Inflation Reduction Act Funding for Advanced Biofuels Bioenergy Technologies Offices 2024 Systems Development and Integration (SDI) FOA is funded by the Inflation Reduction Act (IRA) of 2022. IRA Section 60108(b) authorized $10 million to the Environmental Protection Agency (EPA) for new grants to industry in advanced biofuels. EPA and DOE entered an Interagency Agreement to transfer the funds to DOE and allow DOE to manage a FOA with substantial involvement from EPA. The FOAs topic areas are of mutual interest for both the EPAs priority in the Renewable Fuel Standard (RFS) program and DOE BETOs priority in the Sustainable Aviation Fuel (SAF) Grand Challenge as well as SDIs priority in supporting four demonstration-scale integrated biorefineries by 2030. For both topic areas, the application must discuss how the proposed technology would meet the RFS definition of advanced biofuel, which means using allowable feedstocks, producing allowable fuel types, and with lifecycle greenhouse gas emissions reductions of at least 50% compared to petroleum base baseline.

All funding is contingent upon 2024-2025 budget appropriations. This notice establishes the procedures by which grant applications will be solicited and reviewed, and by which grants will be awarded. Research Topic Areas Though not exclusive of original research topics, the Department is particularly interested in funding projects in the following areas: Ongoing multiyear research projects. The Department has, in previous years, provided funding for various multiyear research projects that might be continued or extended to complete research the Department identifies as addressing continued priorities of the agricultural industry, such as: Examining the economic impact of pest infestations like Phorid Flies and Spotted Lanternflies and identifying mitigating measures. Measuring the impacts on the Chesapeake Bay on farm management practices that have not received Federal or State Government cost-sharing assistance. Agriculture The Department requests applications for projects that: Gather and analyze food action plans. Study the impact of the Double Up Food Bucks program. Analyze of the Senior Food Nutrition Program and the Farmers Market Nutrition Program. Study of the surplus food recovery. Validate consumer affairs reporting on PA food prices. Analyze of the TEFAP program. Analyze/survey PA workforce. Study economic impact. Survey carbon community planners. Analyze Urban Agriculture capacity index. Incentivizing urban agriculture land stewardship. Identify current and potential funders for urban agriculture. Identify soil testing and remediation strategies for urban agriculture, particularly how these strategies can be operationalized, their benefits measured and the cost of implementation. Assess the quantity and quality of available on-farm and off-farm housing for agricultural workers, including farm owners. Study barriers to land access, particularly for BIPOC farmers and in rural communities. Energy in agriculture The Department is interested in further scientific study in areas such that: Analyze and map energy generation from agricultural products, plastic products and waste products. Analyze options to reduce greenhouse gases emitted by normal agricultural operations. Identify challenges and opportunities with Agrivoltaics such as gaps, barriers, implementation of panels modified to support Pennsylvania agriculture. Life Science The Department seeks applications that address animal health concerns, such as: Wildlife crop damage. Impacts to states on changing Medicare rules to allow more fresh foods to consumer health. One Health—Proposals that promote humans, the environment, animals, living together harmoniously. Animal Health—Proposals that improve or seek to understand aspects of animal health important to agriculture in this Commonwealth. Diagnosis of Animal Diseases—Proposals that promote the diagnosis of animal diseases that are important to Commonwealth animal agriculture. Animal Productivity—Proposals that seek to improve the productivity of agricultural animals in this Commonwealth. Animal Welfare—Proposals that seek to improve the welfare of agricultural animals in this Commonwealth. Review and recommend Federal Milk Marketing Order recommendations that would be most beneficial to PA dairy industry. Manufacturing The Department requests applications for projects that address: Food production residual waste. Assess incentives needed to increase organic processing. DOE is seeking information, comments, feedback, and recommendations from interested parties to determine what capabilities supporting research, training and technology demonstration are of highest interest to the nuclear energy research community.All responses are to be made at NEUP.gov per the attached instructions. NE’s mission is to advance nuclear energy science and technology to meet United States (U.S.) energy, environmental, and economic needs. NE has identified the following goals to address challenges in the nuclear energy sector, to help realize the potential of advanced technology, and to leverage the unique role of the Government in spurring innovation: 1. Enable continued operation of existing U.S. nuclear reactors. 2. Enable deployment of advanced nuclear reactors. 3. Develop advanced nuclear fuel cycles and spent nuclear fuel management options. Developing and maintaining a national RD&D framework to achieve NE’s mission requires an integrated approach involving people, tools, facilities, and knowledge tied to strategic partnerships. The infrastructure (i.e., tools and facilities) for nuclear research is a critical part of this framework. NE currently solicits and awards general scientific infrastructure enhancements to universities and national laboratories, as well as university research reactor upgrades through an annual Scientific Infrastructure Support for Consolidated Innovative Nuclear Research (CINR) Funding Opportunity Announcement. The awards made through this mechanism primarily focus on supporting infrastructure for localized research and training needs. NE has implemented an initiative to expand the infrastructure program to enhance the regional or national impact of university research reactors and other nuclear energy research capabilities, and to expand the scope and breath of infrastructure projects and expanding the reach of capabilities through consortia, partnerships and/or reactor sharing.

Donor Name: Chesapeake Bay Trust State: Maryland County: Anne Arundel County (MD) Type of Grant: Grant Deadline: 08/01/2024 Size of the Grant: $100,000 to $500,000 Grant Duration: 2 Years Details: The goal of this program is to implement cost-effective reforestation and greening projects and increase the number of acres of protected forested land in the County. By increasing tree cover and expanding green areas, erosion can be reduced; water and soil quality can be improved; airborne pollutants such as particulates, nitrogen oxide, and carbon monoxide can be filtered; and summer temperatures and resulting ozone pollution and energy use can be reduced. By protecting forested land, valuable ecological services such as habitat, water quality, and flood control can be ensured for the future. What this funds? Reforestation/afforestation of Protected Lands. Permanent protection of Forested Lands. Reforestation/afforestation and Protection of Uneased and Unforested Lands. Eligible Project Tracks Track 1: Reforestation/Afforestation of Protected Lands Funding partners seek reforestation and afforestation projects that provide ecological benefits by establishing, enhancing and/or preserving riparian buffers; creating, enhancing and/or preserve larger contiguous tracts of forest; and/or creating, enhancing, and/or preserving wildlife habitat, including habitat for forest interior dwelling species. Track 2: Permanent Protection of Forested Lands Applicants can apply to purchase, execute, record, and monitor permanent conservation easements to protect, maintain, and preserve existing tree canopy in Anne Arundel County. The permanent conservation easements shall be acquired, held, and maintained by the grantee or by a land trust subcontracted by the grantee. The best projects under this track are those seeking to protect ecologically valuable sites or existing habitats, such as riparian buffers, large contiguously forested tracts, and/or important wildlife habitat. Track 3: Reforestation/Afforestation and Protection of Uneased and Unforested Lands Applicants may request support for reforestation/afforestation projects on land that is not currently under conservation easement or otherwise protected. In such a case, the land must be owned by an individual or entity that will agree to place a permanent conservation easement, deed restriction, or long-term protective agreement for tree planting on the property on which the project is installed and that will protect the tree project. As in Track 2 above, funds for easement costs will be considered as eligible budget request items with the exception that the threshold value for requiring appraisals is $8,800, the NRCS WRP threshold for cropland. As described in Track 2 above, applicants may a) request easement costs below the threshold without incurring an obligation to obtain appraisals, b) request easement costs above the threshold and be responsible for obtaining appraisals as a condition of the award at an expense that will only be reimbursed if the project moves forward, or c) request easement costs above the threshold and supply justification in the form of at least one appraisal. Funding Information Up to $238,000 is currently available for this round of the program. Reimbursement cannot be made for already completed projects. Project Period Projects must be completed within 24 months upon receipt of the award. Requests to extend project completion period will be reviewed and considered on a case-by-case basis. Project Location This program funds projects in Anne Arundel County, Maryland. Projects located within the City of Annapolis limits are not eligible for this program. The Office of Insular Affairs (OIA) is requesting proposals for its Energizing Insular Communities (EIC) Program which provides grant funding for sustainable energy strategies that mitigate climate change, reduce reliance and expenditures on imported fuels, develop and utilize domestic energy sources, and improve the performance of energy infrastructure and overall energy efficiency in the territories. All proposals must be directly and explicitly tied to updated and in-use strategic energy plans, energy action plans, or integrated resource plans. The Office of Insular Affairs will use the following criteria in evaluating proposals: • whether the proposal is identified and supported in the strategic energy plan, energy action plan, or integrated resource plan; • the projected energy cost savings. Multiple project proposals may be submitted. Satisfactory Energizing Insular Communities funding proposals will: • provide a title, detailed narrative description, and budget for each proposed project (inclusive of required NEPA compliance); • provide a complete timeline with milestones that demonstrates the project can be accomplished within 36 months (inclusive of required NEPA compliance); • provide a copy of the territory’s current energy plan, and describe the connection to the plan, impact on foreign fuel imports, and to the extent practicable, electricity costs; • include the applicable SF-424 grant application forms; and • include a project abstract. EIC grant funds are not intended to supplant local funding for routine operating expenses of an insular government or organization. EIC grant funds are not intended to fund the salaries of local, existing employees though they may be utilized to provide temporary, short-term expertise from contractors or consultants to help carry out the project if approved in the proposed budget. Eligible technologies for energy supply and energy efficiency projects should incorporate commercially available technology. This may include but is not limited to energy from solar, wind, geothermal, geothermal heat pumps, waste to energy, and biogas. Energy storage, transportation and grid feasibility studies are also eligible. Examples of projects that were awarded in previous years include: distributed solar, utility-scale solar, integrated resource planning, wind turbines, energy efficiency improvements (lighting, air conditioning, cool rooftop, etc.), plug-in hybrid and electric vehicles and supply equipment, net Page 3 of 27 metering policies, debit meters, backup battery systems, microgrids, grid stability and integration studies.
