The purpose of the Disability and Rehabilitation Research Projects (DRRP) is to plan and conduct research, demonstration projects, training, and related activities, including international activities, to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with disabilities who have the greatest support needs, and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). Under this particular DRRP priority, the grantee must conduct research toward maternal health services or interventions to improve pregnancy outcomes among women with long-term disabilities. NIDILRR plans to make one award under this opportunity in FY 2024. The grant will have a 60-month project period, with five 12-month budget periods.

Bipartisan Infrastructure Law (BIL) Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity AnnouncementThis Funding Opportunity Announcement aims to help everyone ride and drive electric, foster public and private relationships, build interdisciplinary teams, advance the American blueprint for transportation decarbonization, and promote managed charging. The Joint Office of Energy and Transportation (Joint Office), through the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE), is issuing a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law (BIL) – Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity Announcement”. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act1, more commonly known as the Bipartisan Infrastructure Law (BIL). The BIL is a once-in-a-generation investment in modernizing and upgrading American infrastructure to enhance U.S. competitiveness, driving the creation of good-paying union jobs, tackling the climate crisis, and securing environmental justice and economic opportunity for disadvantaged communities2. The BIL appropriates more than $62 billion to the Department of Energy (DOE)3 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the clean-energy technologies of tomorrow through clean energy demonstrations. DOE’s BIL investments will support efforts to build a clean and equitable energy economy that achieves a zero-carbon electricity system by 2035, and to put the United States on a path to achieve net-zero emissions economy-wide by no later than 20504 to benefit all Americans. The BIL includes a historic $7.5 billion dedicated investment to build out a national network of Electric Vehicle (EV) chargers. PD Ethiopia invites proposals for initiatives that will strengthen the capacity of Ethiopias ten leading universities to transition their governance structures to operate with greater independence from Ministry of Education (MOE) oversight, as defined in University Autonomy Proclamation No. 1294/2023. The program activities should be designed with the ultimate goal of helping these universities to improve the quality of education, enhance academic freedom, and strengthen relations with U.S. universities. All programs must include an American educational element or connection with U.S. experts, organizations, or institutions that will promote increased understanding of U.S. policies, values, and perspectives.Specifically, the proposed initiatives should build upon the success of PDs interventions to date, which have aided Ethiopias flagship research university Addis Ababa University (AAU) - to implement key framework policy documents necessary for its autonomous governance through consultations with U.S. and Ethiopian university experts. Through these prior interventions, AAU has developed its key framework policy documents for its strategic plan, senate legislation, student admissions, internationalization, endowment, and resource mobilization. PDs prior interventions have also included intensive engagements with the next nine leading universities on accreditation and internationalization.The proposed initiatives should provide technical assistance to AAU and the next nine leading public universities via consultations and partnerships with U.S. universities and technical experts.This technical assistance will help the ten Ethiopian universities develop their own key framework policy documents and build their institutional capacity to implement governance reform in key aspects of university administration including student admissions, research administration, faculty development, alumni engagement, internationalization, accreditation of key programs, and financial administration in advance of their 2025 deadline to successfully transition to autonomous governance.

This Notice of Funding Opportunity (NOFO) is the second issued under the Public Wireless Supply Chain Innovation Fund (Innovation Fund). The Innovation Fund is an NTIA-administered competitive grant program that seeks to accelerate the development, deployment, and adoption of open and interoperable radio access networks (RAN). In this second NOFO, NTIA aims to advance open radio unit (RU) commercialization and innovation by funding activities that 1) accelerate the development of open RU products to the point where they meet carrier needs and are ready for commercial trials, and 2) improve the overall performance and capabilities of open RUs through targeted research and development. The RU is the largest part of the carrier network and an easy entry point to the network, offering a low-risk deployment option to Mobile Network Operators (MNOs) interested in Open RAN. Investing in the commercialization and innovation of these components in the Innovation Funds second funding opportunity can spur MNO adoption of open RUs during upcoming equipment buying cycles, generating momentum toward greater MNO adoption of the broader suite of open and interoperable RAN components. The transition to open and interoperable wireless networks becomes a more feasible and attractive proposition in the wireless market when there is broad deployment of open RUs that meet or exceed MNO requirements, and components are available from suppliers at scale.
