The College and Career Success for All Students Act (105 ILCS 302) establishes criteria to “ensure each Illinois student has a sufficient education for success after high school and that all students have equal access to substantive and rigorous curriculum designed to challenge their minds, enhance their knowledge and skills, and prepare them for success in college and work.” The purpose of the program is to encourage eligible school districts to implement or expand AP® programs designed to offer rigorous course work necessary for all students to succeed in postsecondary education or in the workplace. Training for teachers and administrators is necessary to build capacity within schools to offer AP® courses.

This NOFO/RFP solicits applications for 2024-25 regular school year projects to provide supplemental education and support services to eligible migratory children and youth. The MEP offers regular school year programs for migratory children from prekindergarten through high school and out‐of‐school youth. Educational support services fall into the following areas: reading and mathematics; school readiness; high school graduation and services to secondary‐aged youth, including dropouts and out‐of‐school youth; and ancillary and support services. The Illinois Migrant Education Program Service Delivery Plan and the Illinois Every Student Succeeds Act (ESSA) State Plan set the parameters for local projects. The measurable program outcomes and strategies contained in the Service Delivery Plan are listed in Exhibit A on page 15 of this document. The Service Delivery Plan is updated regularly to reflect changes in federal regulations, migratory population needs, and program evaluation results as part of a cycle of continuous improvement. Funded projects must carry out activities that align with the state Service Delivery Plan to address identified needs of migratory children and youth. The Service Delivery Plan includes broad statements of needs, and local projects document the strengths, interests, and need of the migratory children in their areas to tailor services to the population. All services must be culturally and linguistically appropriate for the migratory student population.

It is the policy of the State to enhance the development of all eligible infants and toddlers to minimize developmental delays and maximize individual potential for adult independence. It is the need of the State to implement, on a statewide basis, locally based, comprehensive, coordinated, multidisciplinary, interagency, Early Intervention (EI) services for all eligible infants and toddlers. The EI Program is a statewide program for the evaluation and assessment of infants and toddlers ages birth to three, as well as the provision of services for those who have a qualifying disability or diagnosis, a 30 percent delay in development in one or more of the five developmental domains, or who are at risk of developmental delays. Children and families access EI services through one of 25 Child and Family Connections (CFC) offices. This Notification of Funding Opportunity (NOFO) issued by the Illinois Department of Human Services (IDHS), Division of Family and Community Services, Bureau of EI, seeks agencies located within Illinois to serve as the CFC offices for designated geographic areas. (See chart in Appendix I to identify the area served by each CFC office.) CFC offices are the regional intake entities defined in state statute (325 ILCS 20) and rule (89 IL Admin. Code 500) as IDHS’s designated entity responsible for implementation of the EI Program within its designated geographic area. IDHS is required to assure the designation of regional points of entry to accomplish consistent and equitable intake and service coordination throughout the State, with services defined in Section A.2. Separate proposals for each geographical intake region must be submitted for those agencies submitting for more than one geographical intake region.

General Operating Support (GOS) Grants are offered to established not-for-profit organizations that provide arts programming to their defined communities in a manner that supports the mission of the organization. Serve as an evidence base in IAC’s case for the resources needed to reach more Illinois communities with state support. Applications are now being accepted for the Illinois Natural Areas Stewardship Grant Program. Donor Name: Illinois Department of Natural Resources State: Illinois County: All Counties Type of Grant: Grant Deadline: 06/14/2024 Size of the Grant: $10,000 to $100,000 Grant Duration: Grant Duration Not Mentioned Details: The Illinois Natural Areas Stewardship Grant Program provides grants to Conservation Land Trusts to Increase stewardship on dedicated Illinois Nature Preserves and registered Land and Water Reserves, and Increase stewardship capacity within Conservation Land Trusts. Funding for this grant program is derived from the Illinois Natural Areas Acquisition Fund (NAAF) and must be used by the Department of Natural Resources for the acquisition, protection, and stewardship of natural areas, including habitats for endangered and threatened species (Open Space Lands Acquisition and Development Act, 525 ILCS 35/14). The Illinois Natural Areas Stewardship Grant Program was established to make grants to conservation land trusts for the purpose of promoting stewardship actions on eligible lands. The goal of the grant program is to increase the delivery of much needed stewardship activities to natural areas protected within the Illinois Nature Preserves Commission (INPC) system. Stewardship needs on natural areas throughout the state have continued to outpace the ability to deliver these services by individuals, volunteers, organizations, and government agencies. This grant program is designed to fund projects that immediately address this deficiency and begin to expand on the stewardship capacity of conservation land trusts through grants that will expand their staff and equipment for these activities. Funding Information Grant Amount: Up to $100,000. What types of projects are eligible for grants? All projects must be on eligible lands. This includes Illinois Nature Preserves, dedicated buffers, and Land and Water Reserves. Project sites must have a current and approved management schedule and must be either owned by the applicant or there must be an executed agreement between the Conservation Land Trust and the property owner. Eligible expenses include: Stewardship Activities Contractual Services Purchase or Rental of Necessary Equipment Staff Time (excluding fringe/benefits) Indirect Costs. The Connect Illinois Broadband Grant Program includes $400 million in appropriated funds available for expansion of broadband infrastructure throughout the state. Through multiple rounds of competitive matching grants, Connect Illinois will provide direct matching grants, awarded on a competitive basis via merit based review, to grant applicants including broadband providers, rural cooperatives, local governments, nonprofit organizations, and partnerships.

The Illinois Department of Public Health is seeking to award a grant for the development and implementation, or further expansion, of a toll free abortion navigation hotline that will not only help navigate any patient who is looking for an abortion to the appropriate provider in Illinois, but that can provide education and logistical support, as needed. The grantee must have experience in abortion navigation services and will develop and maintain relationships with the abortion providers in the State and the Illinois Department of Public Health. The grantee shall promote use of the hotline by distributing information about it via low cost means to professional networks and utilize public and social media. The grantee will provide counseling and information to callers, including connecting them with the appropriate provider for their unique needs and circumstances, education on potential clinical issues prior to their appointment, and connection with support services, as needed. The grantee will be responsible for maintaining up-to-date, accurate resources on IL abortion providers, abortion support service providers, and will ensure a warm handoff (closed loop) referral takes place.

This program provides $15 million to Illinois-based businesses and organizations to help them secure competitive federal grants by assisting with matching fund requirements.

This funding opportunity provides financial support to establish networks that help clean energy contractors and nonprofits in economically challenged areas of Illinois, including Waukegan, Champaign, Danville, Carbondale, East St. Louis, and Alton.

RISE Implementation Grants will be used to invest in capital, business attraction, and community amenities that require more investment for the purpose of boosting post-COVID-19 economic recovery. RISE implementation grants will fund activities such as establishing new initiatives, launching pilot projects or making capital investments intended to accelerate economic recovery in Illinois communities and regions.

The Illinois Department of Commerce and Economic Opportunity (DCEO) is offering the Rebuild Downtowns & Main Streets (RDMS) Capital Grant Program to support capital projects aimed at revitalizing commercial corridors and downtown areas in Illinois. This initiative is part of the effort to accelerate economic recovery following the pandemic, targeting areas that have experienced significant disinvestment. The program will fund projects such as the improvement and repair of infrastructure (roads, sidewalks, lighting), development of public spaces, and mixed-use developments. Grants range from $250,000 to $2,000,000, with an anticipated total funding of $20,000,000. This program provides training and job placement support in clean energy for individuals in Illinois Department of Corrections facilities who are nearing their release, helping them secure employment in the clean energy sector.

The Governor and the General Assembly direct the Department of Commerce and Economic Opportunity (DCEO) to administer grants for specific miscellaneous purposes to bolster the state’s economy, promote a clean environment, and improve the overall quality of life throughout the state of Illinois. This grant program is available to any entity receiving funding via lump sum appropriation. Eligible costs for this program are bondable costs associated with site improvements. This includes demolition; grading/earthwork; landscaping; sidewalks; replacement of bridges; construction and/or upgrade of roads, parking lots, curb and gutter, parks and other open spaces as well as structures within them; etc. This may include associated streetscaping.

The Equitable Energy Future Grant Program, established by Public Act 102-0662, is intended to provide grants of up to $1 million promoting renewable energy1 and energy efficiency2 projects that will accomplish any or all of the following: • Provide benefits to low-income communities wherein at least 50% of projected energy produced or saved benefits low-income households3 or not-for-profit organizations providing services to low-income households, affordable housing owners, or community-based businesses providing services to low-income households; • Invest in equity investment eligible communities (defined below); • Provide on-the-job training; • Support contractors who are participating in or have demonstrated an intent to participate in the Clean Energy Contractor Incubator Program and the Clean Energy Primes Contractor Accelerator Program (when operational

The Community Solar Energy Sovereignty Grant Program will support pre-development and development of community solar projects that promote community ownership and energy sovereignty. Grants will be awarded to applicants that best demonstrate the ability and intent to create community ownership and other local community benefits including: • local community wealth building via community renewable generation projects. • Grants shall be prioritized to applicants for whom o the proposed project is located in and supporting an equity investment eligible community or communities; and on proposed project provides additional benefits for participating low-income households.

The Governor and the General Assembly direct the Department of Commerce and Economic Opportunity (DCEO) to administer grants for specific miscellaneous purposes to bolster the state’s economy, promote a clean environment, and improve the overall quality of life throughout the state of Illinois. This grant program is available to any entity receiving funding via lump sum appropriation. Eligible costs for this program are bondable costs associated with new construction and/or renovation of buildings, additions, or structures, including associated parking lots, sidewalks, driveways, etc. This includes exterior work to surface, structure, or foundation to extend useful life; roof work – limited to removal of the system to the decking as well as stone, metal, or other work to control water damage or ice formation; as well as – if done as part of a larger bondable grant-funded project – interior work such as painting, plastering, sanding, replacement of electrical and light fixtures, handicapped accessible improvements, fire alarms, smoke detectors, automatic door closures, etc.

The Energy Transition Navigators Program will provide outreach and recruitment for the Climate and Equitable Jobs Act (CEJA) workforce and contractor programs. The Department seeks to contract with the community-based provider(s) (“Navigator Teams”) to connect people to the CEJA workforce and contractor programs. Navigator Teams will provide outreach and recruitment services to eligible populations to ensure they are aware of and engaged in the statewide and local workforce and contractor development programs.

This includes acquisition costs of all improved or unimproved real property including appraisal fees; title opinions; surveying fees; real estate fees; title transfer taxes; condemnation; and related legal expenses.
