The Illinois Department of Commerce and Economic Opportunity (DCEO) is issuing this Notice of Funding Opportunity (NOFO) to encourage infrastructure investments and site readiness planning activities in Winnebago County. The goal is to support large industrial economic development projects, creating new job opportunities. Eligible applicants are government entities in Winnebago County with a documented agreement with a private entity. The total program funding is $3,000,000, with the application period from July 22, 2024, to August 21, 2024.

The purpose of the Illinois Violent Death Reporting System (IVDRS) is to develop a state-wide data repository related to violent deaths. This data will allow policymakers and researchers to analyze the causes and correlations of violent deaths to develop effective prevention policies and programs for the State of Illinois. The grant provides $76,700 to maintain and expand the IVDRS between July 1, 2024, and June 30, 2025. Northwestern University has been directly appropriated these funds by the Illinois General Assembly.

This initiative provides funding to organizations that deliver culturally sensitive HIV prevention and care services to at-risk minority populations in Illinois, including men who have sex with men, homeless individuals, and those with histories of mental illness or substance abuse.

Firearm violence has deeply harmed neighborhoods, communities, and the entire State of Illinois, both through the immediate loss of life and the long-term, harmful effects of trauma experienced by victims, witnesses, and community members. As one of its multiple funding efforts to reduce firearm violence in the most heavily impacted communities across Illinois, the IDHS-Office of Firearm Violence Prevention (OFVP) is seeking to fund youth development organizations in specific community areas across Illinois that will provide structured and unstructured programming to community youth. These programs are meant to serve youth who are the highest risk of becoming victims or perpetrators of firearm violence and should utilize evidence-informed programming and services which will improve youth outcomes and decrease risk factors associated with firearm violence.

Performance Goals and Measures  The Community Development Block Grant-Coronavirus program is federally funded through the U.S. Department of Housing and Urban Development, and requires that all projects awarded must tie back to the to the prevention, preparation, and response to coronavirus. All grants must meet the National Objective of Low to Moderate Income for the benefiting business The number of grants will be determined based on the amounts requested. Funding Information Total amount of funding expected to be awarded through this NOFO is has yet to be determined but will be at least $15 million. Awards will range from $500,000 to $2 million. Project Period The period of performance is expected to be January 1, 2025 through December 31, 2026. Recognizing the power that holidays can have on a community, ComEd has partnered with the Metropolitan Mayors Caucus to launch the fourth year of the ComEd Powering the Holidays Program. Program Goals The ComEd Powering the Holidays Program aims to: celebrate community identity and culture; provide an opportunity for intercultural exchange and understanding; foster respect and open-mindedness for different cultures; develop an appreciation, understanding and respect for what is important to neighbors and others in their community; provide a pathway for people to gain a sense of belonging to their community. Grant Period November 1, 2024 – February 13, 2025. Eligibility Criteria  Powering the Holidays will provide grants of up to $2,500 for community-based holiday lights events. Grant recipients must use their funds for any holiday between November 1st, 2024 – February 13th, 2025. Municipalities, townships, counties, and other local governments located within ComEd’s service territory in the following counties: Boone, Bureau, Carroll, Cook, DeKalb, DuPage, Ford, Grundy, Henry, Iroquois, Jo Daviess, Kane, Kankakee, Kendall, Lake, LaSalle, Lee, Livingston, Marshall, McHenry, Ogle, Rock Island, Stephenson, Whiteside, Will, Winnebago and Woodford. 2022 and 2023 Powering the Holidays grant recipients are ineligible. Not-for-profit organizations and cultural institutions are eligible to apply if they partner with at least one municipality. Not-for-profit organizations and cultural institution applications must demonstrate municipal support to be considered for funding. All events must adhere to federal, state, and local policies. All events must be deemed safe by authorities. All events must provide an opportunity for attendance by the general public. Events can be private and have attendance caps, but the general public must be able to attend an event or community-based holiday configuration for free on occasion. Sustainability and efficiency are key values to ComEd and the Metropolitan Mayors Caucus; therefore, applicants must demonstrate a reuse case for the holiday event and materials purchased with grant assistance. The grant cannot be used as a “one-off” occasion. Applicants must match at least 20% for the event. Through Illinois General Review Funds, the Illinois Department of Public Health (IDPH) will provide funding to expand the implementation of strategies in the Illinois Suicide Prevention Strategic Plan. At the recommendation of the IDPH director-appointed advisory group, Illinois Suicide Prevention Alliance (ISPA), the IDPH Violence and Injury Prevention Section will provide funding to one entity for the purpose to organize and implement a statewide suicide prevention summit, in addition to a Zero Suicide Academy. The project builds upon the following efforts: 1. Under previous funding, IDPH offered a statewide suicide prevention conference for several years. IDPH identified the conference as a strategy to sustain after the funding ended. In following years, a virtual and regional approach was taken. 2. Under previous funding, IDPH offered a Zero Suicide workshop to introduce the Zero Suicide approach to health and behavioral health care systems in Illinois. In a continuous effort to seek funding to support the Zero Suicide model, IDPH sought federal funding (approved but not funded) support systems in Illinois to implement the Zero Suicide model and establish a statewide network to provide technical assistance and support to systems currently or pursuing implementing the model.

This grant provides financial support for nonprofit organizations and public entities to undertake community projects that improve the quality of life for residents in DeKalb County, Illinois.

The Clean Energy Primes Contractor Accelerator Program offers progressive courses with one-on-one coaching to help clean energy contractors to develop a business plan. It provides operational support grants, tailored business coaching, mentorship, access to Clean Energy Contractor Incubator Program services, assistance with certifications and vendor status, support in preparing bids, networking opportunities, and access to financial development assistance programs, including zero-interest and low-interest loans.

This program supports the creation of community learning centers that provide academic enrichment opportunities during non-school hours for children, particularly students who attend high-poverty and low-performing schools. The program helps students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children.

The Genetic Counseling grant program aims to increase the availability of statewide genetic services for Illinois’ children and family members with heritable conditions or at risk for genetic concerns. Supported by the Newborn Screening fund, the program aids in early detection and continuous treatment of disorders detected through newborn screening. The program seeks to enhance awareness, access to care, and prevention strategies for potentially preventable conditions. Applicants can apply for various components, including general pediatric/prenatal services, education and promotion, outreach, and biochemical genetic counseling. Eligible applicants are genetic counseling centers providing consultation, evaluation, diagnosis, and treatment services for Illinois residents. Applications are due by July 5, 2024, with awards ranging up to $250,000 per fiscal year.

The Governor and the General Assembly direct the Department of Commerce and Economic Opportunity (DCEO) to administer grants for specific miscellaneous purposes to bolster the state’s economy, promote a clean environment, and improve the overall quality of life throughout the state of Illinois. This grant program is available to any entity receiving funding via lump sum appropriation. Eligible costs for this program are bondable costs associated with site improvements. This includes demolition; grading/earthwork; landscaping; sidewalks; replacement of bridges; construction and/or upgrade of roads, parking lots, curb and gutter, parks and other open spaces as well as structures within them; etc. This may include associated streetscaping.

The Governor and the General Assembly direct the Department of Commerce and Economic Opportunity (DCEO) to administer grants for specific miscellaneous purposes to bolster the state’s economy, promote a clean environment, and improve the overall quality of life throughout the state of Illinois. This grant program is available to any entity receiving funding via lump sum appropriation. Eligible costs for this program are bondable costs associated with the acquisition of land and/or buildings. This includes acquisition costs of all improved or unimproved real property including appraisal fees; title opinions; surveying fees; real estate fees; title transfer taxes; condemnation; and related legal expenses. This may include construction on, and/or renovation to, the property after purchase.

The Governor and the General Assembly direct the Department of Commerce and Economic Opportunity (DCEO) to administer grants for specific miscellaneous purposes to bolster the state’s economy, promote a clean environment, and improve the overall quality of life throughout the state of Illinois. This grant program is available to any entity receiving funding via lump sum appropriation. Eligible costs for this program are bondable costs associated with new construction and/or renovation of buildings, additions, or structures, including associated parking lots, sidewalks, driveways, etc. This includes exterior work to surface, structure, or foundation to extend useful life; roof work – limited to removal of the system to the decking as well as stone, metal, or other work to control water damage or ice formation; as well as – if done as part of a larger bondable grant-funded project – interior work such as painting, plastering, sanding, replacement of electrical and light fixtures, handicapped accessible improvements, fire alarms, smoke detectors, automatic door closures, etc.

This grant provides financial support to local non-profit organizations that serve children in the St. Charles area, focusing on specific programs rather than administrative costs.

The State of Illinois administers the Supplemental Nutrition Assistance Program (SNAP) which helps low-income individuals obtain proper access to food and nutrition. States must also provide employment and training services (E&T) to SNAP program participants. The SNAP JP/SNAP to Success is a program to help customers acquire education and employment related skills and to assist in finding and maintaining employment and is a federally funded SNAP E&T program. The program also helps customers with work-related expenses and continued case management for 90 days after obtaining a job, through their participation in SNAP E&T. Participation in SNAP E&T enables participants to gain education, work skills and work experience, to meet the federal work requirement, and to improve self-sufficiency. The purpose of SNAP E&T is to help individuals receiving SNAP benefits obtain employment through participation in supervised job search, skills training, education and work-based learning activities that lead to greater independence and self-sufficiency. The program is open to any SNAP recipient who volunteers to participate in SNAP E&T to improve their skills or advance in their career. The program delivers services through grants and a third-party reimbursement model, which consists of contractual partnerships between the State of Illinois Department of Human Services (DHS) and community-based organizations (CBOs). Individuals will participate in specific components based upon their individual assessments, identifying strengths and areas for development. All individuals who participate in the SNAP JP/SNAP to Success program must participate in an approved, appropriate component based on their individual assessment and receive case management. Approved components include: Supervised Job Search Job Search Training Job Retention Education (Basic Education, Vocational Training, English Language Acquisition, Work Readiness Training) Work Experience (Internship, On-The-Job-Training, Pre-Apprenticeship, Apprenticeship)

To ensure that employment & training programs are providing exceptional services to SNAP and TANF customers and their families in Illinois, E&T Training, Technical Assistance(E&T-TTA) is provided to community-based organizations, direct service workers, units of local government, system stakeholders, etc. in regard to Department program models, data collection systems, best practices in collaborative career planning, employability assessments, employment placement, education & training, trauma-informed motivational interviewing, principles and practices of racial equity and various other provider identified trainings and support activities. Additional E&T-TTA functions include an online resource center, networking activities, a training advisory group and the capacity to provide the staff support for various ad-hoc committees to ensure provider input related to program development and improvement activities.
