Bipartisan Infrastructure Law (BIL) Funding Opportunity Announcement (FOA) DE-FOA-0003294: BIL - Advanced Energy Manufacturing and Recycling Grant Program (Section 40209) through the Office of Manufacturing and Energy Supply Chains (MESC) Modification 000002 - The purpose of this modification is to: (1) Update page number references in the BIL Section 40209 FOA Guide; (2) Update Section I.B.i. to clarify other advanced energy property; (3) Update Section III.A.i. to clarify demonstration of eligibility for the energy bills requirement; (4) Update Appendix I - Eligible SAEP Guidance to clarify other advanced energy property The BIL invests appropriations over Fiscal Years (FYs) 2022 through 2026 to establish the Advanced Energy Projects Grant Program, which will support industrial projects in eligible energy communities. Through the two (2) Areas of Interest (AOI), the FOA will provide approximately $425 million in support of projects by small- and medium-sized manufacturing firms (SMMs) AOI 1: Clean Energy Manufacturing and Recycling: The objective of AOI 1 is to increase domestic manufacturing and recycling capacity for materials, components, and systems needed for the clean energy transition. DOE is seeking applications for projects in this AOI to establish new, or re-quip or expand, an existing manufacturing or recycling facility for the production or recycling, as applicable, of advanced energy property. AOI 2: Industrial Decarbonization: The overall objectives for AOI 2 is to reduce Greenhouse Gas (GHG) emissions in the United States manufacturing sector through substantial reductions in existing facilities and new builds that result in low carbon materials. Subtopic AOI 2a: Re-equip an existing industrial or manufacturing facility with equipment designed to substantially reduce the GHG emissions of that facility. Subtopic AOI 2b: Establish new, or re-equip or expand, an existing manufacturing or recycling facility that produces materials that result in substantially lower carbon intensity compared to an appropriate industry benchmark and are not derived from a primary feedstock of palm fatty acid distillates or fossil fuels including coal, natural gas, and petroleum.

Impact of Art with Vision Art for social change is art with a vision and an intentional analysis. It is an artistic or creative cultural practice that may operate in traditional or nontraditional mediums, modes, or disciplines. Art with a vision impacts people in many ways. It can: Raise consciousness Alter how they think about themselves, their society, or their culture Create a vision of a more just world Be a tool or strategy for organizing and movement building Preserve or reclaim traditional cultural practices using your artistic practice as a form of resistance or empowerment Create space for expression and build a sense of community Challenge racism, classism, sexism, homophobia, transphobia, ageism, ableism, or other oppressions Question mainstream culture and beliefs Shift or transform the perception of power and/or privilege and the dynamics associated with justice, equality, and/or accountability Value healing justice practices focused on strengthening communities, not just individuals Engage and utilize a reciprocal process — where there is teaching and learning simultaneously and the consent for engagement is mutual, as is the benefit for yourself as an artist and the community you are engage. Eligibility Criteria Applicants are only allowed to submit one application per grant cycle. The Art and Change Grant is not for organizations, corporations, or fundraising activities. The Art and Change Grant cannot be used for activities completed prior to when the grant is announced. The Art and Change Grant is not intended to support the creation of residencies, apprenticeships, and/or retreats unless it is clear how it will (1) move the applicant’s own artistic practice forward and (2) engage the community-at-large with a socially engaged project. Art and Change Grants are not intended to fund the same project for which you received a prior Leeway Grant. However, you may apply for different phases of a previous funded project. The purpose of this FOA is to accelerate decarbonization across the industrial sector and advance the Biden Administration's goal to "deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050". This FOA focuses on subsector-specific decarbonization approaches for the highest emitting and most challenging to address industrial subsectors. The Energy and Emissions Intensive Industries (EEII) program within IEDO focuses on improving efficiency and decarbonizing industries with the largest energy use and GHG emissions (i.e. chemicals and refining, iron and steel, cement and concrete, forest and paper products, food and beverage, and other industries such as glass and aluminum). LIHEAP provides energy assistance to households in Washington through a network of community action agencies and local partners. These local organizations will help determine your eligibility and how much assistance you might receive. If you qualify, your local LIHEAP agency will send a payment directly to your energy utility on behalf of your household. LIHEAP primarily assists households by making an energy assistance grant directly to the energy provider on behalf of the eligible household. LIHEAP may also help repair or replace an unsafe, dysfunctional, and inoperative heating or cooling system in some situations. Households eligible for LIHEAP may also qualify to have their homes made more energy efficient through the Weatherization Program. The amount of money awarded to your household will depend on multiple factors. For example, each household’s size, income and annual heat cost will affect the amount of their LIHEAP grant. You’ll have to schedule a LIHEAP appointment with the provider in your community to find out how much you could receive.
