Many Baltimore residents lack the essential tools needed to fully engage in the modern, digital world. More than 1 in 4 Baltimore households lack a digital device, and more than 40 percent lack internet access. Decades of disinvestment also means the most vulnerable residents often experience the greatest impact of the digital divide. Round two of the Digital Equity Fund will invest in initiatives across three different grant categories to help address gaps in digital literacy and skills. Tier 1: Digital Literacy Education Training (up to $200,000) – Grants will support initiatives under two sub-tiers: Tier 1A – digital literacy education for older adults; Tier 1B – digital literacy education for the wider community in support of tech hubs at recreation centers in underserved areas. Skill areas might include computer basics, using the internet, and digital skills for job seekers. Tier 2: Advanced Digital Education and IT Fundamentals Programming (up to $200,000) – Grants will support initiatives providing IT fundamental skills training and certification to Baltimore City residents interested in a career in IT. Programming must include opportunities for residents to earn industry-recognized IT certifications. For example, Cisco IT Essentials, including CISCO ITE certification and/or A+ certification, CompTIA IT Fundamentals (ITF+), Net+, and Security+. Tier 3: Digital Creatives and Virtual Makerspaces Programming (up to $200,000) – Grants will support initiatives providing education and programming for digital creatives and virtual makerspaces at local recreation centers throughout Baltimore City. Grantees can use this tier of funding for classes and workshops for digital creatives, and special events to help develop skills in coding, digital media creation, robotics, video editing, and 3D printing. Funding Information Grant awards are up to $200,000. The grant period is September 1st, 2024 – June 30th, 2026. Target Population Program activities must address the needs of those left behind in the digital age, including: Residents of low digital equity communities; People with disabilities; Older adults; Immigrants and non-English speakers; Individuals who are members of a racial or ethnic minority group; Returning citizens; LGBTQIA+ Youth; People experiencing homelessness; and Families with children under five (5). Geographical Focus  The DEF will only fund Baltimore City-based organizations. The SFY 2025 Domestic Violence Unit Pilot Program (DVUP), funded by the State of Maryland through the Governor's Office of Crime Prevention and Policy, aims to significantly reduce or minimize the time between the issuance of interim and temporary protective orders and their entry into the Maryland Electronic Telecommunications Enforcement Resource System/National Crime Information Center (METERS/NCIC). This initiative supports the office's objective of enhancing the availability and speed of information to support data-driven approaches to criminal justice issues in Maryland. All awarded programs through the FY25 School-Based Food Assistance Grant Program must:  Demonstrate past experience with successful operation of school-based food assistance programs in partnership with MCPS;  Describe a quickly actionable program model for services at new school(s); and  Identify potential zip codes, capacity, resource needs, and format for expanded services. Funding Information $1,250,000 in total grant funding is available to support programs that increase food security for students and their families and are co-located at an MCPS school site. The minimum award that applicants may request is $40,000 and maximum award is $300,000. Final award amounts may be lower than $40,000. The performance period for these grant awards is anticipated to be on/about August 15, 2024 to on/about June 30, 2025. Funding Priorities The goal of this program is to support projects that address critical gaps in healthy food access for children and families and/or that offer innovative approaches to co-locate food assistance at an MCPS school site. OFSR is partnering with MCPS representatives to identify the school sites that will be prioritized for support based on the level of need within the school community and anticipated impact of new or expanded school-based food assistance programming.  Applicants will provide details within the Strategy Narrative regarding the scope of services they are capable of providing, and successful applicants will be asked to serve specific MCPS schools that have been identified based on alignment of individual school’s needs with providers’ current programs, experience, and capacity. Awardees will be matched with one or multiple school(s) following the grant review period; the school match(es) will be indicated in grant agreements.  The range of programming allowed under this grant is intentionally very flexible. Examples of project models that will be considered for funding include, but are not limited to: Choice pantry at the school site, offering school community members a choice model with access to a variety of culturally relevant, healthy shelf-stable and fresh food items including fruits, vegetables, dairy, meat, and eggs; Pre-packed box/bag distribution for students that includes healthy, locally sourced produce options; Delivery of nutritious, medically and/or preference-tailored prepared meals to school populations with unique needs; and Grocery Gift Cards distributed to school families that allow for flexible food purchasing and delivery options for families that experience transportation or other barriers to food access. Target Population  For students and families that rely on school meals and/or face barriers to food access related to transportation or otherwise, an in-school pantry or at-school food distribution can help to address nutrition insecurity and provide convenient access to necessary resources. The FY25 School-Based Food Assistance Grant Program will award funding to initiatives that will support food access at MCPS school sites throughout the County.” Eligibility Criteria  Lead applicants may only submit one application, and must meet all of the following conditions:  The organization must be a food assistance provider based in Montgomery County that has provided food assistance services over the past calendar year in at least one MCPS site, as demonstrated through attached documentation (ex: email documentation, formal contract or Memorandum of Understanding, or signed letter of support from an administrator at the school site); The organization must be currently registered and in Good Standing with the Maryland State Department of Assessments and Taxation (SDAT); The organization’s principal place of business must be located in Montgomery County; if a national or regional organization, it must have a location in Montgomery County through which it provides related services;  All activities and expenditures under this grant program must be provided in Montgomery County and/or be exclusively for Montgomery County residents; The proposed project in the application must not exclude any potential beneficiaries and/or participants based on their race, ethnicity, gender, or any other protected class; Current Montgomery County contract or grant award winners must be current on all reporting obligations for other awards and those reports must reflect substantial progress towards the goals of their awards; and Proposed expenses must be for a new activity, expansion of existing activities, or a combination of both. Maryland’s Office of Overdose Response (MOOR) is initiating a Competitive Grant Program aimed at distributing approximately $6 million to the highest-scoring proposals from state and local governments, as well as private and non-profit community-based partners. These proposals should align with MOOR’s strategic priorities and address critical needs in substance use disorder and overdose response across the state. Eligible projects must focus on prevention, harm reduction, treatment, recovery, and public safety, with an emphasis on innovative or evidence-based approaches that fill service gaps.

The SFY 2025 Gun Violence Reduction Grant Program (GVRG), funded by the State of Maryland and administered by the Governor's Office of Crime Prevention and Policy, aims to support law enforcement agencies and prosecutors in developing and implementing strategies to reduce firearm-related violence. The program seeks to address the statewide issues of gun violence, illegal firearm distribution, manufacturing, and seizures, with a goal to make communities safer. The GVRG encourages the development of coordinated criminal justice strategies and data-driven approaches to criminal justice in Maryland. Eligible applicants include local and state law enforcement agencies as well as local state's attorney's offices, with priority given to those not currently receiving Maryland Criminal Intelligence Network (MCIN) funds.

The Sexual Assault Services Program provides intervention, advocacy, accompaniment (i.e., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance for adult, youth, and child victims of sexual assault, family and household members of victims, and those collaterally affected by the sexual assault. SASP, created by the Violence Against Women and Department of Justice Reauthorization Act of 2005, 42 U.S.C. §14043g, is the first federal funding stream solely dedicated to the provision of direct intervention and related assistance for victims of sexual assault. SASP provides intervention, advocacy, accompaniment (i.e., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance for adult, youth, and child victims of sexual assault, family and household members of victims, and those collaterally affected by the sexual assault. Rape crisis centers play a vital role in assisting sexual assault victims through the healing process, as well as assisting victims through the medical, criminal justice, and other social support systems. In order to provide comprehensive services to victims of sexual assault, SASP assists states in supporting rape crisis centers in the provision of direct intervention and related assistance.

The SFY 2025 Sex Offender Compliance and Enforcement in Maryland (SOCM) Grant Program, under the Governor's Office of Crime Prevention and Policy, aims to ensure compliance with Maryland law by individuals required to register or re-register with the Maryland Sex Offender Registry. This initiative supports 24 designated law enforcement agencies in Maryland tasked with registration and compliance enforcement of sexual offenders. With an anticipated fund of $728,916, the program allocates grants to these agencies based on the number of registered offenders in their jurisdiction as of December 31, 2023. The funding is meant to assist with compliance verification and enforcement efforts, enhancing public safety and law enforcement capabilities. The program's performance period is from July 1, 2024, to June 30, 2025, with all applications required to be submitted online via the Grants Management System (GMS) by May 24, 2024.

The BJAG Program aims to support a broad range of activities to prevent and control crime based on the state's specific needs. Grant funds are used to improve the criminal justice system, enhance law enforcement initiatives, crime prevention, and education, as well as to support corrections, drug treatment, planning, evaluation, technology improvements, and crime victim and witness initiatives. The program is focused on reducing gaps in services, decreasing violent crime, assisting crime victims, and improving enforcement, prosecution, adjudication, detention, and rehabilitation efforts across Maryland.
