Eligible Costs Eligible costs are limited to damaged tree repair, removal or replacement within urban areas in the geographic area covered by the state of emergency and incurred as a direct result of the catastrophic storm event for which the governor has declared a state of emergency. Eligible costs are those necessary for—and consistent with—damaged tree repair, removal or replacement. Costs must be documented and reasonable. Eligible costs include regular wages and fringe benefits of people working directly on tree repair, removal or replacement (overtime costs are not eligible) and cost of services, supplies, equipment or facilities used for tree repair, removal or replacement. Costs reimbursed by another funding source (including federal disaster assistance or insurance) are not eligible. Eligibility Criteria Cities, villages, towns, counties, tribes and 501(c)(3) organizations that have experienced damage to an urban forest as a direct result of a catastrophic storm event for which the governor has declared a state of emergency are eligible to apply for an urban forestry catastrophic storm grant. Private property owners are not eligible for this funding. Urban forest damage must have occurred in an area with a minimum of 100 residents per square mile. Under the Infrastructure Investment and Jobs Act ("IIJA"), the Department of Energy (DOE) provides formula grants to states and Indian Tribes for projects aimed at improving the resilience of the electric grid against disruptions caused by extreme weather, wildfires, or natural disasters. The Texas Division of Emergency Management (TDEM) manages the application process, expense reviews, and reimbursements for eligible entities, with funding provided on a reimbursement basis. The program partners with the Public Utility Commission of Texas (PUC) and the Texas Commission on Environmental Quality (TCEQ) to establish program objectives and metrics for resilience investments. The DOE will allocate $459 million annually over five years, with Texas expecting approximately $150 million. Eligible entities include electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers, and fuel suppliers. Preferred resilience measures include weatherization technologies, fire-resistant technologies, monitoring and control technologies, vegetation management, and adaptive protection technologies. The New York State Department of Environmental Conservation (DEC) is offering grants to local governments and Soil and Water Conservation Districts to assist in the initial planning of non-agricultural nonpoint source water quality improvement projects. The grants are also available for regulated MS4 Operators for mapping. The program supports projects like upgrading wastewater treatment systems and streambank stabilization. Applicants seeking planning grants for wastewater treatment systems should refer to the NYS DEC/EFC Wastewater Infrastructure Engineering Planning Grant Program. The Vermont Emergency Management (VEM) announces the availability of FEMA Hazard Mitigation Grant Program (HMGP) funds for the Presidential Declaration DR-4720 Severe Flooding. Up to $64,170,000 is available for hazard mitigation projects and up to $4,830,000 for planning activities. The program supports projects aimed at enhancing resilience, reducing loss of life, and minimizing damages to property. Eligible applicants include local governments, state agencies, and certain non-profits performing government-like functions. Priority is given to projects that benefit frontline and disadvantaged communities and those that align with the Vermont State Hazard Mitigation Plan. Pre-applications are accepted on a continual basis until August 16, 2024. Projects must be proven cost-effective through a Benefit-Cost Analysis (BCA). VEM provides technical assistance throughout the application process. HMGP funding is available statewide and does not need to be related to damages from the July 2023 flood.

The overarching goal of the Risk MAP Program is to enhance flood-resilient communities, including underserved communities. The CTP Program supports this goal by establishing, maintaining, and improving collaborative working relationships; ensuring timely and accurate delivery of data to communities to support flood risk reduction and mitigation; and program ownership. Additionally, CTP supports Risk MAPs goal of ensuring the long-term flood resiliency of communities, including underserved communities. The objectives of the CTP program are primarily to support the mission and objectives of the NFIPs Flood Hazard Mapping Program through FEMAs flood hazard identification and risk assessment programs, including the Risk MAP program. Objectives include: Ensure extensive stakeholder engagement throughout the lifecycle of a project so that stakeholders have access to flood hazard data and risk information to validate and use for community resiliency. Stakeholders in CTP projects typically include community and tribal leaders; business and property owners; regional, tribal, and state partners; and local elected officials. Enhance communities ability to make informed decisions on development using updated information by ensuring it is delivered to communities in a timely manner and on budget. Improve acceptance and use of the flood hazard data and risk information, through delivery of high-quality products to communities.
