The Budget Act of 2022 (Senate Bill 178, Skinner) and Government Code section 12100.140 et seq. established an Export Training program within GO-Biz. The program is one-time funding for competitive grants to service providers to develop or scale export training programs and curricula. Respondents to this Request for Proposal (“RFP”) must demonstrate their knowledge, skills, and ability to provide such training. The key purpose of this program is to fund export training programming that supports California small business owners, provides access to export services for underserved businesses, advances immigrant integration and supports immigrant entrepreneurs, and includes training programs in languages other than English wherever possible. Additionally, this program may consider funding export training programs that are aimed at developing an export-capable workforce should there be sufficient program funding. Organizations are strongly encouraged to collaborate on applications and to utilize each other's resources effectively. Program Objectives:• Equip new-to-export businesses with comprehensive knowledge of global markets and essential international trade knowledge.• Provide ongoing assistance to current exporters, aiding them in sustaining and broadening their presence in foreign markets.• Cultivate a fresh cohort of businesses eligible for the California State Trade Expansion Program, preparing for participation in export promotion activities, including trade shows.

Eligible applicants include: • Manufacturers that produce (or will produce) an eligible product.• Waste tire processors that also manufacture an eligible product.• Manufacturers of devulcanized rubber.• Rubber compounders.• Manufacturers of calendered rubber sheeting products.• Manufacturers that produce products on a contract basis for other companies provided they have that other company’s written permission to produce an eligible product and receive the incentive. Eligible products include: • A new or existing product that has not benefited from the Tire-Derived Product Grant Program.• An existing or new/improved product currently manufactured with virgin rubber, plastic or other material which will be produced with a minimum of five percent crumb rubber and may be co-extruded, injected, compounded, calendered or otherwise combined (also known as “feedstock conversion”). This includes compounded rubber and calendered sheet rubber as intermediate products.• An existing or new/improved product currently manufactured with virgin rubber, plastic or other material which will be produced with a minimum of five percent devulcanized crumb rubber and may be co-extruded, injected, calendered or otherwise combined. This includes devulcanized crumb rubber as an intermediate product.• An existing or new/improved product that will use fine (≤50) mesh crumb rubber. Particle size and particle size distribution are determined in accordance with American Society for Testing and Materials (ASTM) D5644 and D5603 and will be verified by CalRecycle or a CalRecycle contractor.

Examples of the types of activities that may be funded under this grant include: Small-Scale Gardening – purchase tools or equipment, soil, seeds, plants, canning equipment, refrigeration, composting equipment, towers, hydroponic and aeroponic farming. Small-Scale Herding and Livestock Operations – purchase animals, buy, erect or repair fencing for livestock. Apiary – bees and bee boxes, education, expanding food markets. Eligibility Criteria  This year’s program is open to: Individuals, including backyard farmers – for the amount set at $5,000 per applicant. Applicants must be Hawai‘i resident, at least 18 years old and head of the household. Those previously granted awards under the MGFSP are ineligible. Organizations that are registered to do business in Hawai‘i, including Native Hawaiian, nonprofits, federally funded educational facilities – for the amount set at $10,000 per applicant. This grant provides financial assistance to local agencies and organizations in California for the construction, operation, and maintenance of facilities that help recreational boaters properly dispose of sewage waste, promoting cleaner waterways and safer boating experiences.

The Boating Infrastructure Grant program is designed to provide infrastructure and services for recreational boats 26 feet or more in length. The purpose of CIG is to stimulate the development and adoption of innovative conservation approaches and technologies in conjunction with agricultural production in the United States and its territories. CIG projects are expected to lead to the transfer of conservation technologies, management systems, and innovative approaches (such as market-based systems) to agricultural producers, into government technical manuals and guides, or to the private sector. CIG generally funds pilot projects, field demonstrations, and on-farm conservation research. On-farm conservation research is defined as an investigation conducted to answer a specific applied conservation question using a statistically valid design while employing farm-scale equipment on farms, ranches or private forest lands. The CIG program is not a NRCS producer financial assistance program. Project outcomes should benefit a region of a state or the entire state and not just benefit one farm. NRCS will prioritize projects that will implement climate-smart agriculture conservation activities which are targeted to assist agricultural producers and nonindustrial private forestland owners in directly improving soil carbon, reducing nitrogen losses, or reducing, capturing, avoiding, or sequestering carbon dioxide, methane, or nitrous oxide emissions, associated with agricultural production. All CIG projects must involve EQIP-eligible producers that meet EQIPs eligibility requirements listed in 7 CFR 1466.6(b)(1) through (3).

The SB 1 Grant Program offers funding to local, regional, and tribal governments for planning and implementing projects to adapt to sea level rise and climate change impacts, with additional technical assistance available for those representing Environmental Justice communities.

The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $1 million in California State General Funds for the Evaluation and Technical Assistance (ETA) for the Displaced Oil and Gas Worker Fund (DOGWF). The DOGWF ETA PY 23-24 awardee will be responsible for providing evaluation and technical assistance for DOGWF PY 23-24 program awardees as they pioneer initiatives that guide displaced oil and gas workers into new jobs and career trajectories by extending beyond singular sectors, committed to securing stable, well-compensated, and gratifying roles for these workers across diverse industries. The DOGWF ETA PY 23-24 grant aims to enhance the effectiveness and sustainability of DOGWF projects. The initiative seeks to fund an organization with expertise in assessing program and operational capacity, facilitating Communities of Practice (CoPs), conducting a developmental evaluation for continuous learning and improvement, and addressing the needs of displaced workers impacted by energy sector shifts for future policy and program planning. Priorities Project proposals should address as many of these program priorities as possible: Directly Enhance Entanglement Response Enhance entanglement responses that benefit cetaceans in Southern California. Types of direct response activities could include, but are not limited to: Participate in, and/or lead, entanglement responses in Southern California Participate in, and/or lead, entanglement responses beyond Southern California that benefit cetaceans in Southern California Coordinate with federal, state and local resource agencies This project will work closely with federal, state and local resource agencies to enhance coordination of the overall West Coast Marine Mammal Entanglement Response Program (Program), with a primary focus of benefitting cetaceans in Southern California.  Train and develop volunteer response capacity Efforts to train and develop volunteer response capacity throughout the West Coast have been limited. In addition, the relatively low number of high-level trained responders on the West Coast make it difficult to generate effective responses that may include detailed documentation of entanglement events, as well as disentanglement efforts.  Build capacity and infrastructure Proposals should outline how these activities will contribute to the development of the overall capacity and infrastructure of the Program. Funding Information An estimated $250,000 will be available through this solicitation for a Phase 1 project award, which is anticipated to last 1–2 years.  Geographic Focus The priority geographic focus is Southern California, and – in particular for responding to entangled cetaceans – the coastlines off Santa Barbara, Ventura, Los Angeles and Orange Counties Applicants do not need to be primarily based in the Southern California area if they can provide assurance that they can effectively perform entanglement response and capacity building activities in Southern California. Project proposals may include additional activities outside of the priority geographic focus if they relate to the health and protection of individual cetaceans that may occur in southern California at some point during their life.
