The U.S. Department of States Bureau of Democracy, Human Rights, and Labor (DRL), in coordination with the Bureau of International Narcotic and Law Enforcement Affairs (INL), announces an open competition for organizations interested in submitting applications for a professional development program to strengthen the practical skills and resiliency of anticorruption actors to combat corruption more effectively in Central America.

With this solicitation, BJA seeks to fund four national training and technical assistance (TTA) programs to support law enforcement and criminal justice stakeholders in Task Force Leadership, Operations and Management (Category 1), Specialized Units TTA (Category 2), Crime Gun Intelligence Center TTA (Category 3) and Police Recruiting and Retention Among Underrepresented Groups (Category 4).

With this solicitation, BJA seeks applications for training and technical assistance funding to strengthen and improve the representation of indigent defendants in criminal and indigent respondents in civil cause of action under jurisdiction of Indian tribes. The overall goal is to enhance the operations of tribal justice systems and improve access to those systems by tribal citizens and other individuals.

This grant provides financial support to grassroots organizations led by those directly affected by social and environmental injustices, empowering them to create positive change in their communities.

This grant provides funding to organizations in the Washington, DC metropolitan area that focus on improving community services, education, arts, the environment, and health and wellness for local residents.

With this solicitation, OJJDP seeks to support projects designated for funding in the Consolidated Appropriations Act, 2024 (Public Law No. 11842) to improve the functioning of the criminal justice system, to prevent or combat juvenile delinquency, and to assist victims of crime (other than compensation).

The 2024 ASEAN Reporters Tour is the second iteration of a USASEAN-funded program to build a network and a sense of collective identity among regionally focused journalists from each of the member states of the Association of Southeast Asian Nations, while providing information and insight from important and credible voices on a range of issues. The 2024 program will highlight the positive economic relationship between the United States and ASEAN, with a secondary focus on emerging technologies, including artificial intelligence, cybersecurity, and the digital economy, as well as how the public and private sectors of the United States work with and support ASEAN and its member states. The program should also adhere to DEIA principles in support of the participants and should ensure the same principles are featured as one aspect of the engagements and messaging. With this solicitation, BJA seeks to support the Departments priorities of reducing violent crime and supporting law enforcement officers and prosecutors by: Providing jurisdictions (including rural and tribal) with resources to address unsubmitted sexual assault kits (SAKs) (including partially tested kits) in their custody that have not been submitted to a forensic laboratory for testing with Combined DNA Index System (CODIS)-eligible DNA methodologies. Improving investigations and prosecutions in connection with evidence and cases resulting from the SAK testing process, as well as other violent cold case crimes. Providing sites with resources to collect DNA samples from qualifying individuals who should have a sample in CODIS, but from whom a sample has never been collected or submitted to a laboratory for testing, as well as developing/reforming policies for arrestee collections, if legally permissible in the awardees jurisdiction. In addition to addressing unsubmitted SAKs, the National Sexual Assault Kit Initiative (SAKI) addresses partially tested SAKs, as defined herein, and untested evidence associated with sexually motivated homicides and other violent cold case crimes.

The Legal Foundation of Washington’s (LFW) Native American & Tribal Communities Grant aims to strengthen civil legal aid services for Native and Tribal communities in Washington State. This initiative aligns with LFW's broader mission to support civil legal aid for low-income families. The grant is designed to be culturally responsive, developed in partnership with Kauffman and Associates, a Native and woman-led consulting firm, and includes an application review panel of community experts and ongoing technical assistance to ensure its effectiveness and cultural relevance. LFW funds civil legal aid programs serving low-income families in Washington State, and eligible applicants include Tribal Nations, Tribal agencies, Tribally chartered nonprofits, Native-led nonprofits, nonprofits serving Native American clients, and collaborative proposals among these entities. LFW expects to award 5-10 grants, ranging from $100,000 to $750,000 each, with a total grant size of $500,000 to $1 million. The grant term is three years, from January 1, 2025, to December 31, 2027. The expected outcomes include expanded access to civil legal aid, the implementation of culturally responsive legal practices, and the development of robust, community-driven legal aid infrastructure that addresses the specific needs of Native and Tribal communities in Washington State.
