The Office of Native American Affairs (ONAA) mission is to ensure that American Indian, Alaska Natives and Native Hawaiians (referred to collectively as Native American) seeking to create, develop and expand small businesses have full access to the business development and expansion tools available through the Agency’s entrepreneurial development, lending and procurement programs. ONAA’s overarching goal is to promote and support American Indians, Alaska Natives and Native Hawaiian entrepreneurs. In recent years, ONAA has successfully sponsored and managed nation- wide contractor-led workshops and roundtables, co-sponsored agreements, interagency agreements, and tribal consultations; developed and distributed promotional materials; and attended and participated in national and regional economic development conferences as subject matter experts for these groups. The focus of this pilot program initiative is to award a grant to a Native American serving business to carry out projects that support developing exports by eligible Native small businesses. The objective of NATEP is to increase (1) the number of Native small businesses that export, (2) the dollar value of exports, and (3) the number of Native small businesses exploring significant new trade opportunities. Such empowerment will serve to maximize economic impact and improve quality of life for the targeted underserved communities. Section 7(j) of the Small Business Act authorizes the U.S. Small Business Administration to provide management and technical assistance to eligible individuals and businesses. To be eligible for 7(j) services, a client must be: a socially and economically disadvantaged individual whose firm is a participant in the 8(a) Business Development Program; a business that is eligible to receive 8(a) contracts; or a business which qualifies as small under 13 CFR subpart 121 – Small Business size Regulations, and which is located in an urban or rural area with a high proportion of unemployed or low-income individuals, or which is owned by low-income individuals. The term “high proportion of unemployed” means the urban or rural county’s unemployment rate is not less than 140 percent of average unemployment rate for the United States or for the State in which such county is located, whichever is less, based on the most recent data available in the annual Local Area Unemployment Statistics report from the U.S. Department of Labor, Bureau of Labor Statistics. The term “low- income individual” means an individual whose family’s taxable income for the preceding year did not exceed 150 percent of the poverty level amount established by the Bureau of Census, U.S. Department of Commerce, for determining poverty status.

Each organization is responsible for reviewing the program goals and criteria, negotiating the terms of the engagement with the artist, and completing a NEST 3 application. Organizations may submit up to three NEST 3 applications. The annual deadline is the first business day of March. New England artists must be listed as NEST-eligible on Creative Ground. For non-New England artists, an artist work sample must be submitted by one of the touring partners. Funding Criteria The amount of funding awarded is based on the extent to which the project meets the criteria. NEST 3 projects will be assessed on the individual strength of each partner’s application and the collective strength of the tour. The funding criteria are: Clear rationale for how the project aligns with the organization’s arts programming goals and its significance for the community. Collaborative planning among tour partners and artists to provide a meaningful experience for the artist and partner organizations and their communities. The featured artist(s) should be included in project planning. (Applicable for NEST 2 & 3 only). Additional activities beyond the performance, which provide opportunities for the artist(s) in this engagement to meaningfully connect with various sectors of the community. The goals include the demonstration of smart charge management for electric vehicles, improvement of 12-volt lead-acid batteries for safety-critical electric vehicle applications, development of strategies to reduce the likelihood of cascading effects of electric vehicle fires, reduction in battery electrode, cell, and pack manufacturing costs, advancement of silicon-based anodes for lithium-ion batteries, and development of high-energy density conversion cathodes. The FOA emphasizes advancing equity, addressing the climate crisis, and achieving net-zero emissions by 2050. Eligible applicants are encouraged to include underrepresented groups and underserved communities in their project teams. The FOA will fund activities related to electric vehicle (EV) technologies, focusing on areas such as smart charge management, safety improvements in EV batteries, cost reduction in battery manufacturing, and the development of advanced battery materials. The Department of Energy aims to drive innovation in clean energy technologies, ensuring environmental justice and inclusion. Program Funds awarded under this NOFA shall be used to provide construction loans and/or permanent financing loans at simple interest rates of no higher than three percent per annum, for payment of predevelopment costs, acquisition, construction, or rehabilitation as well as to construct, convert, reconstruct, rehabilitate, and/or repair Accessory Dwelling Units (ADUs) or Junior Accessory Dwelling Units (JADUs). Eligible activitiesPursuant to Guidelines, Section 105, the LHTF funds shall be allocated in compliance with all of the following: 1. To provide construction loans and/or permanent financing loans at simple interest rates of no higher than three percent per annum, for payment of predevelopment costs, acquisition, construction, or rehabilitation associated with Affordable rental housing projects, Emergency Shelters, Transitional Housing, Permanent Supportive Housing, homebuyer/homeowner projects to purchase for-sale housing units or to rehabilitate an owner-occupied dwelling. Funds may also be used for the construction, conversion, repair, and rehabilitation of Accessory Dwelling Units or Junior Accessory Dwelling Units. 2. Administrative expenses may not exceed five percent of program Program Funds and Matching Funds.3. A minimum of 30 percent of program Program Funds and Matching Funds, after deducting administrative expense, shall be expended on assistance to Extremely Low-Income Households. To comply with this requirement, dwelling units or shelter beds must be Affordable to and restricted for Extremely Low-Income Households with household income of no more than 30 percent of Area Median Income (AMI). 4. No more than 20 percent of the program Program Funds and Matching Funds, after deducting administrative expense, shall be expended on assistance to Moderate-Income Households. To comply with this requirement, dwelling units must be Affordable to and restricted for Moderate-Income Households with household income of no more than 120 percent of AMI. 5. The remaining program Program Funds and Matching Funds shall be expended on assistance to Lower-Income Households. To comply with this requirement, dwelling units must be Affordable to and restricted for Lower-Income Households with household income of no more than 80 percent AMI. Funding Activity requirements LimitsPursuant to Guidelines, Section 103, the funding minimums, and maximums apply as detailed below:-The minimum application request by an Applicant that is an existing Existing Local Housing Trust Fund shall be $1 million. -The minimum application request by an Applicant that is a new New Local Housing Trust Fund, but which is not a Regional Housing Trust Fund, shall be $500,000.-The minimum application request by an Applicant that is a new New Local Housing Trust Fund, which is also a Regional Housing Trust Fund, and which is utilizing Permanent Local Housing Allocation Funds as Matching Funds, shall be $750,000. -The maximum application request for all Applicants shall be $5 million.

The California Natural Resources Agency (CNRA) is excited to announce the Youth Community Access Program to expand outdoor access and build a healthier California. Nonprofit organizations are defined as any nonprofit public benefit corporation that is formed pursuant to the Nonprofit Corporation Law, incorporated for a minimum of two years, qualified to do business in California, and qualified as a tax-exempt 501(c)(3) organization under the US Internal Revenue Code. Requirements To be eligible for funding, projects must meet ALL the following program requirements: Project must serve youth. For the purposes of this program, youth is defined as a person between the ages of birth and 26 years old. Project must directly support youth access to either natural or cultural resources. The MORE program was established to replace the state's underutilized Mobilehome Park Rehabilitation and Resident Ownership Program (MPPROP). Under the new MORE Program, the types of eligible applicants were expanded to include local public entities, qualified nonprofit housing sponsors and in some cases private MobilehomePark owners. The changes to this section of the HSC also allow for Mobilehome Parks that do not have a permit to operate or whose permit has been suspended to utilize MORE program funds.
