Where there is differing guidance, instructions in this NOFO announcement supersede any divergent guidance in the NGO Guidelines. The Bureau of Population, Refugees, and Migration is seeking proposals from organizations from North, Central and South America as well as the Caribbean to create a technical secretariat to support the implementation of the Los Angeles Declaration on Migration and Protection, a hemispheric international forum that promotes safe, orderly, and humane migration and access to protection in the Western Hemisphere. Implementation includes supporting meetings of the Declaration and working groups (known as Action Package Committees), tracking work completed on governments commitments, advancing work with key stakeholders, and other work as defined below.
