The "Development of Fiscal Year 2025 Commercial Vehicle Safety Plans to Support National Safety Goals" grant is a federal funding program aimed at improving commercial vehicle safety by reducing crashes, enhancing inspections and enforcement, and promoting public education, with states required to submit comprehensive safety plans that align with national safety goals and address key areas like work zone safety, human trafficking, and drug interdiction.

The Department of Transportation (DOT), Federal Aviation Administration (FAA) announces the opportunity to apply for $20 million in FY 2025 Airport Infrastructure Grant funds for the FCT competitive grant program, made available under the Infrastructure Investment and Jobs Act of 2021 (IIJA), Pub. L. 117-58, herein referred to as the Bipartisan Infrastructure Law (BIL). The purpose of the FCT competitive grant program is to make annual grants available to eligible airports for airport-owned airport traffic control tower (ATCT) projects that address the aging infrastructure of the nations airports. The FAA will consider ATCT projects that sustain, construct, repair, improve, rehabilitate, modernize, replace, or relocate non-approach control towers; or acquire and install air traffic control, communications, and related equipment to be used in those towers; or construct a remote tower certified by the FAA including acquisition and installation of air traffic control, communications, or related equipment. In addition, FT grants will align with DOTs Strategic Framework FY2022-2026 at https://www.transportation.gov/administrations/office-policy/fy2022-2026-strategic-framework. The FY 2025 FCT will be implemented consistent with law and in alignment with the priorities in Executive Order 14052, Implementation of the Infrastructure Investments and Jobs Act (86 FR 64355), which are to invest efficiently and equitably; promote the competitiveness of the U.S. economy; improve job opportunities by focusing on high labor standards; strengthen infrastructure resilience to all hazards including climate change; and to effectively coordinate with State, local, Tribal, and territorial government partners.

The Pilot Program for TOD Planning helps support FTAs mission of improving public transportation for Americas communities by providing funding to local communities to integrate land use and transportation planning around a new fixed guideway or core capacity improvement project. Per statute, any comprehensive or site-specific planning funded through the program must examine ways to improve economic development and ridership, foster multimodal connectivity and accessibility, improve transit access for pedestrian and bicycle traffic, engage the private sector, identify infrastructure needs, and enable mixed-use development near transit stations.

The purpose of the R Program is to provide grants for Initiating, Restoring, or Enhancing Intercity Rail Passenger Transportation operations.

The FY 2023–2024 Railroad Crossing Elimination (RCE) Program aims to enhance the safety and mobility of people and goods by funding projects that improve highway-rail or pathway-rail grade crossings. These projects reduce risks associated with railroad operations, decrease delays caused by blocked crossings, and improve overall infrastructure, particularly for underserved communities. Eligible projects include grade separations, track relocation, protective device installations, and other measures that directly enhance safety at crossings. The program also supports planning, environmental studies, and final design efforts. Applicants eligible for this program include state and local governments, federally recognized tribes, and public port authorities. Applications must be submitted by September 23, 2024, and will be reviewed based on their contribution to safety, equity, sustainability, and workforce development. Up to $1,148,809,580 in funding is available, sourced from the Infrastructure Investment and Jobs Act.

The Federal Transit Administration (FTA) announces the opportunity to apply for a total of $1,936,000 in Fiscal Year (FY) 2023 Public Transportation Innovation funds in competitive cooperative agreement awards for projects that enhance mobility innovations for transit. Funds will be awarded for projects that advance emerging technologies, strategies, and innovations in traveler-centered mobility in two distinct areas. Of the total available funds, $968,000 is available for projects to accelerate innovations that improve mobility and enhance the rider experience with a focus on innovative service delivery models, creative financing, novel partnerships, and integrated payment solutions. Another $968,000 is available for projects to develop software solutions that facilitate the provision of integrated demand-response public transportation service that dispatches public transportation fleet vehicles through riders mobile devices or other means.

The purpose of this NOFO is to solicit applications for the National Culvert Removal, Replacement, and Restoration Grant Program. The program is referred to in this NOFO as the Culvert Aquatic Organism Passage (AOP) Program. This NOFO establishes a multi-year funding opportunity for applicants to submit projects for the remaining available amount of funds provided to the Culvert AOP Program in division J of Title VIII of the Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law or BIL), covering funds available for FY 2023 through FY 2026. This NOFO will result in the distribution of up to $784 million along with any unobligated funds from FY 2022, with at least $196 million distributed for each of FYs 2023 through 2026. Goals and Objective The primary objective of the Culvert AOP Program is to meaningfully improve or restore anadromous fish passage through the replacement, removal, or repair of culverts or weirs, which may include infrastructure to facilitate fish passage around or over the weir and weir improvements. With respect to weirs, projects may include infrastructure to facilitate fish passage around or over the weir and weir improvements. A weir is a constructed barrier on a stream channel designed to provide hydraulic control without completely stopping flow or creating a large storage impoundment. A dam is not a weir for the purposes of this program. Funding Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021), also known as the Bipartisan Infrastructure Law, provides $200 million annually for FY 2022-2026. DOT intends to use $4 million annually to pay the administrative expenses necessary to carry out the program, in accordance with 49 U.S.C. 6703(h), leaving $196 million available annually, along with any unused funds from previous FYs, including FY 2022. This notice details the application requirements and procedures to obtain grant funding for projects on the Northeast Corridor (NEC) under the Federal-State Partnership for Intercity Passenger Rail Program for Fiscal Year 2024. The program aims to reduce the State of Good Repair backlog, improve performance, or expand or establish new intercity passenger rail service. Eligible applicants include states, groups of states, interstate compacts, public agencies, political subdivisions, Amtrak, federally recognized Indian tribes, and combinations of these entities. The total funding available is $2,034,420,932, and applications are due by July 15, 2024. The projects must be listed in the 2024 Northeast Corridor Project Inventory and comply with the selection and evaluation criteria outlined in the notice.

The United States Marine Highway Program (USMHP), codified at 46 U.S.C. 55601, was originally established by Section 1121 of the Energy Independence and Security Act of 2007 to reduce landside congestion through the designation of Marine Highway Routes. The USMHP statute authorizes the U.S. Department of Transportation (Department or DOT) to make grants to implement Projects or components of Projects that 1) provide a coordinated and capable alternative to landside transportation; mitigate or relieve landside congestion; promote Marine Highway Transportation; or use vessels documented under 46 U.S.C. chapter 121; and 2) develop, expand, or promote Marine Highway Transportation or shipper use of Marine Highway Transportation.

The Federal Transit Administration (FTA) announces the opportunity to apply for $216 million in competitive grants under the Fiscal Year (FY) 2024 Ferry Service for Rural Communities Program (FSRC) (Federal Assistance Listing #20.532). FSRC makes funding available competitively to assist in the financing of capital, planning, and operating assistance for eligible ferry services. This is a joint Notice of Funding Opportunity (NOFO) and announces the availability of FY 2024 funding for the Passenger Ferry Grant Program (Passenger Ferry Program), Electric or Low-Emitting Ferry Pilot Program (LowNo Ferry Program), and Ferry Service for Rural Communities Program (Rural Ferry Program). All programs can be found under Federal Assistance Listing: 20.532. Federal public transportation law (49 U.S.C. 5307(h)) authorizes FTA to award grants for passenger ferries through a competitive process. The Passenger Ferry Program provides funding to designated recipients and direct recipients under FTA’s Urbanized Area Formula Program, as well as public entities engaged in providing public transportation passenger ferry service in urban areas that are eligible to be direct recipients. Projects funded under the program will improve the condition and quality of existing passenger ferry services, support the establishment of new passenger ferry services, and repair and modernize ferry boats, terminals, and related facilities and equipment. Section 71102 of the Infrastructure Investment and Jobs Act (also called the ‘‘Bipartisan Infrastructure Law’’ or ‘‘BIL’’) (Pub. L. 117–58) authorizes FTA to award grants for electric or lowemitting ferries through a competitive process, as described in this notice. The Low-No Ferry Program is available to any eligible designated or direct recipient of FTA’s Urbanized Area Formula Program or Formula Grants for Rural Areas funding, including States (including territories and Washington, DC), local governmental authorities, and tribal governments. Grants will be awarded under this program for the purchase of electric or low-emitting ferries, the electrification of or other reduction of emissions from existing ferries, and related charging or other fueling infrastructure (for which the applicants will maintain satisfactory continuing control) to reduce emissions or produce zero onboard emissions under normal operation. Section 71103 of the BIL authorizes FTA to award grants for the Rural Ferry Program through a competitive process, as described in this notice. The Rural Ferry Program provides funding for capital, operating, and planning expenses to States and territories for ferry service to rural areas. Applicants to this program are required to have operated ferry public transportation service on a regular schedule at any time during the five-year period from March 1, 2015, to March 1, 2020, and operated at least one route segment of more than 50 sailing (nautical) miles between two rural areas. The Department seeks to fund projects that advance the Departmental priorities of safety, equity, climate and sustainability, workforce development, job quality, and wealth creation as described in the USDOT Strategic Plan, Research, Development and Technology Strategic Plan, and in executive orders.1

The Federal Transit Administration (FTA) announces the opportunity to apply for $51 million in competitive grants under the Fiscal Year (FY) 2024 Passenger Ferry Grant Program (PFG) (Federal Assistance Listing #20.532). Of that amount, $5 million is available only for low or zero-emission ferries or ferries using electric battery or fuel cell components and the infrastructure to support such ferries. As required by Federal public transportation law, funds will be awarded competitively to designated recipients or eligible direct recipients of Urbanized Area Formula funds to support capital projects to improve existing passenger ferry service, establish new ferry service, and repair and modernize ferry boats, terminals, and related facilities and equipment.

The Federal Transit Administration (FTA) announces the opportunity to apply for $49 million in competitive grants under the Fiscal Year (FY) 2024 Electric or Low-Emitting Ferry Pilot Program (ELEF) (Federal Assistance Listing #20.532). The Federal Highway Administrations (FHWA) Accelerated Implementation and Deployment of Pavement Technologies (AIDPT) Program was established more than a decade ago under the Moving Ahead for Progress in 21st Century Act (Pub. L. 112-141). Since that time, the program has continued under Fixing Americas Surface Transportation Act (Pub. L. 114-94) and the Bipartisan Infrastructure Law (Pub. L. 117-58). This program funds projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail. The Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program is authorized under 49 U.S.C. 22907. The purpose of the CRISI Program is to invest in a wide range of projects within the United States to improve railroad safety, efficiency, and reliability; mitigate congestion at both intercity passenger rail and freight rail chokepoints to support more efficient travel and goods movement; enhance multi-modal connections; and lead to new or substantially improved Intercity Passenger Rail Transportation corridors. This funding opportunity provides financial support to state and local governments, tribal entities, and planning organizations for bridge replacement, rehabilitation, and planning projects to improve transportation infrastructure across the nation.

The purpose of this NOFO is to solicit applications for Guardrail Safety Training program that will result in the award of one (1) cooperative agreement award and the distribution of up to $500,000.00 in Federal funding over the life of the project.
