The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to assess and quantify the environmental impacts of criminal organizations activities in Latin America and the Caribbean (LAC). This project will provide a wholistic picture of what crimes affect the environment, who perpetrates them, the resulting harms, and how they fit into the overall network of transnational organized crime and drug trafficking in the Western Hemisphere. United Statesβ climate and environment diplomacy aspires to realize economic growth, energy security, and a healthy planet. The well-being of the natural world affects millions of U.S. jobs and the health of our people, and so the Department of State works with partners to advance U.S. interests on issues such as addressing the climate crisis, combating wildlife trafficking, fostering resilience, conserving nature, ensuring water security, and reducing harmful pollutants. This project aligns to INLβs Bureau Objective 3.2 to ensure foreign partner civilian security institutions have the institutional capacity to manage borders and protect sovereign territory. Civilian security institutions often lead or are involved in the effective management of land and maritime borders, as well as contribute to a stable international security environment by deterring territorial incursions or the unlawful exploitation of natural resources that have the potential to escalate into regional conflict. This objective includes INLβs efforts to build institutional capacity related to certain specialized law enforcement functions, border management, maritime law enforcement, and efforts related to peacekeeping.

The National Institute of Mental Health (NIMH) intends to promote a new initiative by publishing a Notice of Funding Opportunity (NOFO) to solicit applications encouraging foundational research projects that seek to refine and test valid methods for characterizing preteen suicide risk and protective factors across multiple domains, and for operationalizing suicide thoughts and behavior (STBs) and nonsuicidal self-injury (NSSI) among preteen youth (ages 8-12). An emphasis is placed on the inclusion of sub-populations of youth that experience health disparities and may have been underrepresented in prior youth suicide research. Studies may focus on developing new or adapting developmentally and culturally appropriate methods for assessing and characterizing risk and protective factors, examining the acceptability and utility of existing assessment methods, evaluating the relevance of risk and protective factors for diverse preteen youth and their families, modeling risk-factor trajectories, and refining sampling strategies. The research projects funded through this announcement will participate in a research consortium with other R01 recipients. In addition, each research site will work with the Data Coordinating Center (DCC) site (supported by a companion announcement) to share and analyze data, recommend candidate measures that will be included as common data elements in future research and practice contexts,and identify optimal approaches for sampling individuals from underrepresented backgrounds. This Notice of Intent to Publish (NOITP) is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects, and to consult with NIH in order to submit responsive applications. The NOFO is expected to be published in Summer 2023, with an expected application due date in Fall 2023. This NOFO will utilize the R01 activity code. Details of the planned NOFO are provided below.

The purpose of this program is to support Community-Led Monitoring of HIV services at selected health service sites to promote improvements in the HIV response under the Presidents Emergency Plan for AIDS Relief (PEPFAR).Community-led monitoring (CLM) is a technique initiated and implemented by local community-based organizations and other civil society groups, networks of key populations (KP), people living with HIV (PLHIV), and other affected groups or other community entities that gathers quantitative and qualitative data about HIV services. The focus is on getting input from recipients of HIV services, especially key populations and underserved groups, in a routine and systematic manner that will translate into action and change. CLM is central to PEPFARβs client-centered approach because it helps puts communities, their needs, and their voices at the center of the HIV response. Why does PEPFAR support Community-Led Monitoring? CLM conducted by local civil society organizations helps PEPFAR programs and health institutions diagnose and pinpoint persistent problems, challenges, and barriers related to HIV service access, uptake, and retention at the community and facility level. CLM aims to improve HIV service delivery and client outcomes by identifying data-driven solutions to overcome barriers and ensure beneficiaries receive optimal client-centered HIV services in a manner that is productive, collaborative, respectful, and solutions-oriented. Who does PEPFAR fund for CLM? PEPFAR-supported CLM is conducted objectively by independent, local community organizations. PEPFAR implementing partners who currently work on service delivery at the site level are not eligible for CLM funding, even if they will sub-grant to a local civil society organization. What is monitored and how? Systematic and routine, with follow up and continuous improvement. Tailored to the needs identified by local communities, with communities directly determining the scope. Allow for community and host country government development of the specific metrics, measures, or tools to be used for CLM. Metrics or measures should be tailored to a given context and address the specific needs and concerns of community members. Triangulated with, but not duplicative of, other PEPFAR data streams. Community-led monitoring data should reflect an βadded valueβ and not duplicate collection of routine data already available to PEPFAR. βAdded valueβ monitoring data includes: information from beneficiaries about their experience with the health facility, information about barriers and enablers to access and retention in services, etc. Productive, collaborative, respectful, and solutions-oriented. Action-oriented with an associated follow-up process with the health facility that is overseen by U.S. government staff, committed to corrective public health action, and involves community advocacy to improve service outcomes

Large-scale simulations and the ability to accumulate massive amounts of data have revolutionized science and engineering. The goal of the Computational and Data-enabled Science and Engineering (CDS) meta-program is to identify and capitalize on opportunities for major scientific and engineering breakthroughs through new computational and data-analysis approaches and best practices. The CDS meta-program supports projects that harness computation and data to advance knowledge and accelerate discovery above and beyond the goals of the participating individual programs. The intellectual drivers may be in an individual discipline or cut across more than one discipline in various Divisions and Directorates. A CDS proposal should enable and/or utilize the development and adaptation of advances in research and infrastructure in computational and data science. The CDS meta-program encourages research that pushes the envelope of science and engineering through computation and data, welcoming proposals in any research area supported by the participating divisions. A proposal may address topics that develop or enable interactions among theory, computing, experiment, and observation to achieve progress on hitherto intractable science and engineering problems. Areas of emphasis for CDS vary by program. PIs are advised to consult the "related programs" links below before submitting. The CDS meta-program is not intended to replace existing programs that support projects involving computation or the analysis of large or complex data sets using established methods. Rather, proposals submitted to the CDS meta-program must have a significant component of computational or data science that goes well beyond what would typically be included in these programs.Any proposal submitted to the CDS program that is not responsive to this Program Description may be transferred to or reviewed within the context of an individual program. A proposal requesting consideration within the context of CDS should begin the title with the identifying acronym "CDS". Supplement requests to existing awards may also be considered. A CDS proposal should include substantive science, engineering, or computing research. Algorithm and pilot software development supporting science and engineering may also be appropriate, depending on the program. Proposers who seek to implement proven, existing methods into robust cyberinfrastructure are referred instead to the program on Cyberinfrastructure for Sustained Scientific Innovation (CSSI).
