The purpose of this Funding Opportunity Announcement (FOA) is to encourage grant applications for investigator-initiated efficacy clinical trials to the National Institute of Neurological Disorders and Stroke (NINDS). The trials must address questions within the mission and research interests of the NINDS and may evaluate drugs, biologics, and devices, as well as surgical, behavioral and rehabilitation therapies. The FY24 RCRP RCDA supports the development of clinical or preclinical data sets and research resources that advance the field of rare cancers research and ultimately improve outcomes for individuals with rare cancers. Major gaps in patient care of rare cancers include lack of communication and dissemination strategies for rare cancers research and clinical findings within communities; lack of therapeutics and mechanistic studies to inform treatment development; lack of research and clinical resources, including patient tissues, cell, and tumor models; and lack of infrastructure for sharing data and other resources.The intent of this funding opportunity is to develop research platforms that can share resources and knowledge pertaining to available preclinical or clinical research models, molecular pathways, and therapeutic approaches to facilitate collaboration and information sharing among stakeholders such as researchers, patients, caregivers, clinicians, and other members of the rare cancers community.Clinical or preclinical datasets should strive to integrate or develop the following research resources. This list is not all-inclusive: Building and sharing rare tumor biospecimen repository with clinical annotation Databases/banks for centralizing and sharing data for patient registries that can be accessed globally Centralizing and sharing research models and molecular data related to genomics/ transcriptomics/immune profiling/proteomics/metabolomics/methylomics/bioinformatics Generating a data/reagent/model exchange program where researchers can list resources that they are willing to share and are tagged with indications that may be relevant Platform to enable or leverage longitudinal studies of disease natural history and treatment response Development of novel methods and systems for collection, sharing, and analysis of data or biospecimensApplicants should include a well-formulated project design based on a strong scientific rationale and clearly articulate how the proposed resource platform or community development addresses an unmet need in rare cancers research. Applicants should explain the advantage of their approach to developing resources or community versus standard methodologies, techniques, or scopes. A clear plan for collaboration and data sharing needs to be demonstrated. It is critical to demonstrate how the outcome of the proposed project can benefit type(s) or sub-type(s) of rare cancers. It is encouraged for the research platform/resource to have an effect on multiple types or sub-types of rare cancers.Key Elements of the Resource and Community Development Award are as follows: Impact: Outcomes of the RCDA must have potential for major impact on an unmet need in rare cancers research. Patient Advocate Partnership: Applications to the RCDA funding opportunity are required to include patient advocates who are involved with patient advocacy organization(s). The research team must include at least two rare cancers patient advocates who will be early and integral partners throughout the planning and implementation of the research project. Patient advocates should be involved in the development of the research question, project design, oversight, and evaluation, as well as other significant aspects of the proposed project. Interactions with other team members should be well integrated and ongoing, and not limited to attending seminars and semi-annual meetings. The patient advocates must be individuals who have been directly impacted by a rare cancer either by being diagnosed themselves or as a caretaker/family member of a patient, and they should be active in a cancer advocacy organization or within a support group focused on their rare cancer. Their role should be focused on providing objective input on the research and its potential impact for individuals with or at risk for a rare cancer. The patient advocates should have a high level of understanding of current rare cancers research. Preliminary Data: Due to the developmental nature of this award, preliminary data are not required but may be included, if available, to address the feasibility of the resource to be developed. Whether or not preliminary data are included, applications must apply solid scientific rationale and logical reasoning based on existing knowledge to the development of the proposed product. Clinical Research: Research involving human subject use is permitted under this mechanism but is restricted to studies without clinical trials. Clinical trials will not be supported. Applications focused on clinical research should demonstrate how the study will leverage clinical information to address knowledge gaps in the development of platforms that can be utilized for sharing data and tissue, the development of clinical annotation datasets, process development, and/or infrastructure development. Applied Research: Preclinical studies utilizing or creating animal models to further research into rare cancers may be supported by this funding opportunity. The RCDA is intended to support projects that will have the potential to move beyond the realm of basic research, with results that may impact clinical research or patient outcomes. Community Building: A plan describing how the rare cancers stakeholder community will be built/enhanced and the communitys involvement with developing the resource platform is required. It is also important to justify how the community is essential for the development and sustainment of the resource platform. Dissemination: A Dissemination Plan is required. The plan should describe the means by which the fully developed resource platform will be made easily available to the scientific and/or clinical community. Dissemination of resource platform will play a major role by not only educating the rare cancer community about the recent progress, but also help to develop an informational network.DOD FY24 Rare Cancers Resource and Community Development Award 6 Sustainment: A plan that outlines the sustainability of the resource in the future is required. The plan should detail the types of rare cancers that are less studied in the collaborations and the resources to be gathered, annotated, and sustained. Additional expansion and feasibility plans should be included. It is important to demonstrate how the outcomes of the current award will be continued and eventually will help the rare care cancer community, beyond the award period.A congressionally mandated Metastatic Cancer Task Force was formed with the purpose of identifying ways to help accelerate clinical and translational research aimed at extending the lives of advanced state and recurrent patients. As a member of the Metastatic Cancer Task Force, CDMRP encourages applicants to review the recommendations (https://health.mil/Reference-Center/Congressional-Testimonies/2018/05/03/Metastatic-Cancer-Research) and submit research ideas to address these recommendations provided they are within the limitations of this funding opportunity and fit within the FY24 RCRP priorities.Collaborations between researchers at military or Veteran institutions and non-military institutions are strongly encouraged. These relationships can leverage knowledge, infrastructure, and access to unique clinical populations that the partners bring to the research effort, ultimately advancing cancer research that is of significance to the Warfighter, military Families, and the American public.Innovative research involving nuclear medicine and related techniques to support early diagnosis, more effective treatment, and improved health outcomes of active-duty Service Members and their Families is encouraged. Such research could improve diagnostic and targeted treatment capabilities through noninvasive techniques and may drive the development of precision imaging and advanced targeted therapies.CDMRP encourages research on health areas and conditions that affect women uniquely, disproportionately, or differently from men, including studies analyzing sex as a biological variable. Such research should relate anticipated project findings to improvements in womens health outcomes and/or advancing knowledge for women's health.All projects should adhere to a core set of standards for rigorous study design and reporting to maximize the reproducibility and translational potential of clinical and preclinical research. The standards are described in SC Landis et al., 2012, A call for transparent reporting to optimize the predictive value of preclinical research, Nature 490:187-191 (https://www.nature.com/nature/journal/v490/n7419/full/nature11556.html). While these standards are written for preclinical studies, the basic principles of randomization, blinding, sample-size estimation, and data handling derive from well-established best practices in clinical studies.

The primary aim of the BJS-SSP is to provide statistical and methodological support for existing and new data collections. The purpose of this program is to increase the amount of high quality, impartial, policy-relevant research to assist providers and decision/policy-makers at the federal, state and local levels to better understand problems faced by rural communities and provide information that will be applied in ways that improve health care in rural areas. This notice announces the opportunity to apply for funding under the Rural Health Research Center (RHRC) Program. The purpose of this cooperative agreement is to support high-quality, impartial, policy-relevant research to assist health care providers and decision/policy-makers at the federal, state and local levels in better understanding the challenges faced by rural communities and in designing policies to improve health care access and population health. RHRC recipients will conduct policy-oriented health services research, update trend analyses and existing research, and conduct necessary literature reviews on rural issues and synthesize the issues into publically available policy briefs designed to be easily understood by a non-technical audience. In addition to primary and secondary research, the applicant must be willing and able to conduct literature syntheses and update existing research to produce timely and relevant information. The ratio of original research to other needed projects will be reviewed by the Federal Office of Rural Health Policy (FORHP) and the final ratio will be negotiated between the recipients and the Federal Office of Rural Health Policy. The four-year RHRC Program awards are designed to support research centers with specific rural health research areas of concentration. The topic(s) of concentration must be policy-relevant and of enduring interest and importance to rural providers, rural stakeholders, policy makers and/or rural communities. A goal of the RHRC Program is to produce new information, through the research activities supported by this cooperative agreement, which can be applied in ways that directly inform improvements in access to health care and population health for rural America. This cooperative agreement program will support health services research projects and will exclude clinical/biomedical research and the expenditure of funds for delivery of health care services. The Agency for Healthcare Research and Quality (AHRQ) defines the term “health services research” as research that examines “how people get access to health care, how much care costs, and what happens to patients as a result of this care.” The main goals of health services research are to “identify the most effective ways to organize, manage, finance, and deliver high quality care; reduce medical errors, and improve patient safety.”1

This Funding Opportunity Announcement (FOA) is intended to provide an avenue for basic scientists, clinicians and clinical scientists to jointly initiate and conduct translational research projects which translate basic research findings into clinical tools for better human health. The scope of this FOA includes a range of activities to encourage translation of basic research findings which will impact the diagnosis, treatment and prevention of communication disorders. Connection to the clinical condition must be clearly established and the outcomes of the grant must have practical clinical impact.

Funding Opportunity Description.The U.S. Army Corps of Engineers (USACE) is one of the largest federal providers of outdoor recreation in the country with over 270 million visits annually at over 400 locations across the United States. USACE locations vary in size and description, ranging from small lakes and river projects to massive hydropower and multi-purpose dam sites. Many of these sites contain campgrounds, picnic areas, beaches, visitor centers, trail systems and various other recreation components. In addition, USACE is responsible for the conservation and stewardship of over 12 million acres of lands and waters.This award will be made in compliance 32 CFR Chapter I Subchapter C, DoD Grant and Agreement Regulations (DoDGARS), Title 2 of the CFR, Grants and Agreements, under the authority of 33 USC 2339 (a) codified by Section 213(a) of the Water Resources Development Act of 2000 which states: Conservation and Recreation Management To further training and educational opportunities at water resources development projects under the jurisdiction of the Secretary (of the Army), the Secretary may enter into cooperative agreements with non-Federal public and non-profit entities for services relating to natural resources conservation or recreation management. Award Information. Type of Award Instrument. USACE intends to award a single Master Cooperative Agreement, (Master Agreement), to one Recipient. The Master Agreement is anticipated to include one (1) 12-month base year and four (4) subsequent optional follow-on years, each optional follow-on year is to be exercised at the discretion of the Government. Individual WOAs will be executed on an as needed basis and will include a base period (up to or less than a 12-month performance period) and may include optional follow-on periods (up to or less than a 12-month performance period), each optional follow-on period to be exercised at the discretion of the Government.Period of Performance. The term of the Master Agreement will be for a 12-month base year and four subsequent follow-on optional years according to the effective date of the Master Agreement, anticipated to be 1 February 2025. WOAs will have project and budget periods (to include a base period and may include optional follow-on periods) that are specific to the requirement and available funding. Estimated Funding. Minimum funding presently available for the Master Agreement base year (via an executed and funded WOA) is $3,000. If subsequent follow-on optional years are exercised, at the discretion of the Government, each follow-on year will have a minimum guaranteed award amount of $3,000 (at some point during that years performance period). The minimum award amount means that the Governments liability for execution of a WOA is limited to $3,000 during each Master Agreement follow-on year. In the event that WOAs executed and funded during the Master Agreements follow-on year do not total $3,000, the difference between the total of the funded WOAs for work during the applicable follow-on year and $3,000 will be awarded and funded on a minimum guarantee WOA by which the Recipient may submit a request for payment. Multistate Conservation Grants are authorized under 16 U.S.C. 669h-2 and 16 U.S.C. 777m, providing funding for wildlife restoration and sport fish restoration projects and recruitment, retention and reactivation (R3) projects that address regional or national priority needs of State fish and wildlife agencies and their partners that are beyond the scale, scope, and capabilities of a single State. The priority needs, also known as Strategic Priorities, are identified annually by the Association of Fish and Wildlife Agencies (AFWA) with input from State fish and wildlife agencies and their partners. Recipients awarded Traditional Multistate Conservation Grants (T-MSCG) may use the funds for wildlife or sport fish projects involving research, restoration, conservation and management of wild birds, wild mammals, sport fish, and their habitats. These funds may also be used for projects providing for public use and benefit from these resources, including hunter safety and education, aquatic education, angler R3 projects and other purposes consistent with the enabling legislation. Recipients awarded under R3 Multistate Conservation Grants (R3-MSCG) can only use the funds for hunter recruitment and recreational shooter recruitment projects that promote a national hunting and shooting sport recruitment program, including related communication and outreach activities.
