The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals to rethink and accelerate distributed additive manufacturing of critical structural parts. Structures Uniquely Resolved to Guarantee Endurance (SURGE) will develop methods to predict part life directly from data collected during additive manufacturing (AM) in a way that is transferable across disparate machines, materials, locations, and geometries. Research will merge in-situ sensing technologies, process modeling, and microstructure-based fatigue life methods to quantify the useful life of manufactured hardware. Predictions will be backed by extensive experimental validation demonstrating a new paradigm for efficient part qualification. Proposed research must investigate innovative approaches that enable revolutionary advances in distributed AM capability. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.

With this solicitation, NIJ seeks applications for funding of rigorous, independent evaluation projects funded under the OJP Community-Based Violence Intervention and Prevention Initiative (CVIPI). This solicitation includes two funding categories: 1) Evaluation research of programmatic sites funded under the OJP FY23 and FY24 CVIPI solicitations; and 2) evaluation research of other community-violence programs.

The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the following technical area: intravascular gas-exchange and trauma resuscitation through a single intravascular cannula. Proposed research should investigate innovative approaches that enable revolutionary advances which would develop the necessary device(s) to enable management of a polytrauma patient through a single intravascular access without the thrombotic complications associated with extracorporeal membrane oxygenation. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.

With this solicitation, NIJ seeks research partnership proposals that meet the needs and missions of local justice and service provider entities including police, corrections, courts, victim services, forensic science service providers, and community safety and adult and juvenile justice entities and the communities they serve. These partnerships should apply a data-driven, problem-solving approach to challenges prioritized by agency partners; identify actionable and measurable responses; implement changes; and employ an action research evaluation approach to assessing the impact of interventions on desired outcomes that emphasizes scientific rigor and meaningful stakeholder engagement. These partnerships should also focus on developing the entitys capacity to adopt data-driven, problem-solving approaches to sustain effective practices and ongoing improvement in relevant safety and justice outcomes.

The purpose of the Disability and Rehabilitation Research Projects (DRRP) is to plan and conduct research, demonstration projects, training, and related activities, including international activities, to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with disabilities who have the greatest support needs, and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). Under this particular DRRP priority, the grantee must conduct research toward maternal health services or interventions to improve pregnancy outcomes among women with long-term disabilities. NIDILRR plans to make one award under this opportunity in FY 2024. The grant will have a 60-month project period, with five 12-month budget periods.

Under this particular DRRP funding opportunity, applicants must propose to (1) conduct research on the air travel experiences and outcomes of people with disabilities; (2) conduct research on practices, policies, and systems that shape air travel experiences and outcomes among people with disabilities; and (3) conduct knowledge translation activities to promote air travel accessibility and positive air travel experiences and outcomes among people with disabilities. The grant will have a 60-month project period, with five 12-month budget periods.

The National Sea Grant Office (NSGO) has announced the FY24 American Lobster Research Program to support projects that advance the scientific understanding of the American Lobster fishery and aid the resilience of fishing communities against environmental changes and economic uncertainties. Approximately $2 million in federal funds is expected to be available in FY2024, with individual awards capped at $600,000 for projects lasting one to two years. Applicants are required to provide a 50% non-federal match. Eligible projects must occur within the U.S. or its territories and waterways. This opportunity encourages projects involving partnerships across industry, state agencies, academia, and community members to address the fishery's complexities, including its ecological and economic aspects. Grant renewed every year.

With this solicitation, NIJ seeks proposals for rigorous research and evaluation projects that inform policy and practice in the field of youth justice and delinquency prevention. Specifically, this solicitation seeks proposals for studies that advance knowledge and understanding in the following two categories: 1. Youth Justice Reinvestment Studies which evaluate the effectiveness, including cost-effectiveness, of youth justice system reforms and subsequent reinvestments into programs that serve youth in their communities. 2. Prevention and Intervention Program Effectiveness Studies which evaluate the effectiveness of school and community-based prevention and intervention programs.

This grant provides funding for innovative research projects aimed at improving the diagnosis and treatment of health conditions related to the September 11 attacks, specifically targeting first responders and survivors affected by these events.

The Energy Code Adoption & Enforcement Grant Program is designed to assist local governments in Colorado with the adoption, implementation, and enforcement of the 2021 International Energy Conservation Code (IECC) or an equivalent code, the state's model electric ready and solar ready code, and the model low energy and carbon code to be developed, or an equivalent code. Authorized by House Bill 22-1362, the Colorado Energy Office aims to provide financial assistance in the form of grants to support local governments in adopting new minimum energy codes and training local governments and the building industry on compliance with these codes. The total funding amount available under this program will not exceed $2 million. The program does not have a statutory termination date and will remain open for quarterly funding rounds until all funding is expended. Eligible applicants include local governments or partnerships of local governments, as well as councils of governments or non-profit organizations applying on behalf of local governments. The grant program encourages the adoption and enforcement of energy codes that meet or exceed the State of Colorado’s requirements, aiming for energy efficiency and greenhouse gas emissions reductions. The application deadline for the third round is March 1, 2024, with future rounds to be announced.

The Automated Permit Processing for Solar (APPS) grant program is designed to support local and tribal governments in implementing automated online solar permitting software, such as SolarAPP+ or Symbium. This innovative software streamlines the solar permitting process by instantly verifying the code compliance of solar systems and issuing permits. By reducing staff processing time, the APPS program aims to enhance the efficiency of solar installations, allowing Coloradans to quickly benefit from their rooftop solar investments. The program has allocated a total of $1 million in grants, available on a first-come, first-serve basis, with no matching requirement from recipients. The grant covers various costs associated with adopting automated permitting software, including in-house staff time, training, IT or consultant services, and maintenance or subscription costs for up to three years. The application period opens on April 2, 2024, and closes on June 4, 2024, with program funding available until June 30, 2028, or until expended.

With this solicitation, NIJ seeks rigorous, applied evaluative research on: (1) police training; (2) police accountability policies and practices; (3) investigative practices to enhance clearance rates; and (4) police officer health and wellness programs. Successful applicants should propose the most rigorous design to answer their proposed research questions. NIJ will consider research designs that include qualitative, quantitative, and mixed methods designs. Randomized controlled trials (RCTs) and strong quasi-experimental designs are required for proposals to conduct outcome evaluations. NIJ will give special consideration to proposals with methods that include meaningful engagement with the people closest to the subject of study, including practitioners as well as community members representing crime victims, people under criminal justice supervision, and members of high-crime communities. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with juvenile justice, criminal justice or other agencies should include a strong letter of support, signed by an appropriate decisionmaking authority from each proposed, partnering agency. A letter of support should include the partnering agency’s acknowledgment that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. Applicants and their potential partners are encouraged to review NIJ’s data archiving guidance. If selected for an award, grantees will be expected to have a formal agreement in place with partnering agencies by January 1, 2025. That formal agreement must include a provision to meet the data archiving requirements of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. Special consideration will be given to proposals that dedicate at least 15% of the requested project award funding toward implementing such strategies, as demonstrated in the “Budget Worksheet and Budget Narrative.” In the case of partnerships that will involve the use of federal award funds by multiple partnering agencies to carry out the proposed project, only one entity/partnering agency may be the applicant (as is the case with any application submitted in response to this solicitation); any Page 8 O-NIJ-2024-172011 others must be proposed as subrecipients. This grant provides financial support to tax-exempt organizations and public entities in the Nebraska Panhandle and Eastern Wyoming for community projects, scholarships, and initiatives that address local needs.

Inflation Reduction Act Funding for Advanced Biofuels Bioenergy Technologies Offices 2024 Systems Development and Integration (SDI) FOA is funded by the Inflation Reduction Act (IRA) of 2022. IRA Section 60108(b) authorized $10 million to the Environmental Protection Agency (EPA) for new grants to industry in advanced biofuels. EPA and DOE entered an Interagency Agreement to transfer the funds to DOE and allow DOE to manage a FOA with substantial involvement from EPA. The FOAs topic areas are of mutual interest for both the EPAs priority in the Renewable Fuel Standard (RFS) program and DOE BETOs priority in the Sustainable Aviation Fuel (SAF) Grand Challenge as well as SDIs priority in supporting four demonstration-scale integrated biorefineries by 2030. For both topic areas, the application must discuss how the proposed technology would meet the RFS definition of advanced biofuel, which means using allowable feedstocks, producing allowable fuel types, and with lifecycle greenhouse gas emissions reductions of at least 50% compared to petroleum base baseline.

With this solicitation, NIJ seeks to fund proposals for rigorous research and evaluation projects examining the impact of court and other criminal justice tools, practices, and policies on the administration of justice and public safety in state, local, and tribal jurisdictions. In FY2024, the solicitation is focused on four research priorities and their impact on charging, case flow, outcomes, and other prosecution functions: 1) advance prosecution practice and resource management; 2) promote fair prosecution and impartial administration of justice; 3) build prosecution data resources, research capacity, and transparency; and 4) enhance the prosecution workforce and court workgroup.

With this solicitation, NIJ, in collaboration with the Bureau of Justice Assistance, seeks applications for funding rigorous research and evaluation projects to fill knowledge gaps in two topical areas: 1) studies on the root causes and consequences of school violence and 2) examinations of the impact and effectiveness of awards made for purposes authorized under the STOP School Violence Act. With this solicitation, NIJ seeks proposals for rigorous applied research and evaluative studies on innovations, initiatives, and strategies in both institutional and community corrections. This program furthers DOJs mission to uphold the rule of law, to keep our country safe, and to protect civil rights.

Scientific observations, experiments, and simulations are producing data at rates beyond our capacity to store, analyze, stream, and archive the data in raw form. Of necessity, many research groups have already begun reducing the size of their data sets via techniques such as compression, reduced order models, experiment-specific triggers, filtering, and feature extraction. Once reduced in size, transporting, storing, and analyzing the data is still a considerable challenge a reality that motivates SCs Integrated Research Infrastructure (IRI) program [1] and necessitates further innovation in data-reduction methods. These further efforts should continue to increase the level of mathematical rigor in scientific data reduction to ensure that scientifically-relevant constraints on quantities of interest are satisfied, that methods can be integrated into scientific workflows, and that methods are implemented in a manner that inspires trust that the desired information is preserved. Moreover, as the scientific community continues to drive innovation in artificial intelligence (AI), important opportunities to apply AI methods to the challenges of scientific data reduction and apply data-reduction techniques to enable scientific AI, continue to present themselves [2-4].The drivers for data reduction techniques constitute a broad and diverse set of scientific disciplines that cover every aspect of the DOE scientific mission. An incomplete list includes light sources, accelerators, radio astronomy, cosmology, fusion, climate, materials, combustion, the power grid, and genomics, all of which have either observatories, experimental facilities, or simulation needs that produce unwieldy amounts of raw data. ASCR is interested in algorithms, techniques, and workflows that can reduce the volume of such data, and that have the potential to be broadly applied to more than one application. Applicants who submit a pre-application that focuses on a single science application may be discouraged from submitting a full proposal.Accordingly, a virtual DOE workshop entitled Data Reduction for Science was held in January of 2021, resulting in a brochure [5] detailing four priority research directions (PRDs) identified during the workshop. These PRDs are (1) effective algorithms and tools that can be trusted by scientists for accuracy and efficiency, (2) progressive reduction algorithms that enable data to be prioritized for efficient streaming, (3) algorithms which can preserve information in features and quantities of interest with quantified uncertainty, and (4) mapping techniques to new architectures and use cases. For additional background, see [6-9].The principal focus of this FOA is to support applied mathematics and computer science approaches that address one or more of the identified PRDs. Research proposed may involve methods primarily applicable to high-performance computing, to scientific edge computing, or anywhere scientific data must be collected or processed. Significant innovations will be required in the development of effective paradigms and approaches for realizing the full potential of data reduction for science. Proposed research should not focus only on particular data sets from specific applications, but rather on creating the body of knowledge and understanding that will inform future scientific advances. Consequently, the funding from this FOA is not intended to incrementally extend current research in the area of the proposed project. Rather, the proposed projects must reflect viable strategies toward the potential solution of challenging problems in data reduction for science. It is expected that the proposed projects will significantly benefit from the exploration of innovative ideas or from the development of unconventional approaches. Proposed approaches may include innovative research with one or more key characteristics, such as compression, reduced order models, experiment-specific triggers, filtering, and feature extraction, and may focus on cross-cutting concepts such as artificial intelligence or trust. Preference may be given to pre-applications that include reduction estimates for at least two science applications.
