DWSRF funds drinking water and water supply projects, including "green" projects. Principal forgiveness available for qualifying small/disadvantaged/ rural communities for planning, design, and construction. Drinking Water State Revolving Fund (DWSRF) loans are available for the planning, design, and construction phases of public water systems. DWSRF provides low-interest loans to cities, counties, utility districts, and water authorities for drinking water infrastructure. Small, economically disadvantaged communities are eligible for principal forgiveness, which can cover a portion of the SRF loan, and will significantly reduce the amount owed. Eligibility for principal forgiveness is restricted to communities with a population of 10,000 or less combined with an ATPI of 50 or less.

Along with requiring subrecipients to conduct local fair housing activities as a condition of each CDBG activity, an Analysis of Impediments to Fair Housing Choice is conducted every five years to assess and review impediments or barriers that affect the right of fair housing choice. Public and private policies, practices, and procedures affecting housing choice are covered in this analysis. Impediments to fair housing choice are defined as any actions, omissions, or decisions that restrict, or have the effect of restricting, the availability of housing choices, based on race, color, religion, sex, disability, familial status, national origin, or creed.

Designed to offset the capital expenses in the deployment of broadband in unserved areas. As part of the Tennessee Broadband Accessibility Act of 2017, the State of Tennessee established the Broadband Ready Communities Program to foster county engagement in securing broadband infrastructure and access to their communities. Through TNECD, the program, which is funded by the American Rescue Plan State and Local Fiscal Recovery Funds, utilizes a portion of the Tennessee Emergency Broadband Fund – American Rescue Plan to provide $10 million in assistance. A non-competitive grant opportunity is available for county and local governments to secure up to $100,000 dollars for broadband adoption activities. Block Grant: Programs that provide services include those efforts that (1) respond to the emotional, psychological, or physical needs of crime victims, (2) help victims of crime to stabilize their lives after a victimization, (3) help victims to understand and participate in the criminal justice system, and (4) restore a measure of security and safety for the victim.The purpose of the Victims of Crime Act (VOCA) is to provide high quality services that directly improve the health and well-being of victims of crime with priority given to victims of child abuse, domestic violence, sexual assault and services for previously underserved victims. The Office for Crime Victims (OVC) makes annual VOCA crime victim assistance grants from the Fund to states. The primary purpose of these grants is to support the provision of services to victims of crime throughout the nation. The purpose of the RSAT for State Prisoners Program is to break the cycle of drug addiction and violence by reducing the demand for, use, and trafficking of illegal drugs. RSAT’s objectives are to enhance the capabilities of states and units of local and tribal governments to provide residential substance abuse treatment for incarcerated inmates; prepare individuals for reintegration into communities and assist individuals and communities through the reentry process by delivering community based treatment and other broad based aftercare services.

This program provides funding to prevent and reduce crime and enhance the criminal justice system through innovative approaches that accelerate justice by identifying, defining, and responding to emerging or chronic crime problems and systemic issues using innovative approaches. BJA is looking for proposed strategies to address these issues, including trying new approaches, addressing gaps in responses, building or translating& research knowledge, or building capacity. The Downtown Johnson City Facade Grant Improvement Program is administered by the Johnson City Development Authority and is supported through the Tax Increment Financing (TIF) Program. Conforming commercial and mixed-use properties located in the Historic Overlay District are eligible for the façade improvement program.  Examples of Eligible Activities Masonry repairs and repointing bricks; Repair/replace/preserve historically significant architectural details; Storefront reconstruction; Removal of false façade; Cornice repair; Exterior painting and stucco; Awnings and canopies; Window and door repair or replacement; Permanent exterior lighting; Repair/replacement of gutters and down spouts; Permanent exterior signage integrated into the design; Visible roof repairs in conjunction with structural improvements; Decking and stairs; and Visible electrical, mechanical equipment enclosures Eligibility Criteria In order to be eligible for a facade grant, applicants must receive a Certificate of Appropriateness from the City’s Historic Zoning Commission or receive preapproval from the City’s Planning Division staff. In addition to design criteria, the Planning Division will determine if the use of the building conforms to the use requirements for the zoning district in which the property is located. Furthermore, the application must submit their proposed renovations to the JCDA and receive approval prior to commencing the renovations. The level of funding for each grant will be based upon the availability of funds and the impact of the project upon the Redevelopment District. Eligible properties will be considered for reimbursement at 50% of the costs of renovations associated with eligible facade improvements to the primary facade of the building and 25% of the costs of renovations on side of the buildings that are street facing. Re-imbursement will be capped at $10,000 per application for eligible facade improvements to single-faced buildings. For buildings with multiple street facing facades, up to an additional $5,000 may be awarded. Larger grants may be awarded for projects that show substantial economic impact, including job creation and sales tax generation in the downtown area. Grants will be evaluated and awarded on a case-by-case basis and may be denied for any reason. Additional Eligibility Requirements: Applicants must be current on all taxes, mortgages, and insurance for the proposed project site. Property owners who are licensed general contractors must provide a second quote from a licensed contractor in order to be eligible.
