Through Democracy Indicators Monitoring Survey 4 (DIMS4), the US Agency for International Development (USAID), Bureau of Latin America and the Caribbean (LAC), Office of Regional Sustainable Development (RSD), Democracy, Human Rights, and Governance (DRG) aims to support citizen-responsive governance and democratic development with rigorous public opinion research on democratic norms, attitudes, and experiences in the LAC region. This will be achieved through four primary objectives, which in summary: 1) Collect statistically rigorous, cutting edge public opinion data surveys that are inclusive, related to key democratic attitudes and behaviors, contribute to long-term trend analysis, and are relevant for all stakeholders in informing policy and regulation decisions around democratic issues ; 2) Disseminate data, analysis, and research about democratic norms and attitudes in LAC; 3) Innovate by supporting and developing topics and methodologies in public opinion research and analysis; and 4) Localize the local capacity of researchers and institutions on survey design, data collection, data analysis and reporting, and evidence based policy making. These objectives consider longitudinal, country, and comparative cross-national trend analysis on topics relevant to the democracy sector in LAC, such as democratic norms and values, perceptions of institutions, and experiences with corruption, crime victimization, and migration.

The Japanese American Confinement Sites Grant Program provides financial assistance to organizations and entities working to preserve historic Japanese American confinement sites and their history, including: private nonprofit organizations; educational institutions; state, local, and tribal governments; and other public entities, for the preservation and interpretation of U.S. confinement sites where Japanese Americans were detained during World War II. The authorizing legislation for the Japanese American Confinement Sites Grant Program identifies up to $38 million for the entire life of the grant program for projects to identify, research, evaluate, interpret, protect, restore, repair, and acquire historic confinement sites in order that present and future generations may learn and gain inspiration from these sites and that these sites will demonstrate the Nations commitment to equal justice under the law (Public Law 109-441, 120 Stat. 3288; as amended by Public Law 111-88). Projects funded through the Japanese American Confinement Sites Grant Program must benefit one or more historic Japanese American confinement sites. The term historic confinement sites is defined as the ten War Relocation Authority sites (Gila River, Granada, Heart Mountain, Jerome, Manzanar, Minidoka, Poston, Rohwer, Topaz, and Tule Lake), as well as other historically significant locations, as determined by the Secretary of the Interior, where Japanese Americans were detained during World War II. These sites are specifically identified in Confinement and Ethnicity: An Overview of World War II Japanese American Relocation Sites, published by the Department of the Interior, National Park Service, Western Archaeological and Conservation Center, in 1999. This notice announces the availability of funds for fiscal year (FY) 2024 and solicits applications from community-based and non-profit organizations, institutions of higher education, and Tribal entities to compete for financial assistance through the Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers and Veteran Farmers and Ranchers Program (hereinafter referred to as the 2501 Program). The term veteran, as used in this program, refers to military veterans. The overall goal of the 2501 Program is to encourage and assist underserved farmers and ranchers, military veteran farmers and ranchers, and beginning farmers and ranchers with owning and operating farms and ranches and in participating equitably in the full range of agricultural, forestry, and related programs offered by USDA. It also includes projects that develop underserved youths' interest in agriculture. In partnership with the OPPE, eligible entities may compete for funding on projects that provide education and training in agriculture, agribusiness, forestry, agricultural-related services, and USDA programs, and to conduct outreach initiatives designed to accomplish those goals. This partnership includes working closely with OPPE, attend OPPE-led events in your proposed service territory, and collaborate with USDA Service Centers located in your state (Farm Service Agency, Natural Resources Conservation Service, and Rural Development).
