Eligibility Criteria To qualify to apply, an authorized representative of a restaurant will need to certify that: The restaurant’s principal place of business is located within the geographical boundaries of Winnebago County, Illinois. The restaurant complied with the indoor dining closure mandates enacted by the State of Illinois during the first quarter of 2021 via Executive Orders 2021-01, 2021-02, 2021-03, 2021-04, and 2021-05.  In complying with indoor dining closure mandates in Q1 of 2021 the restaurant laid off staff and, as a result, has experienced an increase in state unemployment insurance charges. The Route 66 Grant Program is designed to support the promotion and marketing of regions along the historic Route 66 corridor in Illinois. The Regional Site Readiness Program is a grant aimed at providing flexible funding for planning, due diligence activities, and infrastructure improvements to prepare various sites across 10 Economic Development Regions for future industrial development.

Grant program designed to train underrepresented population to successfully enter the construction industry and the trades. The program focuses removing barriers for entry and transitioning graduates to DOL-registered apprenticeship programs. The goal of the Illinois Works Act is to ensure that all Illinois residents have access to State capital projects and careers in the construction industry and building trades, as well as provide contracting and employment opportunities to historically underrepresented populations in the construction industry and the trades. The Illinois Works Pre-apprenticeship NOFO and program is a critical component in the success of the Act, by increasing the number of qualified construction and building trades apprentices who are women, people of color, veterans or from otherwise underrepresented populations (as defined by the Illinois Works Jobs Program Act) and preparing them to enter full apprenticeship programs on their way to careers in construction and the building trades.

Research and input from economic development experts indicate that there is a shortage of large sites that can be successfully developed in the desired 1-2year time frame. DCEO intends to offer incentives to encourage infrastructure investment in large industrial sites, in order to make such sites viable alternatives for large economic development projects. A grant provided through this opportunity will support site readiness planning activities and infrastructure investments needed to prepare industrial property to support investment to Winnebago County and new job opportunities in the industrial sector.
