State Opportunity Zone Benefits Grants

This funding opportunity supports projects that engage youth and adults in California through education and stewardship related to the coast and its watersheds, particularly targeting underserved communities.

The NYFIRST medical school grant program aims to support the recruitment or retention of exceptional life science researchers at New York State medical schools. The program offers a maximum grant of $1.0 million, with a requirement for grantees to provide $2 in matching funds for every $1 of NYFIRST program assistance. Eligible expenses include laboratory establishment or upgrades, purchase of capital equipment and specialized supplies, and working capital for professional staff costs. Eligible applicants are limited to medical schools in New York State, and the recruited or retained Principal Investigator must have a history of translational research and be pursuing innovative solutions for unmet clinical needs with a clear path to commercialization. Additionally, the talent must demonstrate a history of entrepreneurship, be tenured or on a tenure track, hire from outside New York State or retain full-time scientists or doctoral students/post-doctoral fellows, and have potential for significant life sciences economic development benefits in New York State. Assembly Bill (AB) 716 established the California Cultural and Historical Endowment (CCHE) in 2002. Funds for the CCHE came from Proposition 40, the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002. $122 million in grants were distributed competitively for the acquisition, restoration, preservation, and interpretation of historical and cultural resources. In 2013, AB 482 (Atkins) authorized the creation of a specified competitive grant program administered by CCHE to support small capital projects in museums. On September 23, 2018, Senate Bill (SB) 1493 was approved and expanded the museum grant program’s project focus to include exhibits, educational programs, outreach programs, public programs, curriculum, marketing, and collections care in museums. The Budget Act of 2020 (SB 74) states that the California Natural Resources Agency shall prioritize the funds for museums severely affected by COVID-19 and that serve historically underserved communities and/or students subject to Title 1 of the Federal Elementary and Secondary Education Act. The Budget Act of 2021(AB 128) appropriated $50 million for museum grants and directed the California Natural Resources Agency to continue prioritizing the funding for museums severely affected by COVID-19 and that serve historically underserved communities or students subject to Title 1 of the Federal Elementary and SecondaryEducation Act. On September 13, 2022, SB 963 amended the Museum Grant Program’s 20-year-old statutes to reflect the state’s evolving priorities.

DPR's Research Grants Program supports projects that seek to advance integrated pest management (IPM) knowledge in agricultural, urban, or wildland settings. Projects should focus on reducing impacts to public health or the environment from pesticides of high regulatory interest. Summaries of previously funded Research Grants Program projects can be found on the Research Grants webpage.  The 2025 Research Grants Program is particularly seeking applications that address one or more of the following topic areas: · IPM for underserved or disadvantaged communities; · Decreasing the use of pesticides of high regulatory interest (such as fumigants like 1,3-dichloropropene or sulfuryl fluoride); · Advancement of urban IPM and safer, more sustainable pest management tools and strategies in urban settings; · Advancement of IPM and safer, more sustainable pest management tools and strategies in agricultural settings adjacent to or near a school(s); · Meeting the IPM needs of small growers; and/or TWO or more of the three sustainability pillars noted below and referenced in the Sustainable Pest Management (SPM) Roadmap: o Human Health and Social Equity o Environmental Protections o Economic Vitality For further definitions of these priority topic areas, please review the 2025 Research Grants Solicitation. Following the submission deadline, applications are concurrently reviewed by DPR staff and the Pest Management Advisory Committee (PMAC). Both groups evaluate the proposal application according to scoring criteria that can be found in the 2025 Research Grants Solicitation. This year, DPR invites projects with budgets ranging from $50,000 to $500,000 to apply. Eligible grantees include nonprofit agencies, tribal governments, individuals, businesses, and public agencies. There is no limit on the number of applications that can be submitted, including multiple applications from the same person or entity. This grant, under the authority of Public Act 53 of 2022, is part of the American Rescue Plan Act of 2021, designated to enhance public outdoor recreation facilities through the development, renovation, or redevelopment of local parks and trails. The funding aims to modernize these facilities and promote public recreation, equity, tourism, and economic recovery from the impacts of the COVID-19 pandemic. Eligible subrecipients must maintain an active SAM registration and use the funds in accordance with the established terms, including meeting deadlines for expense obligations and expenditures by specific dates in 2024 and 2026 respectively.

California voters passed the Control, Regulate and Tax Adult Use of Marijuana Act (Proposition 64) on November 8, 2016, which legalized the recreational sale and use of cannabis to people over the age of 21 and levied new excise taxes on the cultivation and retail sale of all state-regulated cannabis. Proposition 64 created the Youth Education, Prevention, Early Intervention and Treatment Account (YEPEITA) into which the State Controller deposits 60 percent (60%) of the tax revenues from marijuana sales for youth programs designed to educate about and prevent substance use disorders and to prevent harm from substance use. Programs shall emphasize accurate education, effective prevention, early intervention, school retention, and timely treatment services for youth, their families, and caregivers. Funds appropriated to the California Natural Resources Agency (the State) are for competitive grants to support youth access to natural or cultural resources with a focus on low-income and disadvantaged communities.  This includes, but is not limited to, community education and recreational amenities to support youth substance use prevention and early intervention. The Youth Community Access Grant Program is a competitive program and will award to communities disproportionately affected by past federal and state drug policies, also known as the War on Drugs, as well as other underserved communities. The War on Drugs disproportionately impacted communities of color, particularly low-income communities. Harsh federal and state drug policies enacted during the War on Drugs led to mass incarceration of people of color, decreased access to social services, loss of educational attainment due to diminished federal financial aid eligibility, prohibitions on the use of public assistance, and the separation of families. The Youth Community Access Grant Program aims to be a resource to address and repair the multi-generational community impacts of the War on Drugs.

The SB 1 Grant Program offers funding to local, regional, and tribal governments for planning and implementing projects to adapt to sea level rise and climate change impacts, with additional technical assistance available for those representing Environmental Justice communities.

ERF was established to increase collaboration between Cal ICH, Local Jurisdictions, and Continuums of Care (CoCs) for the following purposes: • Assist Local Jurisdictions in ensuring the safety and wellness of people experiencing homelessness in encampments.• Provide grants to Local Jurisdictions and CoCs to resolve critical encampment concerns and transition individuals into safe and stable housing.• Encourage a data-informed, coordinated approach to address encampment concerns.

The Council has allocated $125,000 for a project in 2025 to improve Native American access to culturally sensitive health resources related to intellectual and developmental disabilities, with the aim of funding one or more projects that address the needs of this historically underserved community.

The Employment Development Department (EDD) Workforce Services Branch (WSB), announces the availability of $2.7 million of Wagner-Peyser 10  percent Governor's Discretionary funds through this Solicitation for Proposals (SFP) for the DHH grant opportunity for PY 24-25. This program provides deaf and hard of hearing individuals with enhanced services and training in select America’s Job Center of CaliforniaSM (AJCC) locations throughout California. The program will ensure effective communication and increased service opportunities for deaf and hard of hearing individuals by providing specialized counseling, interpretive services, job placement, follow-up services and advocacy, and specialized training to assist them in becoming job ready. This grant provides up to $750,000 in matching funds to public entities for the cleanup and restoration of local landfill sites, with the aim of protecting public health, safety, and the environment.

The Department of Toxic Substances Control's (DTSC) Site Mitigation and Restoration Program Office of Brownfield manages the Equitable Community Revitalization Grant, which provides approximately $185 million in grants through a competitive process for investigations and cleanup of brownfields, in disadvantaged, vulnerable communities, to protect public health and provide opportunities for community revitalization.

This funding opportunity supports public agencies in California to create regional conservation plans that protect and restore habitats for vulnerable species through collaborative efforts and the use of scientific data.

Grants will be awarded for specific eligible activities, such as speaking on a panel, participating in a working group, or participation in other decision-making processes. The PP Grant Account cap per organization of $15,000 will ensure a proportional distribution of funds over time and across various organizations. Submissions for grant awards will be accepted on a rolling basis throughout the grant period and payment for these discrete engagements will be prompt.

This grant provides funding to tribes and community organizations to enhance their advocacy, education, and outreach efforts related to California Public Utilities Commission processes and decisions.

CAL FIRE's Wood Products and Bioenergy team seeks to maintain and enhance the wood products infrastructure of California to promote healthy resilient forests throughout the state by supporting a diverse set of business development and workforce development projects.  ; Eligible business development projects include facilities, operations, and professional services that support the restoration of healthy, resilient forests.   Eligible workforce development projects include universities, colleges, government and community organizations, and businesses that aim to increase workforce capacity in the fields of logging, fuels treatment, transportation, manufacturing, or other support services that bolster the development of a resilient forest sector workforce.   Research and development projects related to both business and workforce development will also be considered. The United States Department of Energy’s (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program was originally created by the Federal Energy Independence and Security Act of 2007 and expanded under the American Recovery and Reinvestment Act of 2009 (ARRA). New funding wBIL as allocated to the program in 2021 under the Infrastructure Investment and Jobs Act (IIJA) with the broad goals to reduce carbon emissions and energy use, improve energy efficiency, and increase community investment and local workforce development. IIJA funding made available in 2021 under the EECBG (2021 EECBG) allocated funds directly to state and certain local jurisdictions that met program criteria, with approximately $4.5 million allocated to the State. Of the funds allocated to the State, $4,070,070 are available for the LGBDC.

The CalMoneySmart program, funded by the Department of Financial Protection and Innovation, is designed to boost financial empowerment among California's unbanked and underbanked populations by providing up to $200K annually for two years to eligible nonprofit organizations. These funds support activities like financial education, empowerment services, and the development of financial products aimed at improving financial literacy and economic security. The program emphasizes adherence to the principles of effective financial education to ensure impactful outcomes.

This program provides funding to community development financial institutions to help them offer essential services and capital access to economically disadvantaged communities across California.
