Funding Priorities  The range of programming allowed under this grant is intentionally very flexible. Examples of project models that will be considered for funding include, but are not limited to: Choice pantry model, offering participants a choice model with access to a variety of culturally relevant, healthy shelf-stable and fresh food items including fruits, vegetables, dairy, meat, and eggs; Pre-packed box/bag distribution that includes healthy, locally sourced produce options; or Delivery and/or distribution of nutritious, medically and/or preference-tailored prepared meals to households with unique needs. Funding Information The minimum award that applicants may request is $5,000 and the maximum award is $300,000. Final award amounts may be lower than $5,000. The performance period for these grant awards is one year (anticipated to be on/about October 15, 2024 to October 15, 2025).  Eligibility Criteria  Applicant organizations must meet all of the following conditions: Be a non-profit food assistance provider that has provided regularly scheduled, uninterrupted food assistance services at least: once per month, at one consistent site, for a minimum of two years.  Organizations designated as Service Consolidation Hubs in partnership with the Montgomery County Department of Health and Human Services are not eligible to apply;  Provide a Letter of Support from organizational leadership or partner(s) confirming commitment to allow use of all key physical infrastructure assets and/or resources (storage space, packing or distribution location, vehicles, etc.) outlined in the proposal for the entire grant period; Be currently registered and in Good Standing with the Maryland State Department of Assessments and Taxation (SDAT);  The organization’s principal place of business for delivering these services must be located in Montgomery County; if a national or regional organization, it must have a location in Montgomery County through which it provides related services; and  Be in compliance with all reporting obligations and performance requirements for other County grants and procurement contracts. The Community Engagement Cluster and the Office of Grants Management are soliciting grant applications under the County’s FY 2024 Place-Based Management Grants Program from qualified organizations that support economic growth and revitalization initiatives across the County’s commercial corridors, both nascent and established. Funding Priorities Priority in awarding funding will be given to projects which provide services or meet needs that fall under at least three of the four points of the Main Street Approach: Economic Vitality focuses on capital, incentives, and other economic and financial tools to assist new and existing businesses, catalyze property development, and create a supportive environment for entrepreneurs and innovators that drive local economies. Design supports a community’s transformation by enhancing the physical and visual assets that set the commercial district apart. Promotion positions the downtown or commercial district as the center of the community and hub of economic activity, while creating a positive image that showcases a community’s unique characteristics. Organization involves creating a strong foundation for a sustainable revitalization effort, including cultivating partnerships, community involvement, and resources for the district. Funding Information Montgomery County Government anticipates awarding $400,000 through approximately two to five awards. It is anticipated that each grant award may range between $25,000 and $200,000. The final amount will be dependent upon grant activities and final negotiation and may be lower or higher than the range. The duration of any grant award under this solicitation is expected to be 12 months with possibility for renewal for up to three total years contingent on satisfactory performance and funds availability Eligible Expenses  Eligible expenses under this grants program include operating costs defined as costs that support ongoing expenditures associated with projects. Target Populations The target populations for this grant are businesses and residents of the identified commercial corridor. Eligibility Criteria  Applicants must meet all the following conditions: The organization must have a Federal 501(c)(3), 501(c)(6) tax-exempt status or be a collaboration between two or more entities with at least one having this status; The organization must be currently registered and in Good Standing with the Maryland State Department of Assessments and Taxation (SDAT); All activities and expenditures under this grant program must be provided in Montgomery County OR be exclusively for Montgomery County residents if activities and expenditures occur outside of the County; Current Montgomery County contract or grant award winners must be current on all reporting obligations for other awards and those reports must reflect substantial progress towards the goals of their awards; Proposed expenses must be for a new activity, expansion of existing activities, or a combination of both. County funding cannot be used to supplant other funding for already planned activities; Applicants may only submit one application per organization under this NOFO; Organizations that were funded under this program last year are eligible to apply. The Maryland Agricultural Education and Rural Development Assistance Fund (MAERDAF) provides grants to rural-serving nonprofit organizations that promote statewide and regional planning, economic and community development, and agricultural and forestry education. The City of Mount Rainier is seeking applications for its Recreation Activities Grants to support community activities to enhance the community as a whole. The Southern Maryland Agricultural Development Commission (SMADC) is offering another round of farmer mini grants. Funding Information For this 11th round of grants in Spring 2024 $60,000 of funding is available. The projects should be simple in scope and must be successfully completed within one year. SMADC awards will be up to $3,000 per applicant and are a one-to-one dollar match by the farmer. Eligible Projects  Examples of Projects that would be considered: Services or equipment that help transition a farm’s sales strategy such as online sales, home delivery, on-farm sales, etc.; or for other projects that allow farm business to maintain and/or expand sales. Materials needed for value-added production. Materials needed for on-farm upgrades to enhance food safety. Irrigation installation or upgrades in regard to GAP certification standards, Food Safety Modernization Act Standards (FSMA), chlorination systems, water testing expenses, drip irrigation, greenhouse irrigation, dedicated agricultural water supply, and overhead irrigation, as pertains to current existing wells or water sources. Washing/packing stations. Freezer/Refrigeration. Eligibility Criteria  Does not include non-profits or community organizations. Both Urban and Rural farms are encouraged to apply. Applicants must be living in the State of Maryland and actively farming in Anne Arundel, Calvert, Charles, Prince George’s, or St. Mary’s counties. Youth (16 years and older) who are in or have been in FFA, 4-H, agricultural related programs, or classes, or have a farming background are encouraged to apply. The applicant must match funds awarded dollar to dollar. For example, if the applicant is awarded $500, they must put $500 toward the project budget. Matching must be in dollars, not in-kind or labor. No more than one application is awarded per individual or business entity during a 12-month period.
