The "U.S. Embassy Oslo Public Diplomacy Section (PDS) Annual Program Statement" grant aims to fund projects by eligible organizations and individuals that promote U.S.-Norway relations, with a focus on areas such as global security, Arctic issues, climate change, media influence, diversity, cultural heritage, shared values, U.S. higher education, and cross-border collaborations.

PDS Beirut invites proposals for projects that address one or more of the thematic priorities listed below. All projects must include an American cultural element or a connection with American expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. values, policies, and/or perspectives. Proposals with diversity, equity, inclusion, and/or accessibility components are highly encouraged. Priority Program Themes: PDS Beirut seeks proposals that address the following priority program themes: Inclusive/creative approaches to civic engagement, good governance, free speech/expression, and/or advancing human rights. English Language learning and programming. Educational partnerships between Lebanese and American academic institutions.

This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. Purpose of Small Grants: The Austrian-American Partnership Fund (AAPF) is organized to fund projects advancing collaboration and dialogue and expand cooperation between Austria and the United States. AAPF accepts applications for funding for innovative projects that seek to bring American perspectives to Austria or connect Americans and Austrians in the following priority areas: Reinforcing the role of U.S.-Austrian and transatlantic ties in addressing shared challenges Promoting common democratic values and civic engagement Combating disinformation and building media literacy Addressing climate change together Fostering partnerships between U.S. and Austrian educational institutions Engaging youth around shared values Advancing diversity, equity, inclusion, and accessibility Guidelines While requests for support typically range between $1,000 and $10,000, the maximum Embassy support is $25,000 total. Cosponsoring from additional funding sources is strongly encouraged. All proposed programs must include a U.S. component (such as the showcasing of an American expert or involvement of a U.S. organization) and aim to increase understanding of U.S. policies and perspectives among audiences within Austria. Primary audience should be non-Americans in Austria. Special consideration will be given to programs that reach youth and/or engage geographically or otherwise diverse communities in Austria. Proposals will also be evaluated based on their anticipated short and long-term impact, and on the ability to reach audiences using both traditional and innovative outreach tools. Submission deadlines and selection procedures Deadlines for submission of project proposals are February 15, May 15, July 15, and November 15. Since the selection process can take up to two months, applicants should plan accordingly. Evaluation Criteria Proposals will be evaluated by the U.S. Embassy Vienna Grants committee, based on feasibility of the project and whether it aligns with the Embassys priorities, the committee will select eligible and qualified applications based on the following criteria: Program areas addressed are aligned with stated priorities. Objectives and expected outcomes are clear. Target audience is identified and aligns with program objectives and outcomes. Detailed budget and timelines included. Budget cannot include budget items for miscellaneous expenses or requests for funding food, alcoholic beverages, or entertainment. Proposal is viable, reasonable, and executable. Compliance with required information and documents. The project clearly states how applicants will amplify outreach with audiences and evaluate and measure outputs and results during the project implementation period by way of quantitative and qualitative assessment tools. Authorizing legislation, type and year of funding: Funding authority rests in the Smith-Mundt-Act. The source of funding is FY2024 Public Diplomacy Funding. B. The following types of programs are not eligible for funding: The AAPF does not sponsor individual requests for scholarships or travel for educational purposes. Applications from organizations and individuals that do not meet the above criteria for eligibility. Projects related to humanitarian or charitable activities, or activities related to party politics. Construction programs. Programs that support specific religious activities. Conferences outside of Austria and personal trips abroad. Lobbying for specific legislation or programs. Commercial projects and activities. Fundraising and fundraising events. Conducting or publishing scientific research. For an evaluation, applicants must submit a detailed and complete project budget including the cost shares borne by co-sponsors and recipients of the grant. The budget statement is logical and sufficiently detailed so that the individual items and how they came about can be traced exactly when the application is examined. Budgets must be calculated in U.S. Dollars. 3. Unique Entity Identifier and System for Award Management (SAM.gov) Required Registrations: All organizations, whether based in the United States or in another country, must have a Unique Entity Identifier (UEI) and an active registration with the SAM.gov. A UEI is one of the data elements mandated by Public Law 109-282, the Federal Funding Accountability and Transparency Act (FFATA), for all Federal awards. The 2 CFR 200 requires that sub-grantees obtain a UEI number. Note: The process of obtaining or renewing a SAM.gov registration may take anywhere from 4-8 weeks. Please begin your registration as early as possible. 4. Submission process The project application, including the SF-424 forms, and any other required information listed above must be submitted via email to [email protected]; applications in hard copy/snail mail will not be accepted. APPLICATION REVIEW INFORMATION 1.Criteria Each application will be evaluated and rated on the basis of the evaluation criteria outlined below. The criteria listed are closely related and are considered as a whole in judging the overall quality of an application. Organizational capacity and record on previous grants: The organization has expertise in its stated field and PDS is confident of its ability to undertake the program. This includes a financial management system and a bank account. Quality and Feasibility of the Program Idea The program idea is well developed, with detail about how program activities will be carried out, and a reasonable implementation timeline. Goals and objectives: Goals and objectives are clearly stated. Embassy priorities: Applicant has clearly described how stated goals are related to and support U.S. Embassy Vienna, Austrias priority areas or target audiences. Budget: The budget justification is detailed, reasonable and realistic, and accounts for all necessary expenses to achieve proposed activities. Monitoring and evaluation plan: The program includes output and outcome indicators and shows how and when those will be measured. Sustainability: Program activities will continue to have positive impact after the end of the program. 2.Review and Selection Process A Grants Review Committee will evaluate all eligible applications. F. FEDERAL AWARD ADMINISTRATION INFORMATION 1.Federal Award Notices The grant award or cooperative agreement will be written, signed, awarded, and administered by the Grants Officer. Issuance of this NOFO does not constitute an award commitment on the part of the U.S. government, nor does it commit the U.S. government to pay for costs incurred in the preparation and submission of proposals. Further, the U.S. government reserves the right to reject any or all proposals received. Payment Method: Payments will be made in at least two installments, as needed to carry out the program activities. 2.Administrative and National Policy Requirements Terms and Conditions: Before submitting an application, applicants should review all the terms and conditions and required certifications which will apply to this award, to ensure that they will be able to comply. Purpose of Small Grants: PDS invites proposals for projects that strengthen ties between the United States and Malawi through programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policies and perspectives in Malawi. Purpose of Small Grants: PD Harare invites proposals for projects that strengthen networks between the people of the United States and the people of Zimbabwe through exchanges highlighting our shared goals and values. All programs MUST include an American component, such as an American expert engagement (physical or virtual) in Zimbabwe or Zimbabweans traveling to the United States to collaborate and exchange best practices in a specific field that will promote increased understanding of U.S. perspectives. Projects that incorporate strong American components into their design will be prioritized over other proposals. Priority Program Areas: PD Harare strongly encourages applicants to apply directly to individual 2024 NOFOs to increase their chances of selection. If the idea doesnt fit one of the individual NOFOs then applicants can apply to his opportunity. This Annual Program Statement welcomes proposals in addition to those 2024 priority NOFOs in areas that: Promote democratic principles including freedom of speech and civic participation; particularly if they share best practices for citizen advocacy or explore the challenges modern media houses face in a digital economy and the ethical standards needed to gain public confidence. Advance an inclusive economy; particularly connecting social entrepreneurs and the creative community with online marketing tools. Deepen U.S.-Zimbabwean university partnerships; particularly if they bolster stronger research capacity and explore opportunities for increased internationalization of tertiary education in Zimbabwe. Deepen U.S.-Zimbabwean professional networks through organized workshops and rekindling alumni exchange partnerships and networks to solve new problems. FEDERAL AWARD INFORMATION Length of performance period: 2-18 months Award amounts: Awards may range from a minimum of US$2,500 to a maximum of US$75,000*. Awards for travel to participate in U.S. conferences may not exceed $5,000. Awards for festivals looking to bring American talent must have free events. Total available funding: $250,000 USD Type of Funding: FY2024 Public Diplomacy Funding Educational and Cultural Affairs *Awards proposals for a higher amount must be extraordinary. Funding Instrument Types: 1. Grant or 2. Cooperative Agreement (The PD office is more extensively and actively involved in the project implementation than that of a grant or Fixed Amount Award). PD Harare does not infuse additional funds into a grant agreement to compensate for currency fluctuations or for unforeseen work. To guard against non-compliance owing to cash shortages borne of banking complications, it is strongly suggested that applicants have a Foreign Currency Account in addition to a local currency account. Applicants should be aware of their banking institutions policies and fees regarding electronic deposits, transfers and withdrawals of U.S. dollars. Applicants should ensure their bank has a corresponding relationship with U.S. banks. You will only be asked to supply banking information if your proposal is selected for funding. D. Organizations based in the United States or that pay employees within the United States will need an Employer Identification Number (EIN) from the Internal Revenue Service (IRS), and a UEI number prior to registering in SAM.gov. Since April 2022, the UEI are assigned when an organization registers or renews its registration in SAM.gov at www.SAM.gov. Organizations should renew their registration once a year in order to maintain an active registration status in SAM.gov. It is the responsibility of the applicant to ensure it has an active SAM registration. To access SAM.gov an organization is required to have a Login.gov account. Organizations can create an account at https://login.gov/. If an organization plans to issue a sub-contract or sub-award, those sub-awardees must also have a unique entity identifier (UEI number). Purpose of Small Grants Program: PAS Bratislava invites proposals for programs that strengthen societal and cultural ties between the U.S. and Slovakia through programming that highlights shared values and promotes bilateral cooperation. All programs should include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Project proposals should have an intrinsic public diplomacy objective in support of the Priority Program Areas listed below. Projects with a particular emphasis on activities outside the capital of Bratislava will have a priority. Priority Program Areas: Supporting Slovakias transatlantic orientation by addressing hybrid threats, including disinformation and cyber security. Supporting Slovakias capacity to uphold rule of law anti-corruption efforts and increased transparency. Strengthening independent media and journalism and helping to foster critical thinking. Special Note 1: American Spaces Programing PAS Bratislava invites applicants to submit proposals for programs be located at American centers in Banska Bystrica, Kosice and Zilina (https://www.americanspaces.sk/). Preferred, but not exclusive, audiences are educators as well as students. The centers can assist in disseminating information and attracting audiences. The Embassy prefers sustainable longer-term programming over one-off events. Technical Equipment of the American Spaces: 1. Organizational capacity and record on previous grants: The organization has expertise in its stated field and PDS is confident of its ability to undertake the project. This includes a financial management system and a bank account. Quality and Feasibility of the Program Idea The program idea is well developed, with detail about how project activities will be carried out. The SOI includes a reasonable implementation timeline. Goals and objectives: Goals and objectives are clearly stated and project approach is likely to provide maximum impact in achieving the proposed results. Priority Areas: Applicant has clearly described how stated goals are related to and support U.S. Embassy Swedens priority areas or target audiences. Budget: The budget justification is detailed. Costs are reasonable in relation to the proposed activities and anticipated results. The budget is realistic, accounting for all necessary expenses to achieve proposed activities. Monitoring and evaluation plan: Applicant demonstrates it is able to measure program success against key indicators and provides milestones to indicate progress toward goals outlined in the SOI. The project includes output and outcome indicators, and shows how and when those will be measured.
