The Hazard Mitigation Grant Program (HMGP) provides grants to states, local governments, and Native American tribes for long-term hazard mitigation projects after a major disaster declaration. The program aims to reduce the loss of life and property in future disasters by funding mitigation measures during the recovery phase of a natural disaster. The Vermont Emergency Management (VEM) announces the availability of FEMA Hazard Mitigation Grant Program (HMGP) funds for the Presidential Declaration DR-4720 Severe Flooding. Four requirements must be met to pass-through grant funds: The eligible entity must make a firm written commitment to passing through grant funds or equivalent services to subrecipients; The eligible entity’s commitment must be unconditional (i.e., no contingencies for the availability of eligible entity funds); There must be documentary evidence (i.e., award document, terms, and conditions) of the commitment; and The award terms must be communicated to the subrecipient. The signatory authority of the eligible entity must certify in writing to DHS/FEMA that pass-through requirements have been met. The Pre-Disaster Mitigation (PDM) Grant Program makes federal funds available to state, local, tribal, and territorial governments to plan for and implement sustainable cost-effective measures designed to reduce the risk to individuals and property from future natural hazards, while also reducing reliance on federal funding from future natural disasters. The Fiscal Year (FY) 2024 PDM Grant Program will provide $190,568,289 in funding to projects identified in the FY24 DHS Appropriations Acts Joint Explanatory Statement (JES) for Division C in the table starting on page 59 entitled Homeland Security Community Project Funding/Congressionally Directed Spending.The PDM Grant Program aligns with the general goal of promoting resilience and adaptation in light of current risks and the 2020-2024 DHS Strategic Plan through pursuing Goal 5: Strengthen Preparedness and Resilience. The Louisiana Department of Wildlife and Fisheries (LDWF) is extending the application deadline for the Commercial and Charter Vessel Access Grant Program, funded through the LDWF 2019 Flood Disaster Grant. The National Oceanic and Atmospheric Administration (NOAA) allocated funds to mitigate the effects of freshwater flooding on Louisiana’s saltwater resources. Grants of up to $500,000 will be awarded to public and private entities for constructing new facilities, acquiring land, or improving access for saltwater commercial and charter fishing vessels. The new application deadline is May 31, 2024, extending from the original date of May 15, 2024. Projects must be in coastal areas impacted by the 2019 flood and accessible to the public. Recipients must maintain facilities for at least 20 years.

The National Earthquake Hazards Reduction Program NEHRP seeks to mitigate earthquake losses in the United States through basic and directed research and implementation activities in the fields of earthquake science and engineering. NEHRP is a multi-agency program consisting of the National Institute of Standards and Technology (NIST), FEMA, the United States Geological Survey (USGS), and the National Science Foundation (NSF). The NEHRP program supports the mission area of the FY20-24 DHS Strategic Plan titled "Strengthen Preparedness and Resilience," as well as the national preparedness goal of mitigation, as provided in the Presidential Policy Directive (PPD-8). The Bureau of Land Management (BLM) Alaska is inviting applications for its Good Neighbor Authority (GNA) grant program. This initiative aims to foster partnerships with state, county, and tribal governments to plan and execute projects for the restoration of forests, rangelands, and watersheds. The GNA program supports activities including the treatment of insect-and disease-infected trees, hazardous fuels reduction, and other efforts to enhance forest, rangeland, and watershed health, inclusive of fish and wildlife habitats. GNA is applicable to Federal and non-Federal lands, as well as lands owned by Indian tribes. Projects that directly benefit BLM-managed lands, even if executed on non-BLM lands, are eligible for funding. This program provides financial assistance to eligible governmental organizations, non-profits, and Indian Tribes in Arizona for repairing infrastructure damaged by wildfires or fire suppression activities since July 1, 2020, with a focus on those most significantly impacted and lacking other funding sources.

This grant, under the authority of Public Act 53 of 2022, is part of the American Rescue Plan Act of 2021, designated to enhance public outdoor recreation facilities through the development, renovation, or redevelopment of local parks and trails.
