The purpose of this program is to increase the amount of high quality, impartial, policy-relevant research to assist providers and decision/policy-makers at the federal, state and local levels to better understand problems faced by rural communities and provide information that will be applied in ways that improve health care in rural areas. This notice announces the opportunity to apply for funding under the Rural Health Research Center (RHRC) Program. The purpose of this cooperative agreement is to support high-quality, impartial, policy-relevant research to assist health care providers and decision/policy-makers at the federal, state and local levels in better understanding the challenges faced by rural communities and in designing policies to improve health care access and population health. RHRC recipients will conduct policy-oriented health services research, update trend analyses and existing research, and conduct necessary literature reviews on rural issues and synthesize the issues into publically available policy briefs designed to be easily understood by a non-technical audience. In addition to primary and secondary research, the applicant must be willing and able to conduct literature syntheses and update existing research to produce timely and relevant information. The ratio of original research to other needed projects will be reviewed by the Federal Office of Rural Health Policy (FORHP) and the final ratio will be negotiated between the recipients and the Federal Office of Rural Health Policy. The four-year RHRC Program awards are designed to support research centers with specific rural health research areas of concentration. The topic(s) of concentration must be policy-relevant and of enduring interest and importance to rural providers, rural stakeholders, policy makers and/or rural communities. A goal of the RHRC Program is to produce new information, through the research activities supported by this cooperative agreement, which can be applied in ways that directly inform improvements in access to health care and population health for rural America. This cooperative agreement program will support health services research projects and will exclude clinical/biomedical research and the expenditure of funds for delivery of health care services. The Agency for Healthcare Research and Quality (AHRQ) defines the term “health services research” as research that examines “how people get access to health care, how much care costs, and what happens to patients as a result of this care.” The main goals of health services research are to “identify the most effective ways to organize, manage, finance, and deliver high quality care; reduce medical errors, and improve patient safety.”1

Creating effective solutions to our most pressing environmental and sustainability challenges requires imaginative thinking - the kind that evolves when researchers from disparate fields, expertise, or perspectives fully immerse themselves in work toward a common goal. The National Academies of Sciences, Engineering and Medicine (NASEM), in their report "Environmental Engineering for the 21st Century: Addressing Grand Challenges," identified five critical challenges we must address as a society: sustainably supply food, water, and energy; curb climate change and adapt to its impacts; design a future without pollution and waste; create efficient, healthy, and resilient cities; and foster informed decisions and actions. The report further states, "The challenges provide focal points for evolving environmental engineering education, research, and practice toward increased contributions and a greater impact. Implementing this new model will require modifications in educational curriculum and creative approaches to foster interdisciplinary research on complex social and environmental problems." This solicitation will support projects that tackle these grand challenges using a convergent research model that seamlessly integrates fundamental knowledge and expertise from the fields of chemical process, transport, and biological science and engineering with that of the sustainability and environmental engineering fields. A brief review of convergence research concepts and models can be found on the NSF website - Convergence Reports and References. Accordingly, the Environmental Convergence Opportunities in Chemical, Bioengineering, Environmental, and Transport Systems (ECO-CBET) solicitation will support fundamental research activities that confront vexing environmental engineering and sustainability problems by developing foundational knowledge underlying processes and mechanisms such that the design of innovative new materials, processes, and systems is possible. Projects should be compelling and reflect sustained, coordinated efforts from highly interdisciplinary research teams. A key objective of the solicitation is to encourage dialogue and tightly integrated collaborations wherein members of the chemical process systems, transport phenomena, and bioengineering research communities engage with environmental engineering and sustainability experts to spark innovation and arrive at unanticipated solutions. Furthermore, training the future workforce to successfully engage in discipline-transcending research will support continued innovation toward surmounting the complex environmental and sustainability challenges facing our global community. Process science and engineering, in the context of this solicitation, is broadly defined to include all programmatic interests of the National Science Foundation (NSF) Directorate for Engineering's (ENG) Division of Chemical, Bioengineering, Environmental, and Transport Systems (CBET). These interests are outlined in the "core" program descriptions: Chemical Process Systems (CPS) Cluster Catalysis Electrochemical Systems Interfacial Engineering Process Systems, Reaction Engineering, and Molecular Thermodynamics Engineering Biology and Health (EBH) Cluster Biophotonics Biosensing Cellular and Biochemical Engineering Disability and Rehabilitation Engineering Engineering of Biomedical Systems Environmental Engineering and Sustainability (EES) Cluster Environmental Engineering Environmental Sustainability Nanoscale Interactions Transport Phenomena (TP) Cluster Combustion and Fire Systems Fluid Dynamics Particulate and Multiphase Processes Thermal Transport Processes Teams should be constructed such that expertise is both complementary and distinct, drawing inspiration from the CBET-supported research communities (see above programmatic clusters). Creative collaborations between the CBET research communities that do not typically intersect are highly encouraged. At least three named investigators must be identified, each of whom must possess a unique perspective or skillset that motivates the proposed approach(es). In addition to the three required investigators representing distinct CBET-supported research communities, teamsmay also wish to include investigators with expertise in manufacturing, other sciences, including social, behavioral, and economic sciences, or otherwise to extend the impact of the work. While this solicitation is not restricted to a specific environmental engineering and sustainability research topic, the current solicitation emphasizes research topics related to curtailing climate change and mitigating the environmental impacts of climate change. Assuming sufficient funding is provided in the NSF budget, it is anticipated this competition will continue annually. Research topic priorities are subject to change in subsequent years. Awards are expected to range from $1,500,000 to $1,700,000 over four years. Budgets should be commensurate with the scope of the proposed research. Pending the availability of funds, awards have the potential to be renewed once for a total of eight years of support. Renewal of awards will be subject to a competitive merit review process.

In 2024, SSA is looking for a new organization to help manage the ARDRAW program through a cooperative agreement. The new ARDRAW program will include one-year $15,000 stipends for supervised independent graduate-level student research on rehabilitation, work, and disability topics to a broad spectrum of graduate students, to cultivate new scholars in the field of disability research. In accordance with recent Executive Orders to advance racial equity, support underserved communities, and increased access to federal funding opportunities (including EO 13895 and EO 14112), a new objective for ARDRAW is to the increase the recruitment and participation of students of color and other underrepresented populations in the research areas of work, rehabilitation, and disability, for the purpose of fostering new and inclusive perspectives on disability research.

Notice of Funding Opportunity Summary This Notice of Funding Opportunity (NFO) is being released prior to appropriation and/or apportionment of funds for fiscal year 2024. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program. The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is announcing the potential availability of funding for agreements for the purpose of leveraging NRCS resources, addressing local natural resource issues, encouraging collaboration and developing state-and-community-level conservation leadership. Proposals must be for projects based in Iowa and focus on conservation issues. Collaborative projects that provide on-the-ground support for Iowa NRCS Field Offices are highly encouraged. Research proposals will not be accepted, nor considered. NRCS anticipates that the amount available for support of this program in FY 2024 will be up to $5,000,000.00, however, budget constraints may prevent NRCS from funding 2024 proposals. Proposals are requested from City or township governments, county governments, federally recognized Native American tribal governments, state governments, nonprofits having a 501 (c)(3) status with the IRS (other than institutions of higher education), or institutions of higher education for competitive consideration of awards for projects between 2 and 5 years in duration. Awarded organizations may be required to present project updates in the form of a formal presentation to the Iowa NRCS Leadership. The National Historical Publications and Records Commission seeks Archives Collaboratives of three or more repositories working together to make their collections more readily available for public discovery and use. The grant program will fund Archives Collaboratives to: share best practices, tools, and techniques; assess institutional strengths and opportunities; create replicable and sustainable digital platforms for historical collections; virtually unify records from multiple repositories; and promote management structures for long-term sustainability and growth. The Commission welcomes collaborations that target institutional advancement for small and underserved local archives and repositories, especially those with collections that focus on the voices and perspectives of Black, Indigenous, and People of Color. Archives Collaboratives must consist of three or more organizations. They may: ? be located in the same community, state, or geographic region ? be virtual or online collaboratives ? share affinities among the scope and subject matter of their collections ? have similar organizational missions ? serve similar types of user communities Award Information Applicants may apply for either a Planning Grant or an Implementation Grant. You need not have previously received an NHPRC Planning Grant in order to apply for an Implementation Grant. Planning Grants are available to plan and develop a working collaborative of three or more partners designed to enhance the capacity of small and diverse organizations with historical records collections. Commitments to the Archives Collaborative should be secured from partners at the time that the application is submitted. Together, the partners would develop a mission, work plan, and timeline to carry out a shared project or develop a shared best practice, tool, or technique that will increase public access to historical records. Applicants are eligible to receive one-year planning grants up to $25,000, shared by the consortia, to carry out the project. The NHPRC expects to make up to four grants in this category for up to $100,000. Applications are due on May 8, 2024, with a start date for implementation of January 1, 2025. Implementation Grants are available for Archives Collaboratives to put into practice the action items identified during their planning process, whether done independently or through a Planning Grant from the NHPRC. Projects that demonstrate commitments by member organizations to the Archives Collaborative, a work plan, and timeline are eligible to receive one- or two-year implementation grants up to $100,000, shared by the consortia, to carry out the project. The NHPRC expects to make up to four grants in this category for up to $400,000. Applications are due on May 8, 2024, with a start date for implementation of January 1, 2025. The Commission requires that grant recipients acknowledge NHPRC grant assistance in all publications and other products that result from its support. Eligibility Eligible applicants: ? Nonprofit organizations or institutions ? Colleges, universities, and other academic institutions ? State or local government agencies ? Applications that consist entirely of ineligible activities will not be considered. In order to ensure eligibility, applicants should first review the rules and regulations governing NHPRC grants under the Administering an NHPRC Grant section. Cost Sharing The total costs of a project are shared between the NHPRC and the applicant organization. Cost sharing is required. The applicants financial contribution may include both direct and indirect expenses, in-kind contributions, non-Federal third-party contributions, and any income earned directly by the project. Indirect costs must be listed under the applicants cost sharing contribution. NHPRC grant recipients are not permitted to use grant funds for indirect costs (as indicated in 2 CFR 2600.101). The Commission provides no more than 75 percent of total project costs for the Planning and Implementation Grants. For example, a request of $75,000 in NHPRC grant funds means the applicant institution must provide at least $25,000 in cost share. Other Requirements Applicant organizations must be registered in the System for Award Management (SAM) prior to submitting an application, maintain SAM registration throughout the application and award process, and include a valid Unique Entity ID in their application. The Eunice Kennedy Shriver National Institute of Child Health and Human Development intends to publish a Notice of Funding Opportunity (NOFO) to invite applications to establish integrated and collaborative Stillbirth Research Centers, as part of a new Stillbirth Research Consortium. The Centers will support cutting-edge basic, translational, clinical, and/or data sciences research and generate knowledge to fuel advancement of stillbirth-relevant research in the United States, with a particular emphasis on approaches that utilize an equity lens to identify ways to decrease the incidence of stillbirth in vulnerable populations. A Data Coordinating Center (described in the companion announcement NOT-HD-24-010) will support the work of the research projects funded under the Stillbirth Research Consortium. This Notice is being provided to allow potential applicants additional time to develop meaningful collaborations, interdisciplinary teams, and responsive applications. International collaboration is encouraged and allowable. The NOFO is expected to be published in Summer 2024 with an expected application due date in Winter 2024. This NOFO will utilize the UG1 activity code. Details of the planned NOFO are provided below.
