The Department of Family and Protective Services (DFPS) has identified the need to provide community-based care services in a proposed community that includes support services to all Children and families that support safety, permanency, and well-being of Children in its legal conservatorship. DFPS sees a service delivery model that fully engages communities in serving Children, Youth, and families provided through a performance-based Single Source Continuum Contract (SSCC) as the approach that can most effectively meet this need in a manner that achieves improved outcomes for Children in its conservatorship. The SSCC provider must ensure the full continuum of substitute care (foster and kinship care), purchased services, case management and reunification services for Children and Youth in DFPS legal conservatorship from the designated geographic proposed community, those placed in the proposed community through the Interstate Compact on the Placement of Children (ICPC), and through interregional agreements.

The United States Government, represented by the United States Agency for International Development (USAID) through the Mission in Eastern and Southern Caribbean (ESC), is issuing this Request for Information (RFI) to solicit information and potential interest from organizations for strengthening Youth Justice in Barbados and The Bahamas. We are requesting responses to the Concept Paper (Attachment I) related to a new activity in development byUSAID/ESC.The information contained within the RFI is intended solely as a thought piece; ideas may change significantly during the activitys design and approval process. In addition, this RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal, a Request for Application, an Invitation for Bids, a Solicitation, or an indication that USAID/ESC will make an award from this RFI. Note that responding to this RFI will not give any advantage to any firm or organization in any subsequent procurement and will not lead to an organizational conflict of interest. Responses will strictly be held confidential. USAID will not provide answers to anything submitted in response to this request.
