The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals to develop systemic drug delivery platforms for medical countermeasures (MCMs). The Hermes program is explicitly seeking transformative approaches enabling the development of delivery platforms with systemic biodistribution, exceptional endosomal escape efficiency, and minimal toxicity. Successful proposals will include a detailed description of the proposed delivery platform including 1) screening pipeline, 2) reporter systems for monitoring biodistribution and expression in animal models, 3) methods to monitor immunogenicity/toxicity, and 4) chosen therapeutic cargo and justification. Systemic delivery platforms developed under the Hermes effort will be transferred to U.S. Government stakeholders for further development.

he Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to provide programmatic, logistical, travel, and administrative support to the capacity-building programs for the Office of Knowledge Management (KM). Capacity-building programs provide training and other relevant activities to appropriate participants which furthers INL’s overall goals and objectives with host country partners, civil society, and professional associations. INL is especially interested in proposals that provide a plan for addressing the participation of persons with disabilities, including specific means, measures, and corresponding targets. INL is dedicated to strengthening the rule of law and supporting civil society in building strong and resilient communities. This project will involve significant interaction with U.S.-based and foreign criminal justice sector institutions and applicants are strongly encouraged to have robust expertise in this topic and experience working with and relationship networks with such institutions. Applicants who do not have this expertise and these relationships in house are strongly encouraged to partner with one or more entities that do. While this pertains to all activities described in the ‘Project activities and deliverables’ section below, this is especially important for effective implementation of Activity 10 and Activity 11.

The Office of Clean Energy Demonstrations (OCED) intends to issue a Notice of Funding Opportunity (NOFO) entitled Energy Improvements in Rural or Remote Areas FY24. This program should identify how the Nigerian interagency prepares crisis response plans, who is involved in that process, and how those plans are tested. CT expects the selected implementer to build the Nigerian interagencys capacity to develop and/or update these crisis response plans through trainings, mentorship, and simulation exercises and assist the Nigerian interagency with developing their own trainings and exercises to maintain those crisis response plans after the program is over. The application should show an emphasis on interagency coordination in the programs theory of change and an explanation of how interagency coordination will be assessed and measured. CT is also interested in how the implementer will facilitate sustainability through preparing the Nigerian interagency to institutionalize crisis response reviews. CT can also assist the selected implementer in coordinating and deconflicting program activities with previous foreign assistance programs that worked on this topic.
