the crumb rubber portion of the project(s).  Recycled end-of-life crumb rubber that meets all specifications and standards can be used, as appropriate with prior written permission from the Grant Manager. ·         The project(s) must be located in California. ·         Projects must be owned and maintained by the applicant and accessible to the general public. ·         Reimbursement will not exceed the amount stated on the Grant Agreement Cover Sheet (CalRecycle 110). ·         Construction of the RAC portion of any project must commence on or after the date indicated in the Notice to Proceed and be completed by April 1, 2027. ·         The binder material must contain a minimum of 300 pounds (equivalent to 15 percent by weight) of the tire-derived crumb rubber per ton of rubberized binder.  The binder may be either asphalt rubber/field blend or terminal blend.   Additionally, the following are project requirements specific to the project type indicated: ·         Hot-Mix Project:  Project(s) must use a minimum of 2,000 tons of RAC hot-mix (1,000 tons for Tribal Entities). ·         Chip Seal Project:  Project(s) must use a minimum area of 40,000 square yards of chip seal material (20,000 square yards for Tribal Entities).  

Grantees will be asked to focus on prevention and early intervention efforts with the end goal of increasing access to mental health services for veterans and their families.  Proposals funded under CVHI must be inclusive, equitable, and available to all veterans regardless of age, period of service, type of service, discharge status, or disability rating. Applicants must be able to meet the eligibility requirements of California Military and Veterans Code Section 881 to be considered for funding, and proposals must aim to expand the state’s capacity to provide mental health support to veterans and to fill gaps in mental health services. Applicants are required to select the program areas they are proposing and provide a description of the proposed activities and how the proposed activities would increase mental health access for California veterans. This NOFA allows for flexibility in program design to fit the specific needs of veterans and their families across the state, Outreach, Peer Support, Case Management, Outpatient Clinical Treatment, and Innovative Approaches will be eligible for funding and are further defined in the NOFA. The Grantee staff and leadership will be expected to maintain significant engagement with CalVet for monthly check-ins, operations assistance, reporting, and evaluation. Applicants are encouraged to ensure they are budgeting for appropriate levels of staff, time for data collection and reporting, time spent in CVHI meetings and trainings, and appropriate facility requirements (office space, group space, hardware and software equipment, supplies, overhead). Through an Application process responsive to the NOFA, awarded Grantees will provide clear and convincing evidence of adequate personnel, facility, and organizational capacity to effectively carry out their proposed project. The successful Applicant will describe how they meet minimum qualifications, including their breadth of experience working with Veterans, with special emphasis on treating veterans with mental health concerns.

The Employment Development Department and the California Department of Rehabilitation are offering a $1.5 million grant for the Disability Access, Equity, and Inclusion Technical Assistance and Developmental Evaluation program, aimed at improving employment outcomes for people with disabilities through cross-system collaboration, co-enrollment, and co-case management strategies, with proposals accepted from various organizations until October 8, 2024.

The Department of Toxic Substances Control's (DTSC) Site Mitigation and Restoration Program Office of Brownfield manages the Equitable Community Revitalization Grant, which provides approximately $185 million in grants through a competitive process for investigations and cleanup of brownfields, in disadvantaged, vulnerable communities, to protect public health and provide opportunities for community revitalization.

California voters passed the Control, Regulate and Tax Adult Use of Marijuana Act (Proposition 64) on November 8, 2016, which legalized the recreational sale and use of cannabis to people over the age of 21 and levied new excise taxes on the cultivation and retail sale of all state-regulated cannabis. Proposition 64 created the Youth Education, Prevention, Early Intervention and Treatment Account (YEPEITA) into which the State Controller deposits 60 percent (60%) of the tax revenues from marijuana sales for youth programs designed to educate about and prevent substance use disorders and to prevent harm from substance use. Programs shall emphasize accurate education, effective prevention, early intervention, school retention, and timely treatment services for youth, their families, and caregivers. Funds appropriated to the California Natural Resources Agency (the State) are for competitive grants to support youth access to natural or cultural resources with a focus on low-income and disadvantaged communities.  This includes, but is not limited to, community education and recreational amenities to support youth substance use prevention and early intervention. The Youth Community Access Grant Program is a competitive program and will award to communities disproportionately affected by past federal and state drug policies, also known as the War on Drugs, as well as other underserved communities. The War on Drugs disproportionately impacted communities of color, particularly low-income communities. Harsh federal and state drug policies enacted during the War on Drugs led to mass incarceration of people of color, decreased access to social services, loss of educational attainment due to diminished federal financial aid eligibility, prohibitions on the use of public assistance, and the separation of families. The Youth Community Access Grant Program aims to be a resource to address and repair the multi-generational community impacts of the War on Drugs.

This program provides funding to communities for hiring independent experts to help them understand and engage in the cleanup of contaminated sites, ensuring they have the knowledge and support to advocate for their health and environment.

This funding program provides financial assistance to local water systems, particularly those serving disadvantaged communities, to ensure access to safe and reliable drinking water and to address urgent water quality issues.

This grant provides funding to tribes and community organizations to enhance their advocacy, education, and outreach efforts related to California Public Utilities Commission processes and decisions.

This funding provides financial support to build free broadband networks for low-income communities, including public housing and mobile home parks, ensuring residents have access to high-quality internet service.

Since 2022, Cal ICH has partnered with California Federally Recognized Tribes and stakeholders to develop the Tribal HHAP Program. In 2024, Cal ICH is continuing and expanding our partnerships with Tribes and stakeholders in strengthening the Tribal HHAP program. Through the integration of feedback from the community’s served, Cal ICH’s goal is to continue culturally responsive programming designed to meet the needs of tribal communities, with funding accessible to all California Federally Recognized Tribes in need.Tribal HHAP is a tribal allocation set-aside from the Homeless Housing Assistance and Prevention (HHAP) program, built specifically for and with California Federally Recognized Tribes.

ERF was established to increase collaboration between Cal ICH, Local Jurisdictions, and Continuums of Care (CoCs) for the following purposes: • Assist Local Jurisdictions in ensuring the safety and wellness of people experiencing homelessness in encampments.• Provide grants to Local Jurisdictions and CoCs to resolve critical encampment concerns and transition individuals into safe and stable housing.• Encourage a data-informed, coordinated approach to address encampment concerns.

The SB 1 Grant Program offers funding to local, regional, and tribal governments for planning and implementing projects to adapt to sea level rise and climate change impacts, with additional technical assistance available for those representing Environmental Justice communities.

GUIDING PRINCIPLES FOR BSCC’s PROPOSITION 47 GRANT•Incorporate community partnerships and collaborations.•Encourage culturally competent services and approaches that foster the principles of restorative justice.•Define target populations, especially those populations that are:-traditionally underserved or inappropriately served through mental health and substance use disorder service providers, or-overrepresented within the criminal justice system, or-experiencing or at risk for homelessness•Expand access to culturally congruent quality mental health and substance use disorder services, including services for co-occurring mental health and substance use disorder needs and the use of evidence-based or community defined practices.•Identify and address known barriers to serving target populations, such as:-lack of jobs, housing, or employment•Prioritize client-focused/client-centered holistic programs and approaches, including healing strategies and trauma-informed care.•Expand and improve on efforts to divert individuals away from criminal justice involvement through increased diversion programs and improved behavioral health services or community supports.•Include community-based organizations with diverse staffing, including those who are system-impacted individuals, or who have varying educational levels and life experiences.•Demonstrate capacity building for service providers at every level.•Be mindful of regional equity and geographic diversity, including smaller and rural counties.•Collect program data and measure/evaluate outcomes and publish and share information.•Encourage community engagement, where members of the community participate in the identifying, informing, and shaping of policies, goals, services, and solutions. Services and programs proposed in response to this RFP must be designed to serve people who have been arrested, charged with, or convicted of a criminal offense and have a history of mental health or substance use disorders. Eligible applicants are public agencies located in the State of California.  To be eligible, a Lead Agency must subcontract with one or more non-governmental, community-based organization(s) for a minimum of 50 percent of the total grant award to demonstrate a shared partnership rooted in community engagement and economic equity. Small scope applicants can apply for up to $2M and large scope candidates can apply for $2-8M. The grant period is 10/1/24-6/30/28, the last 3 months to be used to finalize and submit the required Local Evaluation Report and program-specific compliance audit.

Projects should address one or more of the following Creative Youth Development program goals: Provide social-emotional creative experiences in safe, healthy and appropriate learning environments. Foster creative abilities of youth through culturally and linguistically responsive arts learning. Support arts programs that seek to activate youth voices, narratives, and perspectives. Utilize cultural assets of the local community to support positive self-identification and respect for diverse cultures. Empower youth through the preservation, revitalization, and/or reclamation of cultural practices. Cultivate the development of transferable life skills such as critical thinking, problem-solving, leadership, and collaboration.

The United States Department of Energy’s (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program was originally created by the Federal Energy Independence and Security Act of 2007 and expanded under the American Recovery and Reinvestment Act of 2009 (ARRA). New funding wBIL as allocated to the program in 2021 under the Infrastructure Investment and Jobs Act (IIJA) with the broad goals to reduce carbon emissions and energy use, improve energy efficiency, and increase community investment and local workforce development. IIJA funding made available in 2021 under the EECBG (2021 EECBG) allocated funds directly to state and certain local jurisdictions that met program criteria, with approximately $4.5 million allocated to the State. Of the funds allocated to the State, $4,070,070 are available for the LGBDC.
