The U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office, https://cops.usdoj.gov) is pleased to announce that it is seeking applications for funding for the FY24 Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement Expansion of Regional De-Escalation Training Centers program. The goal of this solicitation is to promote safe outcomes during police encounters with persons in crisis through the expansion of the COPS Office network of regional de-escalation training centers. These centers provide relevant de-escalation and crisis response training for law enforcement in a multistate region. Awards under this solicitation will be made to training centers administered by institutions of higher education and nonprofit organizations with experience providing training to law enforcement at the national or regional level. Training is supported for law enforcement officers, support personnel employed by law enforcement agencies, and mental health professionals working on a crisis intervention team as an employee of a law enforcement agency or under a legal agreement with a law enforcement agency.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to increase the effectiveness of investigation and prosecution of public corruption crimes. This project will increase accountability and improve the handling of public corruption cases by both investigators and prosecutors through concurrent training and cooperation. This project will have three key components: Objective 1: Training and capacity building Training and building capacity of anti-corruption investigators and prosecutors. Objective 2: Institutional support Providing institutional support including policy level changes and technological advancements to strengthen accountability and social inclusion mechanisms. Objective 3: Awareness Raising Raising public awareness of project initiatives to improve citizens confidence in public service delivery so they are encouraged to report corruption cases. The project will build capacity of investigators and prosecutors to handle public corruption cases both by training and mentoring a cadre of master trainers and by directly training investigators and prosecutors. The specific objectives are to increase the number of appropriate public corruption charges by law enforcement, improve the effective prosecution of public corruption cases, develop policies to encourage citizens to file complaints, and raise citizens awareness and confidence in public service delivery mechanisms. This call for proposals is intended to scale up existing work in Balochistan and expand it to benefit anti-corruption establishments in Sindh, Punjab, and Khyber Pakhtunkhwa (KP) to: 1. Train investigators and prosecutors to prosecute corruption cases. 2. Provide institutional support to design effective policies that encourage transparency, accountability, and the use of modern technological tools to invest

With this solicitation, BJA seeks to invest in current and future leaders in the criminal justice field to advance priority national policy issues and offer cross-developmental opportunities for DOJ staff and criminal justice practitioners and researchers. Awards made under the BJA Visiting Fellows Program will fund fellowships for a period of 24 months for Category 1 and for 36 months under Category 2, including a dedicated immersion period when the Fellow will be expected to commit a significant portion of their time to the fellowship. Fellows will also have an opportunity to work closely with BJA staff members, both virtually and onsite at BJAs office in Washington, D.C.

Gabon has vast natural resources in its maritime and terrestrial ecosystems that are being exploited through illegal, unreported, and unregulated (IUU) fishing; illegal logging; and poaching. According to a 2019 report by the Environmental Investigation Agency, illegal logging costs Gabon an estimated $1 billion per year, while WildAid reports IUU fishing results in $610 million in losses per year. Objective of the grant: Raise public awareness about the devastating effects of illegal fishing, logging and encourage the community of Gabon to act against these detrimental practices. The goals of the awareness campaign on illegal fishing and logging are as follows: Raise Public Awareness: The primary goal is to educate and inform the community of Libreville and Gabon in general about the detrimental effects of illegal fishing and logging. Increase public understanding of the environmental, economic, and social consequences associated with these activities. Behavior Change: Encourage individuals to take a stand against illegal fishing and logging by adopting sustainable practices. Motivate citizens to report illegal activities, support conservation efforts, and promote responsible fishing and logging practices. Community Engagement: Foster a sense of ownership and responsibility among the community members of Libreville, and Gabon. Encourage active participation in events, workshops, and seminars that promote environmental conservation and sustainable resource management. Advocacy and Policy Support: Generate public support for stronger regulations and enforcement measures against illegal fishing and logging. Advocate for policy changes that enhance the protection of marine resources and forests in Gabon. Partnerships and Collaborations: Establish partnerships and collaborations with local organizations, government bodies, press and influencers to create a united front against illegal activities. Leverage collective efforts to maximize the campaign's impact and sustainable outcomes. Long-Term Awareness and Behavior Shift: Create a lasting impact by instilling a sense of responsibility and understanding of the importance of preserving marine resources and forests. With this solicitation, OJJDP seeks to develop and promote post-secondary and professional continuing education for child protection professionals in the field, including law enforcement officers, social workers, mental and medical health professionals, and prosecutors.

This program provides for the development, operation, and management of a training and technical assistance (TTA) program for justice-focused community-based organizations directly serving communities disproportionately impacted by crime, violence, and victimization. The TTA provider will facilitate the delivery of national-scale, high-quality TTA to increase the administrative, financial, and programmatic capacity of justice-focused community-based organizations designed to primarily serve historically marginalized and underserved communities, including rural communities; increase awareness of OJP funding opportunities to targeted organizations and provide skill-building and other TTA to support the ability for these organizations to apply for and maintain OJP funding, if received; improve the quality of their programming and service delivery; and build support for their infrastructure and administrative and financial controls to successfully meet OJP program goals and objectives to strengthen their role as coproducers of safety and justice.

The State of Texas, through the Texas Department of State Health Services (DSHS), announces the availability of state funding for the Grants to Increase Local Dementia Support (GILDS) program. The grant aims to provide support to persons with Alzheimer’s Disease and Related Dementias (ADRD), their caregivers, and promote early detection and diagnosis. Eligible applicants include governmental entities, non-governmental entities, not-for-profit organizations, for-profit entities, and associations, but not individuals. The Office of International Narcotics and Law Enforcement Affairs of the United States Department of State calls for an open competition for organizations to submit applications to carry out a project to improve and strengthen the institutional capacities of the Colombian National Police (CNP) - Directorate of Health (DISAN) and the Directorate of Veterans and Inclusive Rehabilitation (DIVRI) to provide CNP officers and Colombian military personnel permanently injured in the course of eradication, drug interdiction, rural security, anti-terrorism and anti-drug trafficking operations; access to optimal physical and psychological rehabilitation services (functional and holistic). Additionally, the project design should implement strategies and actions aimed at making wounded and disabled Colombian military and police forces personnel, who have leadership experience in their territories, the main facilitators for providing mobility devices to disabled officers in rural areas. Private educational institutions must be a nonprofit and meet these tax-exempt requirements. -OR- The organization is an entity of government (such as city/county government departments, public libraries, public schools, etc.) Colleges and universities are eligible only for activities that clearly serve the needs of surrounding communities or the State and are designed to involve a broad audience. With this solicitation OJJDP seeks to provide funding for the development and implementation of comprehensive and culturally relevant training and technical assistance designed to support Tribal efforts to create, enhance, and/or sustain programs, services, and supports for youth in Tribal communities.

The purpose of this project is to support Hondurans National Police (HNP) in the implementation of the Police Athletic League (PAL) program in Honduras. The targeted population is at-risk youth in Honduras between the ages of seven (7) and eighteen (18) who live in communities at high risk of violence and gang activity. The Police Athletic League will be launched by HNP Officers in November 2024 as a pilot program with approximately 2,500 children enrolled in 6 principal cities in Honduras: Tegucigalpa, San Pedro Sula, La Ceiba, Tela, La Paz and Roatan. Soccer will be one of the main target activities available nationwide, including leagues for both females and males for primary and middle school students. This initiative aims to promote inclusivity and equitable athletic development, with teams comprised of 18 participants each, including 6 female and 6 male players in primary and secondary schools.

To implement a project aimed at advancing U.S. foreign policy and national security priorities by supporting initiatives that is more reflective of and responsive to the needs and perspectives of partner states to ensure strategic trade control systems meet international standards and by engaging on bilateral, regional and multilateral levels with foreign governments to aid in the establishment of independent capabilities to regulate transfers of weapons of mass destruction, WMD-related items, conventional arms, and related dual-use items, and to detect, interdict, investigate, and prosecute illicit transfers of such items.

The Bureau of Counterterrorism (CT) of the U.S. Department of State announces a Request for Statements of Interest and Capacity (RSOIC) from organizations interested in implementing a project to facilitate a joint exercise with West African civilian security agencies to promote cross-border coordination, information sharing, and collaboration on counterterrorism threats.
