This program aims to provide technical assistance (TA) to employers (which may include public sector entities) and labor unions in the United States and its territories to encourage employment of women in both apprenticeable occupations and nontraditional occupations (A/NTO), specifically in the following ways:Developing (establishing, expanding, and/or enhancing) pre-apprenticeship, youth apprenticeship, Registered Apprenticeship (as defined in Appendix B "Acronyms and Definitions"), or other nontraditional skills training programs designed to prepare women for careers in A/NTO;Providing ongoing orientations or other resources for employers, unions, and workers on creating a successful environment for women in A/NTO; and/orSetting up support groups, facilitating networks, and/or providing supportive services (as defined in section IV.E.3) for women in A/NTO to improve their retention.Applicants may propose to provide technical assistance to support womens participation and success in the full range of industries in which women are historically underrepresented or where women are disproportionately concentrated in the lower-wage occupations. Such industries include, but are not limited to; advanced manufacturing, construction, energy, health care, information technology, finance, and transportation. Applicants with experience working with or as an equity intermediary are encouraged to apply, as well as applicants with a proposed focus on expanding outreach/recruitment to historically underrepresented communities, including but not limited to women of color and women with disabilities, women at or below the federal poverty line, formerly incarcerated women, immigrant women, transgender women, and women who live in rural geographic areas. Applicants that plan to accelerate local or state government agency efforts to increase womens inclusion and equity in projects funded through the Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law or BIL), CHIPS and Science Act, Inflation Reduction Act, or other federal funding are also encouraged to apply. For the purposes of this FOA, the term "woman" or "women" is to be interpreted in the most inclusive manner with participant eligibility to be inclusive of transgender women and non-binary individuals.To be eligible for funds under this grant program, an applicant must be a community-based organization (CBO). In awarding grants, the Department will only fund applications that meet the following criteria per the WANTO Act legislation;Demonstrate experience preparing women to gain employment in A/NTO;Demonstrate experience working with the business community to prepare them to place women in A/NTO;Have tradeswomen or women in nontraditional occupations as active members of the organization, as either employees or board members; andHave experience delivering TA specifically as defined above, including developing (establishing, expanding and/or enhancing) pre-apprenticeship, apprenticeship, or other nontraditional skills training programs designed to prepare women for careers in A/NTO; providing ongoing orientations or other resources for employers, unions, and workers on creating a successful environment for women in A/NTO; and setting up support groups, facilitating networks, and/or providing supportive services for women in A/NTO to improve their retention.Questions regarding this Funding Opportunity Announcement (FOA) Forecast may be emailed to [email protected]; however, please note there is limited information that may be shared with the public during the forecast period until the FOA is open for applications. This program will allow award recipients to undertake projects to assist marginalized and underserved women workers who have been impacted by gender-based violence and harassment (GBVH) in the world of work, which includes activities that occur in the course of, linked with, or arising out of work. Grant recipients will undertake projects to prevent and respond to GBVH, which is pervasive across industries and deeply impacts the safety and economic security of women workers and survivors. Survivors of GBVH often suffer the loss of other employment rights and benefits. Grant recipients will address GBVH in the world of work by building awareness, connecting women to federal and state workplace rights and benefits, and implementing worker and survivor-driven strategies to shift workplace norms. Selected awardees will work to reach women workers and survivors with a particular focus on underserved and marginalized women workers who are disproportionately impacted by GBVH, including but not limited to women of color, women with disabilities, justice system-impacted women, individuals who identify as LGBTQI+, marginalized workers in women-dominated sectors, ethnic minorities, immigrants, workers with limited English proficiency and workers experiencing substance abuse issues, homelessness, or chronic poverty. The grants will support organizations in their efforts to address GBVH in the world of work, which must include activities that:Build awareness through the dissemination of information and educational materials that are worker and survivor-centered;Implement worker and survivor-driven strategies that mitigate workplace risks and prevent workplace GBVH;Connect women workers to services, benefits, and/or legal assistance as needed, reasonable, and/or available; andFacilitate and encourage women workers and survivors to become focal points in their own communities through train-the-trainer, guided conversations, leadership circles or other activities.Questions regarding this Funding Opportunity Announcement (FOA) Forecast may be emailed to [email protected]; however, please note there is limited information that may be shared with the public during the forecast period until the FOA is open for applications. Summary – In accordance with the Workforce Innovation and Opportunity Act (WIOA), the new four-year NFJP grant cycle went into effect on July 1, 2020. The Employment and Training Administration (ETA) is issuing this TEGL to notify NFJP grantees of PY 2023 grant allotments and to provide instructions for submitting required documents. Grantees must submit required documents, including program plans and budget documents. NFJP grantees approved to serve youth in PY 2022 and who met their youth enrollment goals may also apply for additional youth funding via this TEGL. Please see the summary provided in section 3(c). ETA is using a streamlined application process for these funds and limiting the competition to existing NFJP grantees who were both approved to serve youth in PY 2022 and met 100 percent of their youth enrollment goals. To confirm if a grantee met their youth enrollment targets, ETA will use the rolling four quarters performance report for the cohort period 1/1/2022 – 12/31/2022. These additional funds will enable successful applicants to enhance the delivery of youth workforce investment activities described in the NFJP regulations at 20 CFR 685.310 to eligible MSFW youth, which include the activities described for the WIOA Youth program in WIOA section 129 and 20 CFR 681.460. This funding provides additional resources so that selected NFJP grantees can increase access to education and provide career services and training that result in good quality jobs for MSFW youth, which advances the Department’s youth strategy called Youth Employment Works. An undiversified economy and inequitable participation in the labor force are two economic challenges facing the Dakhla and Laayoune regions. Largely dependent on agriculture, fisheries, renewable energy, tourism, and phosphate mining for income, the region is susceptible to a disconnect between citizens and the government when the primary source of revenue is from a natural resource rather than the citizens themselves. Overreliance on those industries also limits private sector growth and contributes to a low rate of womens participation in the labor market. Competitive proposals will support activities targeting underserved communities, to include women, youth, and People with Disabilities (PWD). The beneficiaries should receive some combination of soft- and job-skills along with entrepreneurship training. Proposals which have an innovative approach and/or have concrete outcomes such as jobs obtained, or businesses created will be looked on favorably. Proposals can reference relevant prior experience. This project will support civil society in the Dakhla and Laayoune regions by developing the professional skills of the participants. Incremental progress in these areas is made possible through an informed and empowered population. The project will also help create the economic conditions that, in turn, allow associations and businesses to organize and approach local officials on questions and issues important to them, whether resource allocation or gender equity.
