This program provides cost-share assistance to private and public landowners with 20 to 5,000 acres of forest land to improve forest resources, including wildlife habitat and soil and water quality, through various forestry management activities.

In 2021, the California state legislature appropriated $3 million in funding to the Department to develop a Wolf-Livestock Compensation Pilot Program to help minimize the impact of gray wolves on livestock producers. The pilot program offers compensation to eligible livestock producers specific to the following primary areas of need (prongs):  Prong 1. Direct Loss - Compensation for verified livestock losses (confirmed/probable wolf) incurred on or after September 23, 2021. Prong 2. Nonlethal Deterrents - Compensation for the use of nonlethal deterrence methods to deter wolf presence near livestock. The Department supports the use of various deterrent tools and techniques as part of a robust, integrated deterrence strategy. Technical assistance may be available through CDFW, County Agricultural Commissions, UC Cooperative Extension, USDA Wildlife Service, and other agency partners. Prong 3. Pay for Presence - Compensation for indirect losses associated with the impacts of wolf presence on livestock in known pack territory. Extenuating circumstances may exist whereby CDFW will consider eligibility for wolf presence outside of known pack territory on a case-by-case basis.

The purpose of the SCCFP is to acquire interests or rights in real property for the preservation of open space land, farm and agricultural land, and timberland per SCC 4.14.010. A maximum amount of $10,000,000 million dollars may be available for distribution in 2024 for these purposes. Eligible Projects  For proposals to be eligible for consideration and funding, they should conform to the criteria listed below: Snohomish County Conservation Futures Program funding can only be used for the acquisition of real property, easements, covenants, or other contractual rights necessary to protect, preserve, maintain, improve, restore, limit the future use of, or otherwise conserve, selected open space land, farm and agricultural land, and timberland as defined in Chapter RCW 84.34 (“Protected Property”). Other sources of revenue may be used to improve properties acquired with Conservation Futures Program funds, provided the improvements are within the intent of the statute. Proposed acquisitions in urban areas shall be no smaller than 1 acre minimum in an urban area retained in its natural state and open to the public (RCW 84.34.020). Any improvements to the Protected Property shall be limited to those which meet the requirements and intent of RCW 84.34.200-220.  Allowed improvements include, but are not limited to, trails, interpretive centers, viewpoints, picnicking facilities, access, restrooms, and restoration projects.  Certain recreational improvements are prohibited.  Such improvements include, but are not limited to, ball fields, use by motorized vehicles, swimming pools and recreation centers. The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The Effectiveness Monitoring Committee (EMC) is seeking project proposals that: (1)   Address one or more of the EMC’s Research Themes and Critical Monitoring Questions and; (2)   Address natural resource protection issues that are important for California forestlands. The critical monitoring questions are organized under 12 Research Themes. Four prioritized critical questions were determined by vote amongst the current EMC members at the beginning of each calendar year:  Are the FPRs and associated regulations effective in...  Question 1h: managing WLPZs to reduce or minimize potential fire behavior and rate of spread? Question 6c:  managing fuel loads, vegetation patterns and fuel breaks for fire hazard reduction? Question 6d: managing forest structure and stocking standards to promote wildfire resilience? Question 12a: improving overall forest wildfire resilience and the ability of forests to respond to climate change (e.g., in response to drought or bark beetle; reducing plant water stress) and variability, and extreme weather events (evaluate ecosystem functional response to fuel reduction and forest health treatments)? I.       FUNDING AVAILABILITY. Funding available for newly proposed projects is anticipated as follows: $973,392 over three FYs beginning in 2024/25, comprising: $173,232 in FY 2024/25; $375,160 in FY 2025/26; and $425,000 in FY 2025/26. II.     AWARD LIMITATIONS. Applicants requesting more than the stated annual amount available for funding will not be considered. In the case that EMC funding for the full three years is awarded to one new project, project solicitation may not occur in the subsequent two FYs. While the EMC may choose to fund projects that span multiple FYs up to the annual funding cap, the EMC generally prefers to fund multiple research projects annually. Proposers should keep this in mind when developing their project and annual budget requests. The BARN grant program aims to preserve Kansas barns, reviving underutilized, vacant, or dilapidated structures while fostering new economic activity through agritourism ventures. These building grants are specifically designed to rescue barns from likely demolition or collapse and rehabilitate them into spaces conducive for new or expanding agritourism businesses. The types of projects we are looking for with the BARN grant are those that will encourage people, particularly from out of state, to visit agritourism locations in Kansas. This program provides matching funds to eligible farmers in New Jersey for building wildlife fences to protect their crops from deer, bear, and other wildlife, with support available until the budget is exhausted.

The Resilient Food Systems Infrastructure (RFSI) program, funded by the USDA, allocates approximately $2 million for infrastructure grants to Vermont businesses and organizations aiming to strengthen local and regional food systems. The grants support projects that improve the aggregation, distribution, manufacturing, processing, storing, transporting, and wholesaling of Vermont food products. This track encourages development of Vermont value-added products and promotes fair wages and job creation. A 50% match is required, which can be reduced to 25% for historically underserved farmers. Grants range from $100,000 to $500,000 and are available from fall 2024 through February 2027.

This track of the Resilient Food Systems Infrastructure (RFSI) program provides approximately $1 million for grants aimed at purchasing equipment necessary for the middle of the food supply chain activities in Vermont. The grants range from $30,000 to $100,000 with no match requirement. Applications for this track are set to open in late August 2024 and close in early October 2024, with grant activities beginning in early 2025.

USDA/FAS will accept applications for projects in the following priority countries: Angola, Bangladesh, El Salvador, Ethiopia, Guatemala, Guinea-Bissau, Laos, Malawi, and Rwanda. Of these, Angola and El Salvador are countries that do not currently have active McGovern-Dole projects. Applicants are advised to refer to Appendix B: Country Specific Guidance for country-specific information on program emphasis and agency priorities. Regional Councils: The General Assembly has established five regional planning and development councils to concentrate on the needs of specific rural regions and ensure that those areas are not overlooked in public policy discussions. By working together and ignoring jurisdictional lines when need be, the rural regions have become stronger and more effective in finding solutions to the challenges before them. The regional councils have brought elected, civic, and business leaders in their regions together to help create economic development strategies, preserve and assist agricultural and resource-based industries, obtain federal funding for infrastructure improvements, coordinate and sometimes even manage regional transportation projects (including public transit services), and develop support for a diverse set of public policy initiatives.
