Washington Disaster Prevention and Relief Grants

This grant provides funding for Fife residents to undertake community improvement projects that benefit their neighborhoods, such as cleanups, community gardens, and local events.

HSGP is comprised of three interconnected grant programs: State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI) and Operation Stonegarden (OPSG). These risk-based grants assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. HSGP provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. Together, these three grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises and management and administration across all core capabilities and mission areas.

The Washington State Department of Commerce's Blended Capital Enhancement Grants are part of the Community Reinvestment Project (CRP), a new initiative aimed at reducing wealth disparities within Black, Latine, and tribal communities through asset building. The program seeks to support by-and-for lending agencies, businesses, and organizations that serve these specific communities. The overarching mission is to make it easier for these communities to access financial support from local organizations and businesses, fostering economic empowerment and equity. The grant program targets Black, Latine, and tribal communities across Washington state, as well as the lending agencies, businesses, and organizations that are either led by and for these communities, or are partnered with such entities. The impact goals are centered on facilitating homeownership, supporting small businesses and entrepreneurs, providing money management and business training, assisting with the acquisition of commercial property and business assets, and helping individuals reduce debt and increase savings through matching funds. These goals directly address key areas of wealth accumulation and financial stability. The program prioritizes funding for a variety of initiatives including new construction loans ($5 million), home expansion loans (including Accessory Dwelling Units or ADUs) ($6 million), business startups and expansions ($5 million), and consumer loans (such as credit consolidation, car refinancing, or emergency expenses) ($1 million). The total funding available is $42 million. The focus is on creating accessible financial pathways and resources that have historically been less available to the targeted communities. Expected outcomes include an increase in homeownership rates within Black, Latine, and tribal communities, the growth and sustainability of small businesses and entrepreneurial ventures, improved financial literacy and money management skills among individuals, and a reduction in personal debt coupled with increased savings. These measurable results align with the broader strategic priorities of the Washington State Department of Commerce to foster economic development and reduce disparities. The theory of change suggests that by empowering local, by-and-for organizations with capital, they can more effectively deliver essential financial services and support, thereby directly addressing systemic inequalities and building lasting wealth within these communities.

The Nonprofit Security Grant Program (NSGP) provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

This funding opportunity provides financial support to nonprofit organizations in Vancouver, Washington, to deliver essential supportive services and rental assistance for individuals and families experiencing homelessness, particularly those in Safe Stay and Safe Park sites.

The Fire Management Assistance Grant Program is a grant program authorized under the Stafford Act that can reimburse a large portion of the costs to state, local and federally recognized tribal governments for the mitigation, management and control of fires on publicly or privately owned forests or grasslands. The program is authorized when a fire receives a federal fire declaration from the Federal Emergency Management Agency (FEMA). A federal fire declaration may be requested and issued for an uncontrolled fire when a threat of a major disaster exists. The fire declaration process is initiated by the state when an authorized representative submits a request for a federal fire declaration to the FEMA Regional Administrator. These declarations are requested while a fire is burning uncontrolled and threatens to cause enough damage as would warrant a major disaster declaration (under the criteria for either Public Assistance or Individual Assistance). The entire process is accomplished on an expedited basis and a FEMA decision is rendered in a matter of hours. The FMAG Program provides a 75 percent Federal cost share for eligible emergency response and fire suppression costs.

The Washington Emergency Management Division Human Services Program works with Federal, State, and Local partners to support disaster preparedness and recovery for Washington’s individuals, households, and businesses. The Small Business Administration (SBA) Disaster Loan Program: SBA disaster loans are available even without a Presidential Disaster Declaration and are a great tool to provide low-interest loans to individuals, families, businesses and organizations that suffer physical or economic loss due to a disaster or other disruption. Limited English Proficiency Program: The LEP program supports language accessibility for individuals, families and businesses by working with state and local governments and community organizations to promote preparedness activities in communities around the state. We offer post-cleanup grants to local governments who independently clean up contamination under the Voluntary Cleanup Program. The purpose of Independent Remedial Action Grants (IRAGs) is to encourage and expedite cleanups and decrease the associated costs of cleanup for ratepayers and taxpayers. IRAGs are grants offered to local governments that independently clean up contamination under the Washington State Department of Ecology’s (Ecology) Voluntary Cleanup Program. These grants encourage and expedite cleanups, and decrease the associated costs of cleanup for ratepayers and taxpayers. Local governments are welcome to apply for this funding if they have 1) completed an independent cleanup through the Voluntary Cleanup Program, and 2) have received a determination of No Further Action from Ecology. IRAGs are just one of several “remedial action” grants and loans provided to local governments by Ecology. The grants and loans are used to investigate and clean up contaminated sites under Washington state’s environmental cleanup law, the Model Toxics Control Act (MTCA).

The EMPG’s allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas. The purpose of the EMPG Program is to provide federal grants to states to assist state, local, territorial and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act), as amended (42 U.S.C. §§ 5121 et seq.) and Section 662 of the Post Katrina Emergency Management Reform Act of 2006, as amended (6 U.S.C. § 762). EMPG provides emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. EMPG’s allowable costs support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, Response and Recovery mission areas. A portion of each award is passed through to eligible city, county, and tribal emergency management organizations.
