ThreeStar promotes economic and community prosperity through collaboration to positively impact every Tennessean. ThreeStar includes a certification process and grant program. Grants are available to support completion of identified ThreeStar SMART goals submitted through the certification process. ThreeStar is a strategic community development program developed to assist communities in preparing for a better future. The ThreeStar program now incorporates asset-based planning initiatives and a two-year timeline to accomplish goals. The asset-based planning component helps communities develop goals to maximize their local assets to drive economic development. Starting in 2019, biennial grants will be available to counties to align with one of the community’s identified goals.

The Small Business Equity Fund (SBEF) grant program, launched by the Colorado Green Business Network (CGBN), provides funding to small businesses in disproportionately impacted communities, specifically Aurora and Commerce City, for energy efficiency upgrades. The program aims to support local small businesses, promote equity and resource efficiency, and enhance operational sustainability. Eligible projects can receive up to $10,000 per business for installations of LED lighting and other small energy upgrades, as well as upfront coverage of up to 70% of the cost for commercial refrigeration equipment replacements. Projects must be approved by the Colorado Green Business Network and are subject to a site visit for eligibility confirmation. Applications can be submitted online until August 1st, 2024, on a first-come, first-serve basis. Businesses must meet certain criteria such as being located in Aurora or Commerce City, operating for at least 2 years, paying utility bills, employing 50 or fewer employees, and being registered with the CO Secretary of State and IRS. To be eligible for additional energy-saving devices, businesses must sign up with Green Biz Tracker and become a Colorado Green Business Network support level member. Grant Opportunity: Small Business Grants Funder: City of Fort Pierce Award Details: The City of Fort Pierce is offering Small Business Grants to existing small businesses with 5 or fewer employees (including part-time employees) located in specific 'Target Areas' that are in or serve the Lincoln Park area. The grants are funded through the Community Development Block Grant (CDBG) program and can be used for the purchase of equipment, signage, or other improvements that will increase the capacity and sustainability of the business. Grant recipients can receive up to $5,000 from the City of Fort Pierce. Eligibility: Only small businesses with 5 or fewer employees (including part-time employees) are eligible to apply for this grant opportunity. Nonprofit organizations are not eligible. Applicants must attend technical assistance workshops provided by IRSC-SBDC and have a current City of Fort Pierce Business Tax Receipt (BTR) and proof of registration with the Florida Division of Corporations. Other Information: Ineligible grant purchases include salaries, rent, utilities, internet, telephone service, business inventory, taxes, postage, or debt. Grant recipients will be required to enter into a contractual agreement with the City of Fort Pierce before receiving funds. Projects must begin within 30 days following contract execution. Subrecipients are responsible for maintaining records for a minimum of five years and may be subject to inspections and monitoring by Grants Administration Staff and/or HUD.

The Outdoor Equity Fund is currently open for the 2023 grant cycle, with a total of $1.7 million awarded to 54 programs in 16 counties. This funding will provide outdoor experiences for approximately 20,000 kids. The grant cycle is open on a rolling basis until funds are expended, and additional funding is available for this cycle. The fund aims to support transformative outdoor experiences that foster stewardship and respect for lands, waters, and cultural heritage. Potential applicants are encouraged to complete their applications early as multiple rounds of reviews are anticipated. In previous years, the Outdoor Equity Fund has awarded over $800,000 to 48 organizations in order to get 12,391 kids outside through 2023. In 2021, the fund supported 57 recipients who will collectively engage more than 22,000 young New Mexicans in outdoor activities through 2022. In its inaugural year in 2020, the fund awarded over $270,000 to 25 applicants across the state. The Outdoor Equity Fund seeks to address the disparity in access to outdoor experiences for underrepresented youth and aims to provide opportunities for these individuals to explore and appreciate the natural beauty of New Mexico.

City of San Marcos Minority Business Stabilization Fund (Texas) - The City of San Marcos is offering minority entrepreneurs and small business owners within corporate city limits the opportunity to apply for the Minority Business Stabilization Fund Program. This one-time grant assistance program, funded through the American Rescue Plan Act (ARPA), provides direct aid to minority-owned businesses in San Marcos. Grant amounts range from $1,000 to $10,000 based on the number of full-time employees and can be used for eligible expenses such as physical improvements, equipment, e-commerce expansion costs, rent, payroll, and operating expenses. To be eligible, businesses must have been in operation in San Marcos for at least 12 months, employ 1 to 25 full-time employees, and be at least 51% unconditionally owned by a socially disadvantaged individual. The Delta Regional Authority (DRA) is a federal-state partnership that represents 252 counties in eight states along the lower Mississippi River Delta. The DRA is focused on creating jobs, building communities, and improving lives of the more than 10 million people of the Delta Region. DRA envisions the region as a place where people and businesses have access to economic opportunities in vibrant, sustainable, and resilient communities. DRA’s mission is to realize that vision through the practical application of innovative ideas and strategies that will foster inclusive communities, strengthen regional collaboration and productive capacity, achieve sustained, long-term economic development, and produce meaningful opportunities for all people in the DRA region.

A central tenet of the CDBG program, as with all HUD-funded programs, is to affirmatively further fair housing in the communities we serve. Along with requiring subrecipients to conduct local fair housing activities as a condition of each CDBG activity, an Analysis of Impediments to Fair Housing Choice is conducted every five years to assess and review impediments or barriers that affect the right of fair housing choice. Public and private policies, practices, and procedures affecting housing choice are covered in this analysis. Impediments to fair housing choice are defined as any actions, omissions, or decisions that restrict, or have the effect of restricting, the availability of housing choices, based on race, color, religion, sex, disability, familial status, national origin, or creed.

The Services * Training * Officers * Prosecutors* (STOP) Violence Against Women Formula Grant Program supports communities in their efforts to develop and strengthen effective responses to victims of domestic violence, dating violence, sexual assault (including adult survivors of child sexual abuse), or stalking. This also includes victims of domestic violence, dating violence, sexual assault, or stalking who are also victims of trafficking and female genital mutilation or cutting, or forced marriage. The program encourages community partnerships between law enforcement, prosecution, courts, and victim services organizations to enhance victim safety and hold offenders accountable. STOP is authorized by the Violence Against Women Act (VAWA) through the Office on Violence Against Women under the U.S. Department of Justice.

Online Resources for Starting Businesses. Economic inclusion describes the efforts made to bring DBEs into the economic mainstream. For the purposes of BERO, DBE refers to businesses owned by women, minorities, veterans and persons with disabilities; as well as those in areas of chronic high unemployment and low income. BERO was legislatively established within the Department of Economic and Community Development in 1977 by Title 4, Chapter 26 as the office of business enterprise. Serves as a voice for and advocate of economic inclusion; Analyzes, disseminates, and promotes best practices and access to capital to service providers; and Reports on the status of DBEs statewide (disadvantaged businesses).

Block Grant: Programs that provide services include those efforts that (1) respond to the emotional, psychological, or physical needs of crime victims, (2) help victims of crime to stabilize their lives after a victimization, (3) help victims to understand and participate in the criminal justice system, and (4) restore a measure of security and safety for the victim.The purpose of the Victims of Crime Act (VOCA) is to provide high quality services that directly improve the health and well-being of victims of crime with priority given to victims of child abuse, domestic violence, sexual assault and services for previously underserved victims. The Office for Crime Victims (OVC) makes annual VOCA crime victim assistance grants from the Fund to states. The primary purpose of these grants is to support the provision of services to victims of crime throughout the nation. For the purpose of these Programs Guidelines, services are defined as those efforts that:

The Edward JAG Formula Grant Program is a partnership among federal, state and local governments, and non-profit organizations to create safer communities and improve criminal justice systems. The JAG program, created by the Anti-Drug Abuse Act of 1988 (Public Law 100-690), emphasizes controlling violent and drug-related crime and serious offenders, and fosters multi-jurisdictional and multi-state efforts to support national drug-control policies. This grant program provides funding for projects which assist local and state government and non-profit agencies in their efforts to reduce violent crime and illegal drug activities, improve the criminal justice system and support local, state and national priorities.
