The Illinois Department of Commerce and Economic Opportunity issues a Notice of Funding Opportunity to establish an incentive grant program to attract new out of state events to Illinois when competing with other destinations. Performance goals include hotel room nights booked, economic impact, and attraction or retention of events that would not otherwise occur in Illinois. Eligible applicants include units of local government, local promotion groups, not for profit organizations, for profit organizations, and convention center authorities. Entities must be registered in the stateโ€™s GATA grantee portal with valid identifiers, good standing, and absence from exclusion lists. Awards will range from 50,000 to 5,000,000 dollars from a total expected pool of 15,000,000 dollars. The period of performance is expected to run from January 25, 2024 through January 31, 2029. Applications are due May 1, 2024 through the departmentโ€™s process. Proposals should document public benefit and compliance with eligibility and performance measures. NOFO Overview The purpose of this Notice of Funding Opportunity (NOFO or notice) is to solicit applications for FHWAs Strategic Innovation for Revenue Collection (SIRC) Program for Fiscal Years (FY) 2022 2024. Applications for FY 2022 2023 and FY 2024 funds will have two separate submission deadlines in 2024. The specific deadlines for each award cycle will be posted as an attachment to this multi-year NOFO via Grants.gov. The SIRC Program is authorized in Section 13001 of the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (IIJA) (Pub. L. 117-58). Based on the amounts authorized under the BIL, the anticipated funding available for discretionary grants each fiscal year between FY 2022 and 2024 will be $15,000,000 ($30 million for FY 2022 2023 and $15 million for FY 2024), subject to the availability of funds and obligation limitation. This is the first announcement of this funding opportunity and is not a follow-on notice. The STSFA was repealed by Section 13001(f) of BIL.
