Alaska State Council on the Arts, with support from Rasmuson Foundation, offers Access Grants of up to $1,000 to support short-term arts and cultural activities for grades K-12 at a school site during the school day. These grants aim to bring high-quality arts experiences to students and are part of the Cultural Collaborations program. Cultural Collaborations Grants The Cultural Collaborations and Arts Educator Fellowship Programs are made possible through support from the Rasmuson Foundation, administered by the Alaska State Council on the Arts. A school may apply for and receive an Arts Excursion grant, and a Project or Access Grant per school year. A school may also receive support for an Artists in Schools residency in the same school year, either as an individual school or through a district grant. The Arts Educator Fellowship program provides grants to certified, permanently-assigned, full and part-time K-12 teachers to immerse themselves in their own creative work, interact with professional artists, and stay current with new artistic practice. The Arts Educator Fellowship is meant to create opportunities for Alaska teachers to fill their own artistic wells. Eligible applicants may apply for up to $3,000 in support of Arts Educator Fellowship (AEF) activities, based on actual expenses.

Funding Priorities The following are priorities of the JAHF in line with the priorities of the CBJ Housing Action Plan. Use of Capital to Develop Housing Units: Funding for capital costs for acquisition, construction, rehabilitation, or preservation of affordable or middle-income housing, senior housing, and possibly homeowner opportunities. Long‐Term Affordability: Units created using JAHF funds that include affordability covenants or that are permanently affordable are preferred. Downtown Housing Development: Units developed within the boundaries established by the Downtown Juneau Residential Tax Abatement Map, Ordinance 2021-01(c)(am) . Funding Information Funds will typically be made available in the following forms: Grants for non-profit organizations and public housing authorities targeting households in the affordable housing range (0% to 80% AMI), and; Low-interest loans for private developers building affordable or middle-income housing; Long-term rental units, with restrictions on short-term rentals; and Qualifying projects are eligible for grants and loans up to $50,000 per housing unit created and for other eligible uses on a similar per-unit basis. For profit-developer projects utilizing JAHF funds for middle-income housing must reserve at least 20% of units for tenants with gross incomes at 80% or less AMI for at least ten years or the life of the loan. Uses of Funds Funding is available for the following uses: For acquisition, construction, rehabilitation, or preservation of affordable housing located within the City and Borough of Juneau, including activities such as: Purchase of developable real estate; Fees for architects and other professionals; Demolition to make way for affordable or middle-income housing; Building materials and labor costs. The JWM grant program is focused on supporting tangible Alaska Native art traditions. While language acquisition, storytelling, dance, and theater arts may be part of a proposed Project, JWM grant funds may only be used for expenses associated with tangible arts. Goals  The goals of The Foundation’s A Journey to What Matters grant program are as follows:  Promote intergenerational transference of knowledge of Alaska Native artistic and cultural practices. Support Alaska Native artists. Eligibility Criteria A Journey to What Matters Project Grant applications may be submitted to The CIRI Foundation by:  Nonprofit organizations that have received an IRS determination of Section 501(c)(3) status and classification as public charity, including but not limited to cultural centers and museums, but not including any non-functionally integrated Type III supporting organization; Tribal organizations that appear in the current Federal Register list of Native entities within the State of Alaska that are federally recognized and eligible to receive services from the United States Bureau of Indian Affairs; Qualified nonprofit or tribal organizations as described above as sponsors of Alaska Native individuals who are selected solely by the applicant organization using objective and nondiscriminatory criteria; Governmental educational institutions such as public schools, including state institutions of higher learning. Guidelines All applications for A Journey to What Matters must comply with the following guidelines: The A Journey to What Matters Grant shall further The Foundation’s A Journey to What Matters: Increased Alaska Native Art & Culture Goals, as set out above. All organizations applying must satisfy the eligibility criteria above. Individuals are not eligible to apply for or receive grants, but an eligible organization may apply as a sponsor for an individual (as described under Eligibility) where the organization is solely responsible for the financial administration of the grant and for the selection and oversight of the individual. Grantee programs must directly impact or involve Alaska Native people and communities. The grantee organization must report on the Project’s programmatic progress and financial expenditures of the grant as specified in the Project Grant Agreement. Preference will be given to grant proposals that demonstrate the ability to obtain at least a one-to-one funding match. Grantees should plan to complete their Project within 12 months of the Project start date, unless the Project is a multi-year grant.The CIRI Foundation may consider a Project more than once if there is a significantly different component described in repeat applications. All Project activities that are funded through the JWM program must take place within the state of Alaska. Preference will be given for applicants who have not been awarded within the last year.
