This Notice of Funding Opportunity (NOFO) solicits R01 grant applications that propose independent research projects that are within the scientific mission areas of the National Institute on Deafness and Other Communication Disorders (NIDCD). The purpose of this NOFO is to solicit applications for the National Culvert Removal, Replacement, and Restoration Grant Program. The program is referred to in this NOFO as the Culvert Aquatic Organism Passage (AOP) Program. This NOFO establishes a multi-year funding opportunity for applicants to submit projects for the remaining available amount of funds provided to the Culvert AOP Program in division J of Title VIII of the Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law or BIL), covering funds available for FY 2023 through FY 2026. Please refer below and to the full text of the NOFO for information about the opening dates and deadlines for each fiscal year of Culvert AOP funding. This NOFO will result in the distribution of up to $784 million along with any unobligated funds from FY 2022, with at least $196 million distributed for each of FYs 2023 through 2026. The actual amount available to be awarded under this NOFO will be subject to the availability of funds. Goals and Objective The primary objective of the Culvert AOP Program is to meaningfully improve or restore anadromous fish passage through the replacement, removal, or repair of culverts or weirs, which may include infrastructure to facilitate fish passage around or over the weir and weir improvements. Eligible Applicants States, units of local government, and Indian Tribes. Eligible Project Types Culverts and Weirs having a transportation nexus and posing barriers to anadromous fish. With respect to weirs, projects may include infrastructure to facilitate fish passage around or over the weir and weir improvements. A weir is a constructed barrier on a stream channel designed to provide hydraulic control without completely stopping flow or creating a large storage impoundment. A dam is not a weir for the purposes of this program. Funding Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021), also known as the Bipartisan Infrastructure Law, provides $200 million annually for FY 2022-2026. DOT intends to use $4 million annually to pay the administrative expenses necessary to carry out the program, in accordance with 49 U.S.C. 6703(h), leaving $196 million available annually, along with any unused funds from previous FYs, including FY 2022. Applications should address overarching principles of circuit function in the context of specific neural systems underlying sensation, perception, emotion, motivation, cognition, decision-making, motor control, communication, or homeostasis. Applications should incorporate theory-/model-driven experimental design and should offer predictive models as deliverables. Applications should seek to understand circuits of the central nervous system by systematically controlling stimuli and/or behavior while actively recording and/or manipulating relevant dynamic patterns of neural activity and by measuring the resulting behaviors and/or perceptions. Applications are expected to employ approaches guided by specified theoretical constructs, and are encouraged to employ quantitative, mechanistic models where appropriate. Applications will be required to manage their data and analysis methods in a prototype framework that will be developed and used in the proposed U19 project and exchanged with other U19 awardees for further refinement and development. Model systems, including the possibility of multiple species ranging from invertebrates to humans, can be employed and should be appropriately justified. Budgets should be commensurate with multi-component teams of research expertise including neurobiologists, statisticians, physicists, mathematicians, engineers, computer scientists, and data scientists, as appropriate - that seek to cross boundaries of interdisciplinary collaboration.

NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with juvenile justice, criminal justice, or other agencies should include a strong letter of support, signed by an appropriate decisionmaking authority from each proposed, partnering agency. A letter of support should include the partnering agency’s acknowledgment that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. Applicants and their potential partners are encouraged to review NIJ’s data archiving guidance. If selected for an award, grantees will be expected to have a formal agreement in place with partnering agencies by January 1, 2025. That formal agreement must include a provision to meet the data archiving requirements of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. Special consideration will be given to proposals that dedicate at least 15% of the requested project award funding toward implementing such strategies, as demonstrated in the “Budget Worksheet and Budget Narrative.” In the case of partnerships that will involve the use of federal award funds by multiple partnering agencies to carry out the proposed project, only one entity/partnering agency may be the applicant (as is the case with any application submitted in response to this solicitation); any others must be proposed as subrecipients. The applicant is expected to conduct the preponderance of the work proposed.
