Resources provided to the Fund are designed to facilitate significant targeted investments in important economic and community development programs and promote regional and intergovernmental cooperation. The Fund will serve the interests of the entire State by: Encouraging the increase of entrepreneurial activity and commerce and a balanced economy in the State; Relieving conditions of unemployment and underemployment in rural areas; assisting in the retention of valuable farm and forest land for productive use by present and future generations; Promoting intergovernmental cooperation and public sector/private sector partnerships in and between rural and other areas; Enhancing the deployment of housing, transportation, water, wastewater, and broadband communications infrastructure and services in rural areas; Supporting rural commercial center redevelopment and community revitalization efforts; and, Generally promoting the health, happiness, safety, employment opportunity, and general welfare of the residents of each of the rural counties and municipal corporations of the State. Healthcare: Health care access and delivery is a major problem in the State’s rural areas. Residents often need to travel great distances to seek health care services due to health workforce shortages. This problem is in primary care and is particularly acute in specialty care such as surgical specialties, dentistry, mental health, and other medical specialty areas. Eligible health care projects will range from health care planning, to health program implementation and evaluation, and will include projects pertaining to the following: Improving access to health and medical/dental/behavioral health care Tele-medicine and telehealth networking Programs that focus on planning and/or coordination of health care Programs that address rural population health needs Programs that ensure health care insurance and treatment enrollment Programs that implement and measure the accomplishment of components of the state’s rural health plan Rural Nonemergency Medical Transportation: Projects could include the following components better coordination (between industries, funding sources/coverage), 2) provides interregional transportation, and 3) on-demand response. Eligibility Criteria  Applicants must be a local government, institute of higher education, regional council, or be a 501(c)(3) IRS tax designation or similar and serve a regional or statewide rural constituency. Eligible applicants include federally qualified health centers, area health education centers, local health clinics, and other rural-serving health organizations. Talbot Arts invites grant applications for the Community Arts Development (CAD) Program to fund arts activities that serve Talbot County. Maryland’s Office of Overdose Response (MOOR) is initiating a Competitive Grant Program aimed at distributing approximately $6 million to the highest-scoring proposals from state and local governments, as well as private and non-profit community-based partners. These proposals should align with MOOR’s strategic priorities and address critical needs in substance use disorder and overdose response across the state. Eligible projects must focus on prevention, harm reduction, treatment, recovery, and public safety, with an emphasis on innovative or evidence-based approaches that fill service gaps.

The purpose of the FY 2023 Child Sex Trafficking Screening and Services Act Regional Navigator Program Grant (RNPG-ARPA) grant funding is to expand programming projects in up to 14 additional jurisdictions. The RNPG Notice of Funding Availability (NOFA) was developed to obtain needed services to comply with the Child Sex Trafficking Screening and Services Act of 2019. This grant is aimed at improving the handling of child abuse and neglect cases, including child sexual abuse and exploitation. It focuses on the development of innovative programming to enhance the front-end intake and investigative stages of child welfare, aligning with the Maryland Governor’s Office's objective to reduce victimization among children. All funding is contingent upon the Governor’s Office of Crime Prevention, Youth, and Victim Services receiving the specified grant funds from the U.S. Department of Health & Human Services (HHS).

The Sexual Assault Services Program provides intervention, advocacy, accompaniment (i.e., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance for adult, youth, and child victims of sexual assault, family and household members of victims, and those collaterally affected by the sexual assault. SASP, created by the Violence Against Women and Department of Justice Reauthorization Act of 2005, 42 U.S.C. §14043g, is the first federal funding stream solely dedicated to the provision of direct intervention and related assistance for victims of sexual assault. SASP provides intervention, advocacy, accompaniment (i.e., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance for adult, youth, and child victims of sexual assault, family and household members of victims, and those collaterally affected by the sexual assault. Rape crisis centers play a vital role in assisting sexual assault victims through the healing process, as well as assisting victims through the medical, criminal justice, and other social support systems. In order to provide comprehensive services to victims of sexual assault, SASP assists states in supporting rape crisis centers in the provision of direct intervention and related assistance.

The program supports full service sexual assault crisis programs across Maryland, providing services to victims of rape and sexual offenses. It aims to improve victim services, ensuring safety, and making the community aware of rights and resources​​. The Sexual Assault/Rape Crisis Grant Program is funded through state general funds to support local rape crisis centers. Services are provided through a network of community-based rape crisis programs and are available in every jurisdiction in Maryland. These funds are used to provide services to adult and child victims of rape and other sexual offenses. Services to victims include a 24-hour hotline, counseling, medical accompaniment, and assistance in accessing and using other support services such as legal assistance.

The Recovery Friendly Workplace Pilot Program, launched by the Maryland Department of Labor, aims to create a supportive environment for employees recovering from substance use disorders. The program encourages employers to adopt workplace policies that assist in employee recovery, provides stigma-reducing education, and facilitates research on recovery-friendly practices. It seeks to promote workplace well-being and recovery for employees and their families while fostering community awareness.

The City of Mount Rainier is seeking applications for its Recreation Activities Grants to support community activities to enhance the community as a whole. These programs must be open to residents within the corporate boundaries of the City of Mount Rainier and promote enhanced community engagement. Funding Information The maximum Recreation Activities Grant award per organization for Fiscal Year 2024 will be $2,500. Organizations Ineligible for this Grant Program Any organization receiving another direct or beneficial grant from the City of Mount Rainier during this fiscal year. Any for-profit business or organization. Restrictions City funds may not be used for the purchase of alcoholic beverages. Cost of City permits will be waived for this grant. All applicable laws and regulations will apply to events funded by City grants, including but not limited to: Prince George’s County Health Department food service rules and regulations. Eligibility: Eligible organizations include already existing nonprofit 501c3 organizations in good standing with the IRS, government/quasi-governmental agencies applying for extraordinary projects not funded by tax revenue, religious organizations requesting funding for non-sectarian activities, and civic groups that are not 501c3 organizations requesting funding for a community cause.
