Systems Change grants are intended for organizations that work to influence and guide change in structural factors and related systemic/ policy issues that have created, reinforced, or exacerbated poverty in South Carolina. The goals and strategies of the organization are long-term and based on extensive research, planning, evaluation, continuous learning and integration of diverse perspectives. Clear evidence exists that the organization has immersed itself in understanding what is holding the structural problem in place before tackling the problem. Examples of nonprofits that are funded for these grants are: organizations conducting research that can undergird systems-level change; organizations informing government policy that will result in more effective and equitable practices for people experiencing poverty in South Carolina; and/or organizations engaging in advocacy and/or collaborative work to create innovative solutions that propel systems change, addressing structural issues that currently affect the health, safety, and/or economic mobility for people experiencing poverty. This funding opportunity provides financial assistance to local governments, state agencies, and eligible nonprofits in areas affected by wildfires to implement measures that reduce future wildfire risks and enhance community resilience.

Under the Infrastructure Investment and Jobs Act ("IIJA"), the Department of Energy (DOE) provides formula grants to states and Indian Tribes for projects aimed at improving the resilience of the electric grid against disruptions caused by extreme weather, wildfires, or natural disasters. The Texas Division of Emergency Management (TDEM) manages the application process, expense reviews, and reimbursements for eligible entities, with funding provided on a reimbursement basis. The program partners with the Public Utility Commission of Texas (PUC) and the Texas Commission on Environmental Quality (TCEQ) to establish program objectives and metrics for resilience investments. The DOE will allocate $459 million annually over five years, with Texas expecting approximately $150 million. Eligible entities include electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers, and fuel suppliers. Preferred resilience measures include weatherization technologies, fire-resistant technologies, monitoring and control technologies, vegetation management, and adaptive protection technologies. Uses of Grant Funds Grants will be made to support direct service staff positions at eligible legal services providers, including attorneys, paralegals and/or pro bono coordinators, and social/caseworkers that are performing duties directly supporting to the civil legal services being delivered by direct service staff. Grant funds can be used to pay for salaries, benefits, and limited overhead costs (10%) directly related to supporting the position.  The applicant must demonstrate how the proposed staff position will help the organization provide efficient and effective legal assistance to persons in one or both of the priority areas. Eligibility Criteria In the Civil Legal Assistance category, the IEJF will only consider applications from Illinois-based not-for-profit organizations that: Serve persons in one or both of the two priority areas listed above (Legal Assistance to Families in Crisis and Legal Assistance to Older Illinoisans). Have been in continuous operation for at least two years prior to the date the application is submitted to the IEJF. Have received and expended at least $200,000 for the provision of civil legal assistance to low-income persons in its most recently completed fiscal year. Employ four or more full-time, licensed attorneys who provide civil legal assistance to low-income persons at the time the application is submitted to the IEJF; or have provided legal representation to at least 200 low-income persons through the services of pro bono attorneys in their most recently completed fiscal year.
