Disaster Prevention and Relief Grants

The Pennsylvania Water Trails Program Mini Grant, overseen by the Pennsylvania Environmental Council (PEC) in partnership with the Pennsylvania Fish & Boat Commission, Pennsylvania Department of Conservation and Natural Resources, and the National Park Service, aims to address urgent issues on designated water trails that compromise safety or access. With a total of $2000 available, this grant supports projects that can quickly resolve situations like storm-induced damage, navigational obstructions, or critical sign destruction that impedes safe water trail access. Eligible projects must match the grant 1:1 with cash or in-kind services. The grant serves as a last-resort funding source for unforeseen issues affecting Pennsylvania's 28 designated water trails, emphasizing safety and accessibility while fostering recreational opportunities and sustainable natural resource use. Applications are accepted on a rolling basis until September 30, 2024, with awards based on urgency and committee discretion.

The Tourist Development Council Arts, Culture & Heritage (ACH) funding program, administered by the St. Johns Cultural Council, aims to bolster the economic impact of local tourism. Its core mission is to encourage exceptional arts, culture, and heritage programming while enhancing advertising and promotion for these tourism opportunities. This aligns with a broader strategy to position St. Johns County as a culturally rich and vibrant destination, utilizing a portion of the Tourist Development Tax to support relevant operations and promotions that specifically attract visitors. The program targets organizations and events within St. Johns County that are dedicated to arts, culture, or heritage and primarily seek to draw tourists. Beneficiaries include for-profit businesses, private institutions of higher education, and municipalities that are qualified to operate in Florida. The ultimate impact goal is to increase the positive economic contributions of tourism through cultural engagement. The ACH Grant Program prioritizes activities that attract visitors, evidenced by promotion to tourists. It offers two main funding options: "Out-of-Area Marketing Support" for existing, unchanged events or programs, and "Program and Marketing Support" for new or significantly improved programs/events. A significant focus is on marketing efforts that reach audiences outside St. Johns, Flagler, Putnam, Clay, Duval, and Nassau counties, with reimbursement based on the percentage of documented out-of-area reach. Expected outcomes include enhanced advertising and promotion of St. Johns County's cultural offerings, leading to a greater influx of tourists. Measurable results will likely be tied to the documented out-of-area reach of marketing campaigns and the overall increase in tourism-related economic activity within the county. The program's strategic priority is to leverage arts, culture, and heritage as key drivers for tourism, thereby contributing to the county's economic vitality.

Climate change is driving the devastating intersection of extreme heat, drought, and wildland fire danger across the United States, creating wildfires that move with a speed and intensity previously unseen. This has created conditions in which wildfires overwhelm response capabilities, resulting in billions of dollars in economic losses, damage to natural resources, devastation to communities, and the tragic loss of human life. The Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), enacted in November 2021, is bringing much-needed support to communities across the country to increase the resilience of lands facing the threat of wildland fires and to better support federal wildland firefighters. The BIL provides funding and authorizes the U.S. Department of the Interior (DOI) to develop and implement a pilot program to provide local governments with financial assistance to acquire slip-on tanker units to establish fleets of vehicles that can be quickly converted to be operated as fire engines. The objective of this opportunity is to provide funding for these units that meet the required minimum specifications as outlined in Attachment 1.

This funding initiative provides financial support to nonprofits in Owen County, Indiana, enabling them to respond to emergencies or seize urgent opportunities that benefit local residents.

HSGP is comprised of three interconnected grant programs: State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI) and Operation Stonegarden (OPSG). These risk-based grants assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. HSGP provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. Together, these three grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises and management and administration across all core capabilities and mission areas.

NSGP provides support for target hardening and other physical security enhancements to nonprofit organizations that are at high risk of terrorist attack and located within one of the specific UASI-designated eligible urban areas. The program is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies. The Nonprofit Security Grant Program (NSGP) provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

The Washington Emergency Management Division Human Services Program works with Federal, State, and Local partners to support disaster preparedness and recovery for Washington’s individuals, households, and businesses. Programs include: The Individual Assistance Program (IA): IA is the Federal Emergency Management Agency (FEMA) program to support individual and business recovery and is authorized through a Presidential Major Disaster Declaration. The IA program has multiple components including cash assistance and crisis counseling, a detailed declaration process and benefits that vary depending on several factors. The Small Business Administration (SBA) Disaster Loan Program: SBA disaster loans are available even without a Presidential Disaster Declaration and are a great tool to provide low-interest loans to individuals, families, businesses and organizations that suffer physical or economic loss due to a disaster or other disruption. Limited English Proficiency Program: The LEP program supports language accessibility for individuals, families and businesses by working with state and local governments and community organizations to promote preparedness activities in communities around the state. Disaster Resilience, Recovery and Restoration: Disaster Recovery includes both pre-disaster recovery planning and post-disaster recovery to re-envision and restore a community. The Fire Management Assistance Grant Program is a grant program authorized under the Stafford Act that can reimburse a large portion of the costs to state, local and federally recognized tribal governments for the mitigation, management and control of fires on publicly or privately owned forests or grasslands. The program is authorized when a fire receives a federal fire declaration from the Federal Emergency Management Agency (FEMA). A federal fire declaration may be requested and issued for an uncontrolled fire when a threat of a major disaster exists. The fire declaration process is initiated by the state when an authorized representative submits a request for a federal fire declaration to the FEMA Regional Administrator. These declarations are requested while a fire is burning uncontrolled and threatens to cause enough damage as would warrant a major disaster declaration (under the criteria for either Public Assistance or Individual Assistance). The entire process is accomplished on an expedited basis and a FEMA decision is rendered in a matter of hours. The FMAG Program provides a 75 percent Federal cost share for eligible emergency response and fire suppression costs.

The Emergency Management Performance Grant (EMPG) provides state, local, tribal and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. The EMPG’s allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas. The purpose of the EMPG Program is to provide federal grants to states to assist state, local, territorial and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act), as amended (42 U.S.C. §§ 5121 et seq.) and Section 662 of the Post Katrina Emergency Management Reform Act of 2006, as amended (6 U.S.C. § 762). EMPG provides emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. EMPG’s allowable costs support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, Response and Recovery mission areas. A portion of each award is passed through to eligible city, county, and tribal emergency management organizations. The Emergency Solutions Grant (ESG) program utilizes federal funds to support communities in providing street outreach, emergency shelter, rental assistance, and related services. This program provides resources for adults and families with children experiencing or at risk of homelessness. The purpose of the ESG program is to provide homelessness prevention assistance to households who would otherwise become homeless and to provide assistance to rapidly re-house persons who are experiencing homelessness. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide various assistance, including short-term or medium-term Rental Assistance, Housing Search and Placement, and Housing Stability Case Management.

Hurricane Recovery Grants are available for homeowners, renters, and business owners in Daytona Beach, Florida. Eligible residents with moderate or low income can receive up to $9,000 for reimbursement of costs such as mortgage payments, rent assistance, insurance deductibles, mold remediation (for owner-occupied homes), and relocation assistance. Applicants must be Daytona Beach residents, qualify as a "qualifying household," and submit a formal insurance or FEMA claim related to Hurricane Ian or Hurricane Nicole. The total amount of assistance shall not exceed $9,000 per household. Additionally, small businesses with 50 or fewer employees can receive up to $3,000 for reimbursement of business-related losses.

This funding opportunity provides up to $2,000 to nonprofit organizations in Chatham, Durham, Orange, and Wake counties in North Carolina to address unexpected crises that disrupt their ability to deliver essential services.

This funding opportunity provides financial support to nonprofit organizations in Elkhart County facing urgent, unexpected challenges that threaten their operations and ability to serve the community.

The Janirve Sudden and Urgent Needs (SUN) Grant Program in North Carolina provides up to $10,000 to eligible, financially sustainable nonprofits in select WNC counties, serving economically-disadvantaged individuals, to help them manage unexpected crises that affect their ability to deliver critical services.

This grant provides financial support to nonprofit organizations in Middlesex, Union, and Mercer Counties of New Jersey, as well as those with a regional or statewide focus, to enhance their capacity and address community needs through various projects and initiatives.

We offer post-cleanup grants to local governments who independently clean up contamination under the Voluntary Cleanup Program. The purpose of Independent Remedial Action Grants (IRAGs) is to encourage and expedite cleanups and decrease the associated costs of cleanup for ratepayers and taxpayers. IRAGs are grants offered to local governments that independently clean up contamination under the Washington State Department of Ecology’s (Ecology) Voluntary Cleanup Program. These grants encourage and expedite cleanups, and decrease the associated costs of cleanup for ratepayers and taxpayers. Local governments are welcome to apply for this funding if they have 1) completed an independent cleanup through the Voluntary Cleanup Program, and 2) have received a determination of No Further Action from Ecology. IRAGs are just one of several “remedial action” grants and loans provided to local governments by Ecology. The grants and loans are used to investigate and clean up contaminated sites under Washington state’s environmental cleanup law, the Model Toxics Control Act (MTCA).

This program provides financial assistance to small businesses in Schuylkill County affected by the Coronavirus pandemic, helping them recover losses and retain jobs for low- to moderate-income individuals.
