Funding Opportunity PurposeThe full-scale Diversity Centers for Genome Research (DCGR) program aims to establish Genomic Research Centers at Minority Serving Institutions (MSIs) as defined in Part 2, section III of the FOA. The MSIs must have a mission to serve historically underrepresented populations in biomedical research that award doctorate degrees in the health professions or the sciences related to health, and have received an average of less than $50 million per year in NIH support and less than $25 million per year of R01 total cost of NIH support for the past three fiscal years. The purpose of this FOA is to call for applications for UG3/UH3 cooperative agreements to support the development and planning for a multi-investigator, interdisciplinary team to develop administrative, genomic workforce development and community engagement cores and 2-3 interrelated, innovative genomic research projects that address one or more critical issues in genomics including: genomic technology and methods development; genome structure; genome function; genomics of disease; use and impact of genomic information in clinical care; genomic data science and computational genomics, ethical, legal, and social implications of genomic research (ELSI); and/or genomics and health equity. The outcome of the development and feasibility studies will be fully developed plans to carry out all activities of a full-scale Diversity Center for Genome Research. Along with its scientific goals, the DCGR should expand the pool of diverse genomic scientists, clinician scientists, and researchers who can perform innovative genomics research by providing didactic, practicum and research activities and experiences that are aligned with the research projects.

This aligns with a broader strategic priority to enhance community-OHSU collaboration on local cancer issues and disparities, fostering long-term sustainability of local efforts. The CPP targets various Oregon community groups, including organizations, schools, government bodies, health/medical clinics, health systems, and businesses. A key focus is on proposals that address cancer-related health disparities and increase equity for historically disadvantaged and/or marginalized Oregon communities. Organizations led by and/or committed to serving these populations are highly encouraged to apply, underscoring the program's commitment to equitable cancer outcomes. The program's priorities revolve around supporting communities in identifying and addressing pressing cancer-related needs, enhancing collaboration, and building community skills for sustainable long-term efforts. This is operationalized through three grant tiers. Tier 1, "Define Need," focuses on developing local action plans through needs assessments or committee formation. Tier 2, "Develop and Pilot," supports the development and piloting of programs to address priority cancer issues or disparities. Tier 3, "Evaluate and Sustain," aims to evaluate existing approaches and establish sustainability strategies. Expected outcomes include communities effectively identifying their most pressing cancer-related needs, increased collaboration between OHSU and local communities, and enhanced capacity within communities to sustain efforts addressing local cancer issues. Measurable results would be tied to the specific objectives of each tier, such as the completion of community cancer needs assessments (Tier 1), the successful piloting of new programs (Tier 2), and the evaluation and sustained implementation of effective approaches (Tier 3). The overall impact goal is to collectively work towards ending cancer as communities know it, with a strong emphasis on reducing health disparities.

All work supported under this Grant shall focus on reducing health disparities for the populations across the state impacted by the high prevalence of cardiovascular disease (CVD), exacerbated by health inequities and disparities, social determinants, such as low incomes, poor health care, and unfair opportunity structures.  Financial Notes: National Cardiovascular 2304 Strategy 3B ADHS will identify one (1) Subrecipient to create or expand a (CHW) led community-clinical linkage partnership/program in one of the following counties: Apache, Cochise, Coconino, Gila, Graham, Greenlee, Mohave, Navajo, Pima, Pinal, Santa Cruz, Yavapai, or Yuma. The Subrecipient shall work with the CCL partnership/program to identify and train a team of CHWs to recruit for and implement the CCL partnership/program, providing a continuum of care and services which extend the benefits of clinical interventions and address social services and support needs leading to optimal health outcomes. Innovative Cardiovascular 2305 Strategies 3A and 3B ADHS will identify one (1) contractor to create or expand a community-clinical linkage partnership/program within Maricopa County. The Subrecipient shall work within a CCL partnerships/programs to identify and train dedicated CHWs (or their equivalents) through a CHW SDOH referral system to create and enhance community clinical links to identify social determinants of health {(SDoH) e.g., housing, transportation, access to care, and community resources} and respond to the individual social services and support needs within each county, providing a continuum of care and services which extend the benefits of clinical interventions and address social services and support needs leading to optimal health outcomes.
