The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nations state, local, territorial, and tribal law enforcement agencies through information and grant resources. The COPS Office is pleased to announce that it is seeking applications for funding for the FY24 CPD Accreditation: Enhancing Existing Law Enforcement Accreditation Entities program. Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities. FY24 Enhancing Existing Law Enforcement Accreditation Entities CPD program funds will support existing law enforcement accreditation bodies in their mission to engage law enforcement agencies in the accreditation process.

The COPS Office is pleased to announce that it is seeking applications for funding for the FY24 CPD Accreditation: Supporting Law Enforcement Agencies in Seeking Accreditation program. Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities. FY24 Supporting Law Enforcement Agencies in Seeking Accreditation program will grant CPD funding directly to state, local, tribal, and territorial law enforcement agencies to support costs related to obtaining law enforcement accreditation from an existing accreditation entity.

This program is authorized by 34 U.S.C. 12514. This Fiscal Year 2024 Restorative Practices Pilot Program Evaluation Solicitation (RPPP Evaluation) invites applications to conduct research and evaluation on restorative practices in collaboration with pilot sites and training and technical assistance (TTA) providers. The pilot sites and TTA providers will be funded under separate funding announcements; this solicitation is exclusively to fund research and evaluation. OVW anticipates investing approximately $8 million in RPPP Evaluation efforts to answer some but not all of the research questions found on page 8 of this solicitation through approaches that align with OVWs methodological principles for research and evaluation, found on page 12. Applicants should also demonstrate the capacities and competencies described on page 12. OVW expects to issue one award under this solicitation to support various research projects under one award that will generate knowledge that practitioners, policymakers, and the public can use to make decisions about developing, implementing, and using restorative practices to redress the harm caused by domestic violence, sexual assault, dating violence, and stalking. The recipient will work in close collaboration with OVW staff, TTA providers, evaluation liaisons, and pilot site practitioners to develop reasonable and useful evaluation measures across and within pilot sites. Additionally, the research that OVW will fund through this award will mirror the aims of restorative practices, use mixed methods approaches, and be adaptable and community-specific with strong researcher-practitioner-community partnerships. OVW anticipates issuing the RPPP Evaluation award as a cooperative agreement that will involve multiple junctures at which the recipient will be required to submit detailed plans for OVWs approval before those plans can proceed. The reason for this is that pilot sites have not been identified yet, and an evaluator cannot realistically determine a detailed and comprehensive evaluation approach without information about the pilot sites. Applicants proposals should include recommended check points at which the evaluator and OVW staff will confer before different phases of project activities proceed.

Improve foreign law enforcement ability to better prevent, mitigate, and respond to gender-based violence.

OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, OJJDP seeks to build the capacity of states, state and local courts, units of local government, and federally recognized Tribal governments to implement new and innovative approaches to enhance existing juvenile drug treatment courts (JDTC) and improve outcomes for youth with substance use disorder or co-occurring substance use and mental health disorders, including those with histories of trauma.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) is seeking applications for funding. OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, OJJDP seeks to increase the technological investigative capacity and associated training of Internet Crimes Against Children Task Force personnel nationwide through the development, refinement, and advancement of widely used investigative tools, methods, and technologies that address child pornography (herein referred to as child sexual abuse material - CSAM), exploitation, and sex trafficking.

The OVW Special Tribal Criminal Jurisdiction Grant Program (Tribal Jurisdiction Program) (Assistance Listing # 16.025) supports tribes in their efforts to exercise special Tribal criminal jurisdiction (STCJ) over non-Indians who commit "covered crimes" within the Tribe's jurisdictional boundaries and provides technical assistance for planning and implementing changes in their criminal justice systems necessary to exercise the jurisdiction. "Covered crimes" are: assault of Tribal justice personnel; child violence; dating violence; domestic violence; obstruction of justice; sexual violence; sex trafficking; stalking; and violation of a protection order. The program supports tribes in preparing to exercise or exercising the jurisdiction to ensure that victims find safety and justice and that non-Indians who commit covered crimes within their communities are held accountable.

With this solicitation, OJJDP seeks to build the capacity of state courts, local courts, units of local government, and federally recognized Tribal governments to establish new family treatment courts, enhance existing family treatment courts, or expand family treatment courts at the larger state and county levels. This program furthers the Department;apos;s mission to expand access to evidence-based prevention and treatment by supporting states and communities as they develop and implement effective and coordinated substance use intervention programs.

Gender based violence (GBV) in Guatemala has increased significantly during the pandemic and vulnerable populations including minors are among the victims. The Secretariat Against Sexual Violence, Exploitation, and Trafficking in Persons (SVET) of the Guatemalan Government is the entity with the mandate to ensure the coordination of the prevention, security, justice, welfare, and attention from local authorities to victims and create awareness of these crimes. Cultural awareness and crime prevention in Guatemala have been delegated to the National Civil Police (PNC). However, there are multiple institutions who work with SVET that need to take a more active role in addressing these crimes. The Ministry of Education (MINEDUC) is one of these stakeholders, who has the key responsibility of promoting positive values and addressing these kinds of issues with the next generation of Guatemalans. SVET has interinstitutional agreements between them and both MINEDUC and PNC to coordinate and collaborate in topics related to sexual violence, exploitation, and TIP.Standardize and strengthen SVET, with strong knowledge in sexual crimes, exploitation, trafficking in persons (TIP) and a capable train the trainer program to coordinate all the Government of Guatemala (GoG) institutions to conduct awareness campaigns to combat sexual and GBV by rejecting stereotypes and cultural norms that permit these crimes. In addition, empower SVET to identify and initiate through corresponding authorities investigations against criminal structures engaged in money laundering and human trafficking.

The PACT-CPD program funding is used to provide grants directly to state, local, tribal, and territorial law enforcement agencies for the creation or expansion of crisis intervention teams and to embed mental and behavioral health services with law enforcement agencies so they can better respond to individuals in crisis in the community.

CPD Microgrants funding will provide grants to local, state, tribal, and territorial law enforcement agencies to implement demonstration or pilot projects that offer creative ideas to advance crime fighting, community engagement, problem solving, or organizational changes in support of community policing.

With this solicitation, BJA seeks to support small and rural agencies in their efforts to combat violent crime through the implementation of a comprehensive violent crime reduction strategy. The goal of this program is to increase the capacity of police departments or prosecutors’ offices to fully implement programming and activities that reflect critical elements found in the Violent Crime Reduction Operations Guide or the Prosecutors' Guide to Reducing Violence and Building Safer Communities to combat violent crime.

With this solicitation BJA seeks to provide training and technical assistance (TTA) to state, local, territorial, and tribal law enforcement officials; intelligence analysts; prosecutors; judges; fusion center staff; and other criminal justice entities who prevent, investigate, and respond to crimes that use wireless devices. These crimes are committed using networked computers, handheld devices, and internet technology; some examples include various kinds of theft (financial, identity, etc.), cyberstalking, hijacking accounts on social networking websites, infrastructure intrusions, and hacking (i.e., reconfiguring or reprogramming a system to function in ways not approved by the owner, administrator, or designer).

A. PROGRAM DESCRIPTION The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to provide specialized counter improvised explosive device (C-IED) and explosive ordnance disposal (EOD) trainings and equipment to the Ivorian Force Recherche et d’Assistance de la Police (FRAP) and the United Intervention Gendarmerie Nationale (UIGN). The central Sahel is a global epicenter of terrorism. Countries in the region face an acute threat from violent extremist organizations (VEOs) affiliated with al-Qaida and ISIS operating in the central Sahel. Over the past three years, these VEOs have expanded from the central Sahel into the northern border regions of Coastal West Africa (CWA) littoral state (predominately Benin, Togo, Côte d'Ivoire, and Ghana). The VEO threat in CWA is increasing. According to Armed Conflict Location and Event Data Project (ACLED) data, 2023 recorded the highest number of VEO events in CWA ever (219), peaking in Q4 (65) with the highest quarterly sum ever experienced in the region. VEOs are increasingly utilizing improvised explosive devices (IEDs) to conduct attacks across the region. In Côte d'Ivoire, they have seen a rise in the number of IED events and sophistication of materials used in attacks. This increase is a result of an uptick in illegal and artisanal gold mining which has resulted in heavier explosive materials being trafficked into CDI’s northern border region. With FY23 funding, CT will provide C-IED/EOD training to the CDI national police and the national gendarmerie to increase their capacity to effectively disrupt, degrade, and respond to terrorist activity stemming from the Sahel. Specifically, this program will train law enforcement agents to render safe and disrupt IEDs. Police and Gendarmes slated for this training program will be assigned to EOD cells within each service’s respective intervention unit.

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to improve and strengthen the institutional capacities of the Colombian National Police CNP and the Directorate of Veterans and Inclusive Rehabilitation DIVRI to provide CNP officers and Colombian Military permanently wounded in the course of eradication, drug interdiction, rural security, antiterrorism, and anti-drug trafficking operations; access to vocational assistance. The project should include the design of strategies to access educational scholarships, vocational training, entrepreneurship and/or employment opportunities. The CNP and DIVRI will benefit from the project as the designed strategies will assist in improving their access to career development and employment opportunities.

The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to build the capacity of Somali Police Force (SPF) CT units, including the Joint Investigative Team (JIT) and the Forensic Science Laboratory (FSL) to more fully coordinate on counterterrorism-related police investigations with the National Intelligence and Security Agency (NISA) for the purpose of increased information collection, analysis, and sharing between the units and international partners.

This grant program is designed to offer financial aid to counties in Texas for essential public services, including law enforcement, jail, and court services. It also covers the reimbursement of extraordinary costs associated with the investigation or prosecution of capital murder or crimes motivated by bias or prejudice, as outlined in Article 104.004 of the Code of Criminal Procedure. rojects are considered on a case-by-case basis with preference given to counties seeking reimbursement for costs incurred for the investigation and/or prosecution of capital murder or crimes committed because of bias or prejudice as defined in Article 104.004 of the Texas Code of Criminal Procedure.
