LITCs ensure the fairness and integrity of the tax system for taxpayers who are lowincome or speak English as a Second Language (ESL) by: • Providing pro bono representation on their behalf in tax disputes with the IRS; • Educating them about their rights and responsibilities as taxpayers; and • Identifying and advocating for issues that impact these taxpayers. LITCs must: • Provide dollar-for-dollar matching funds; and • Offer LITC services for free or for no more than a nominal fee.

The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to host a one-week border security exercise in Coastal West Africa (CWA).

The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nations state, local, territorial, and tribal law enforcement agencies through information and grant resources. The COPS Office has been appropriated more than $20 billion to advance community policing, including grants awarded to more than 13,000 state, local and tribal law enforcement agencies to fund the hiring and redeployment of more than 136,000 officers. COPS Office information resources, covering a wide range of community policing topics such as school and campus safety, violent crime, and officer safety and wellness, can be downloaded via the COPS Offices home page, https://cops.usdoj.gov. The COPS Office School Violence Prevention Program (SVPP) provides funding directly to states, units of local government, Indian tribes, and their public agencies to improve security at schools and on school grounds in the recipients jurisdiction through evidence-based school safety programs. The COPS Office is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and build trust between law enforcement and the community. Statutory Authority This program is authorized under the Students, Teachers, and Officers Preventing (STOP) School Violence Act of 2018 (34 U.S.C. 10551 et seq.). Pursuant to 34 U.S.C. 10551(b)(5)(9), SVPP funding is authorized and available under the following purpose areas: Coordination with local law enforcement Training for local law enforcement officers to prevent student violence against others and self Placement and use of metal detectors, locks, lighting, and other deterrent measures Acquisition and installation of technology for expedited notification of local law enforcement during an emergency Any other measure that, in the determination of the COPS Office Director, may provide a significant improvement in security All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law.

With this solicitation, BJA seeks to support law enforcement agencies that have an intellectual property (IP) enforcement task force or plan to create one. The Intellectual Property Enforcement Program assists state, local, and tribal jurisdictions in preventing and reducing intellectual property theft and related crime as well as supporting law enforcement in investigating and prosecuting IP crimes and reducing violent crime associated with IP cases and investigations. Any awards under this solicitation would be made under statutory authority provided by the Consolidated Appropriations Act, 2024. As of the writing of this solicitation, the Department of Justice is operating under a short-term Continuing Resolution with no full-year appropriation for the Department being enacted for FY 2024 currently. Specific Information The Intellectual Property Enforcement Program: Protecting Public Health, Safety, and the Economy from Counterfeit Goods and Product Piracy is specifically designed to support jurisdictions in investigating and prosecuting intellectual property crimes. This will be accomplished by assisting state, local, and tribal jurisdictions to build partnerships with federal agencies and prosecutors through IP enforcement task forces. This program also works to prevent and reduce intellectual property theft and related crimes by improving community and buyer awareness. IPEP includes an educational component to assist buyers in determining the authenticity of seemingly legitimate websites that instead deceive consumers into purchasing counterfeit goods. Solicitation Goals and Objectives Goals The goal of this program is to improve the coordination of IP enforcement efforts among federal, state, local, tribal, and territorial authorities. This coordination will include IP task force members and federal agencies meeting to update, discuss, and collaborate on IP investigations, prosecutions, training, and public awareness activities. The information to be shared through these task forces must include information about targeting, investigating, analyzing, and prosecuting matters involving IP crimes as they relate to violations of state and local criminal statutes and federal prosecutions. Objectives • Improve coordination of IP enforcement efforts among federal, state, local, tribal, and territorial authorities. • Establish and/or enhance state, local, tribal, or territorial IP enforcement task forces, to include campus law enforcement agencies. Deliverables • Provide information to update the United States Department of Justice’s Prioritizing Resources and Organization for Intellectual Property (PRO IP) Act Annual Report. • Provide updates to the OJP Program Plan. With this solicitation, OJJDP seeks to support communities to assist girls age 17 and younger who are at risk of involvement and/or involved in the juvenile justice system. Funding will support communities to develop, enhance, or expand early intervention programs and/or treatment services for girls involved in the juvenile justice system. The goal of this program is to reduce risk factors and promote protective factors for girls who come in contact with the juvenile justice system, and place them on a path toward success, stability, and long-term contribution to society.

OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, OJJDP seeks to implement and deliver mentoring services to youth populations that are involved in the juvenile justice system (including those youth currently placed within a juvenile correctional facility or those who have recently been released from a juvenile facility). This program supports mentoring programs to reduce juvenile delinquency, truancy, drug abuse, victimization, and other problem and high-risk behaviors. This program furthers DOJ’s mission to uphold the rule of law, keep our country safe, and protect civil rights.

The Bureau of Counterterrorism (CT) of the U.S. Department of State is inviting applications to support the Bangladeshi initiative aimed at rehabilitating and reintegrating terrorist offenders. This program, executed by the Dhaka Metropolitan Police’s Counterterrorism and Transnational Crime unit (DMP/CTTC) in collaboration with the non-government organization Centre for Alternatives (CFA), seeks to enhance efforts in rehabilitating terrorist offenders to prevent and counter violent extremism effectively.

With this solicitation, OJJDP seeks to support states implementation of innovative and/or research-based, data-informed policies to improve juvenile justice system outcomes and sustainable strategies for reinvesting resulting costs saved or averted into effective delinquency prevention and intervention programs.Eligibility This solicitation is composed of two grant categories. The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to provide logistical and administrative support to INL-Belize capacity building programs that provide training and other relevant activities to participants with the goal of enhancing the capacity of governmental institutions and to reduce crime. The logistics and administrative support services required are for programs implemented within the country of Belize only.

The Department of Family and Protective Services (DFPS) has identified the need to provide community-based care services in a proposed community that includes support services to all Children and families that support safety, permanency, and well-being of Children in its legal conservatorship. DFPS sees a service delivery model that fully engages communities in serving Children, Youth, and families provided through a performance-based Single Source Continuum Contract (SSCC) as the approach that can most effectively meet this need in a manner that achieves improved outcomes for Children in its conservatorship. The SSCC provider must ensure the full continuum of substitute care (foster and kinship care), purchased services, case management and reunification services for Children and Youth in DFPS legal conservatorship from the designated geographic proposed community, those placed in the proposed community through the Interstate Compact on the Placement of Children (ICPC), and through interregional agreements.

With this solicitation, OJP seeks to prevent and reduce violent crime in communities by supporting comprehensive, evidence-based community-based violence intervention and prevention programs. These programs include efforts to address gang and gun violence, based on partnerships among community residents, local government agencies, victim service providers, community-based organizations, law enforcement, hospitals, researchers, and other community stakeholders. OJP’s Bureau of Justice Assistance (BJA) is administering the opportunity, working in partnership with OJP’s Office of Juvenile Justice and Delinquency Prevention (OJJDP) and Office for Victims of Crime (OVC). This collaborative approach will help ensure jurisdictions have access to expertise to address community violence that involves youth, young adults, and adults, both as the individuals responsible for perpetrating this violence and as those who are victims of it. Awards made under this solicitation may be managed by BJA, OJJDP, or OVC, depending on the nature of the project.

With this solicitation, OJJDP seeks to support and strengthen collaborations between arts-based organizations and juvenile justice systems to develop, expand, or enhance promising and effective interventions that provide access to high-quality arts programs with and for current or previous justice-involved youth to reduce juvenile delinquency, recidivism, and/or other problem and high-risk behaviors. OJJDP defines justice-involved youth as those participating in court-ordered diversion programs in detention, correctional, or other residential facilities, and/or are on probation due to a delinquency finding by juvenile court.

The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications for a program to support and enhance the ongoing Bangladeshi project to promote the rehabilitation and reintegration of terrorist offenders being implemented by the Dhaka Metropolitan Polices Counterterrorism and Transnational Crime unit (DMP/CTTC) and the non-government organization Centre for Alternatives (CFA). The ongoing DMP/CTTC program utilizes a full-scope array of counseling services, including religious, legal, educational, and cultural, to help former terrorist offenders identify better life choices as they return to society. The program also works with members of receiving communities and families to improve outcomes. DMP/CTTC and the Centre for Alternatives have expressed openness to additional capacity-building and research to enhance these processes and add additional elements to their program. This program should provide expert technical training to the DMP/CTTC and CFA implementers, coordinating with other international partners including the Japan-based Sasakawa Foundation. It should also promote collaboration with other Bangladesh law enforcement elements, non-government entities, regional partners, and other stakeholders in the disengagement and reintegration of paroled, imprisoned, or charged terrorist offenders. The program may also support DMP/CTTC, CFA, or other stakeholder efforts for preventing and countering violent extremism (P/CVE). Program awardee will also ensure that no U.S. Government support is provided to paroled, imprisoned, or charged terrorist offenders. The program should be responsive to DMP/CTTC interest in additional international partner support and collaboration. While terrorist incidents in Bangladesh have sharply declined in recent years, Bangladesh law enforcement continues to arrest dozens of individuals annually charged with planning or recruiting for terrorist causes. This program aspires to assist Bangladeshi efforts to prevent those arrested individuals from 2 persisting in terrorist-related activities while incarcerated or following their release, to prevent the further spread of violent extremism.

With this solicitation, OJJDP seeks to enhance and expand mentoring services for children and youth impacted by opioids and other substance misuse. This program supports mentoring programs to reduce juvenile delinquency, substance misuse, and problem and high-risk behaviors such as truancy. This program supports the implementation and delivery of mentoring services to youth who are currently misusing or dependent on substances (including opioids, stimulants, and other licit or illicit substances), youth at risk for misusing substances, and youth with family members who are currently misusing or dependent on substances. Mentoring services can be one-to-one, group, peer, or a combination. Category 1: Mentoring Strategies for Youth Affected by Opioid and Other Substance Misuse (Project Sites) Eligible organizations are those that have been in existence for at least 3 years at the time of application, and have been directly delivering a structured mentoring program model. he Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to provide programmatic, logistical, travel, and administrative support to the capacity-building programs for the Office of Knowledge Management (KM). Capacity-building programs provide training and other relevant activities to appropriate participants which furthers INL’s overall goals and objectives with host country partners, civil society, and professional associations. INL is especially interested in proposals that provide a plan for addressing the participation of persons with disabilities, including specific means, measures, and corresponding targets. INL is dedicated to strengthening the rule of law and supporting civil society in building strong and resilient communities. This project will involve significant interaction with U.S.-based and foreign criminal justice sector institutions and applicants are strongly encouraged to have robust expertise in this topic and experience working with and relationship networks with such institutions. Applicants who do not have this expertise and these relationships in house are strongly encouraged to partner with one or more entities that do. While this pertains to all activities described in the ‘Project activities and deliverables’ section below, this is especially important for effective implementation of Activity 10 and Activity 11.
