OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. The purpose of this solicitation is to invite organizations and entities to apply for continuation funding in support of specific BJA initiatives. This solicitation is exclusively for those who received a letter from BJA to apply. All guidelines and funding rules are the same as the original funded project. Statutory Authority: Consolidated Appropriations Act, 2019, Public Law No. 116-6, 133 Stat. 13, 112, and the Project Safe Neighborhoods Grant Program Authorization Act of 2018, Public Law No. 115-185, 132 Stat. 1485.

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to improve and strengthen the institutional capacities of the Colombian National Police CNP and the Directorate of Veterans and Inclusive Rehabilitation DIVRI to provide CNP officers and Colombian Military permanently wounded in the course of eradication, drug interdiction, rural security, antiterrorism, and anti-drug trafficking operations; access to vocational assistance. Capacity-building programs provide training and other relevant activities to appropriate participants which furthers INLโs overall goals and objectives with host country partners, civil society, and professional associations. INL is especially interested in proposals that provide a plan for addressing the participation of persons with disabilities, including specific means, measures, and corresponding targets. INL is dedicated to strengthening the rule of law and supporting civil society in building strong and resilient communities. This project will involve significant interaction with U.S.-based and foreign criminal justice sector institutions and applicants are strongly encouraged to have robust expertise in this topic and experience working with and relationship networks with such institutions. Applicants who do not have this expertise and these relationships in house are strongly encouraged to partner with one or more entities that do. While this pertains to all activities described in the โProject activities and deliverablesโ section below, this is especially important for effective implementation of Activity 10 and Activity 11.

With this solicitation, OJJDP seeks to fund a training and technical assistance (TTA) provider to build capability and capacity of diversion programs serving justice-involved youth populations with substance use disorder and co-occurring mental health and substance use disorder needs. The successful applicant will lead a national TTA program and administer a subaward program providing subawards to local demonstration sites to improve responses and outcomes for youth with substance use disorders and co-occurring mental health and substance use disorders who come into contact with the juvenile justice system, or who are at high risk of contact, by diverting these youth toward community-based treatment to address their unique mental and behavioral health needs to prevent them from entering the formal justice system.
