This notice announces a funding opportunity and requests grant applications for FHWA's Advanced Digital Construction Management System (ADCMS), Round 2 as provided by Section 13006(a) of the Bipartisan Infrastructure Law, enacted as the Infrastructure Invesment and Jobs Act (Public Law 117-58), whichestablished the ADCMS Program, which is codified at 23, U.S.C. 503(c)(5).Established in Title 23, United States Code (CODE) 503(c)(5). The program is intended to promote, implement, deploy, demonstrate, showcase, support, and document the application of ADCMS, practices, performance, and benefits.This NOFO will result in the distribution of up to $34 million of Federal funds for combined FYs 2022 and 2023 and up to $17 million of Federal funds each for FY 2024, 2025, and 2026. The actual amount available to be awarded under this notice will be subject to the availability of funds.The ADCMS Program is one aspect of the FHWAs multifaceted Technology and Innovation Deployment Program (TIDP) and provides funding as an incentive for State departments of transportation (State DOT). The program is intended to promote, implement, deploy, demonstrate, showcase, support, and document the application of ADCMS, practices, performance, and benefits.

This funding opportunity falls under Assistance Listing 20.707. PHMSA, through this NOFO, is requesting applications from States for Hazardous Materials State Inspection (HMSI) funding to carry out State-based inspections of HAZMAT shippers to increase compliance and ensure safe transport of hazardous materials. The U.S. Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) protects people and the environment by advancing the safe transportation of energy and other hazardous materials (HAZMAT) that are essential to our daily lives. To do this, PHMSA establishes national policy, sets and enforces standards, educates, and conducts research to prevent incidents. PHMSA also prepares the public and first responders to reduce consequences if an incident does occur. To accomplish this, PHMSA awards financial assistance to states, territories, tribes, and nonprofit organizations to ensure industry compliance with the Hazardous Materials Regulations (HMR).

The Bureau of Indian Affairs (BIA), Office of Justice Services (OJS), Indian Highway Safety Program (IHSP) solicits proposals for implementing traffic safety programs and projects which are designated to reduce the number of traffic crashes, deaths, injuries, and property damage within these populations. Indian Highway Safety Grants are reimbursable grants available to federally recognized Native American Tribes. Registration is $965.00; the BIA OJS IHSP is accepting grant applications to cover travel expenses for tribal employees who work, in the traffic realm, for federally recognized tribes to attend the 2024 Traffic Records Forum. The Passenger Rail Investment and Improvement Act of 2008 (PRIIA) Section 212 requires establishment of a Northeast Corridor Commission (NEC Commission). The NEC Commission was established to promote mutual cooperation and planning pertaining to the rail operations and related activities of the Northeast Corridor. The statute requires several deliverables, including a statement of goals, recommendations, access costs and a report on Northeast Corridor economic development. The NEC Commission is comprised of 18 voting members, nine of which represent each of the eight states and the District of Columbia, five of which represent the U.S. Department of Transportation, and four of which represent Amtrak.

The National Electric Vehicle Infrastructure (NEVI) Formula Program, established under the Bipartisan Infrastructure Law (BIL) as part of the Infrastructure Investment and Jobs Act (IIJA), aims to strategically deploy electric vehicle (EV) charging infrastructure across the United States. With a total allocation of $5 billion over fiscal years 2022 through 2026, the program focuses on building a reliable, equitable, and interconnected network of EV chargers, particularly along designated Alternative Fuel Corridors (AFCs) and the Interstate Highway System. States are required to submit an annual EV Infrastructure Deployment Plan outlining their intended use of NEVI funds, which must be approved by the Federal Highway Administration (FHWA). The program emphasizes reducing greenhouse gas emissions, supporting equitable EV adoption, and creating sustainable jobs. Plans must address technical standards, data sharing, workforce training, and public engagement, with a strong focus on benefiting disadvantaged communities.

This notice details the application requirements and procedures to obtain grant funding for projects on the Northeast Corridor (NEC) under the Federal-State Partnership for Intercity Passenger Rail Program for Fiscal Year 2024. The program aims to reduce the State of Good Repair backlog, improve performance, or expand or establish new intercity passenger rail service. FY 2024 Natural Gas Distribution Infrastructure Safety and Modernization Grant

The United States Marine Highway Program (USMHP), codified at 46 U.S.C. 55601, was originally established by Section 1121 of the Energy Independence and Security Act of 2007 to reduce landside congestion through the designation of Marine Highway Routes. The USMHP statute authorizes the U.S. Department of Transportation (Department or DOT) to make grants to implement Projects or components of Projects that 1) provide a coordinated and capable alternative to landside transportation; mitigate or relieve landside congestion; promote Marine Highway Transportation; or use vessels documented under 46 U.S.C. chapter 121; and 2) develop, expand, or promote Marine Highway Transportation or shipper use of Marine Highway Transportation.

Announces the availability of $500,000,000 for FY 2024 Port Infrastructure Development Program grants.

The FY 2023-2024 CRISI program, managed by the Federal Railroad Administration (FRA), is designed to fund projects that improve the safety, efficiency, and reliability of railroad infrastructure. The program is open to various applicants, including states, rail carriers, and local governments, and it focuses on a broad array of project types such as safety enhancements, congestion reductions, upgrades to short-line or regional railroads, and the development of new or substantially improved intercity passenger rail corridors. The total funding available for this opportunity is approximately $2.478 billion. The application deadline is set for May 28, 2024, at 11:59 PM EST. The Federal Transit Administration (FTA) announces the opportunity to apply for $216 million in competitive grants under the Fiscal Year (FY) 2024 Ferry Service for Rural Communities Program (FSRC) (Federal Assistance Listing #20.532). FSRC makes funding available competitively to assist in the financing of capital, planning, and operating assistance for eligible ferry services. This is a joint Notice of Funding Opportunity (NOFO) and announces the availability of FY 2024 funding for the Passenger Ferry Grant Program (Passenger Ferry Program), Electric or Low-Emitting Ferry Pilot Program (LowNo Ferry Program), and Ferry Service for Rural Communities Program (Rural Ferry Program). All programs can be found under Federal Assistance Listing: 20.532. Federal public transportation law (49 U.S.C. 5307(h)) authorizes FTA to award grants for passenger ferries through a competitive process. The Passenger Ferry Program provides funding to designated recipients and direct recipients under FTA’s Urbanized Area Formula Program, as well as public entities engaged in providing public transportation passenger ferry service in urban areas that are eligible to be direct recipients. Projects funded under the program will improve the condition and quality of existing passenger ferry services, support the establishment of new passenger ferry services, and repair and modernize ferry boats, terminals, and related facilities and equipment. Section 71102 of the Infrastructure Investment and Jobs Act (also called the ‘‘Bipartisan Infrastructure Law’’ or ‘‘BIL’’) (Pub. L. 117–58) authorizes FTA to award grants for electric or lowemitting ferries through a competitive process, as described in this notice. The Low-No Ferry Program is available to any eligible designated or direct recipient of FTA’s Urbanized Area Formula Program or Formula Grants for Rural Areas funding, including States (including territories and Washington, DC), local governmental authorities, and tribal governments. Grants will be awarded under this program for the purchase of electric or low-emitting ferries, the electrification of or other reduction of emissions from existing ferries, and related charging or other fueling infrastructure (for which the applicants will maintain satisfactory continuing control) to reduce emissions or produce zero onboard emissions under normal operation. Section 71103 of the BIL authorizes FTA to award grants for the Rural Ferry Program through a competitive process, as described in this notice. The Rural Ferry Program provides funding for capital, operating, and planning expenses to States and territories for ferry service to rural areas. Applicants to this program are required to have operated ferry public transportation service on a regular schedule at any time during the five-year period from March 1, 2015, to March 1, 2020, and operated at least one route segment of more than 50 sailing (nautical) miles between two rural areas. The Department seeks to fund projects that advance the Departmental priorities of safety, equity, climate and sustainability, workforce development, job quality, and wealth creation as described in the USDOT Strategic Plan, Research, Development and Technology Strategic Plan, and in executive orders.1

The Federal Transit Administration (FTA) announces the opportunity to apply for $51 million in competitive grants under the Fiscal Year (FY) 2024 Passenger Ferry Grant Program (PFG) (Federal Assistance Listing #20.532). Of that amount, $5 million is available only for low or zero-emission ferries or ferries using electric battery or fuel cell components and the infrastructure to support such ferries. As required by Federal public transportation law, funds will be awarded competitively to designated recipients or eligible direct recipients of Urbanized Area Formula funds to support capital projects to improve existing passenger ferry service, establish new ferry service, and repair and modernize ferry boats, terminals, and related facilities and equipment.

The Federal Transit Administration (FTA) announces the opportunity to apply for $49 million in competitive grants under the Fiscal Year (FY) 2024 Electric or Low-Emitting Ferry Pilot Program (ELEF) (Federal Assistance Listing #20.532). ELEF makes funding available competitively to assist in the financing of capital projects for the purchase of electric or low-emitting ferry vessels that reduce emissions by using alternative fuels or on-board energy storage systems and related charging infrastructure to reduce emissions or produce zero onboard emissions under normal operation.

The FY 2025-2026 MPDG program, under the Department of Transportation’s Office of the Secretary, offers three separate grant programs: the National Infrastructure Project Assistance grants program (Mega), the Nationally Significant Multimodal Freight and Highway Projects grants program (INFRA), and the Rural Surface Transportation Grant program (Rural). This opportunity collectively allocates approximately $5.1 billion in funding to support significant surface transportation infrastructure projects, such as highway and bridge improvements, railway-highway grade crossing enhancements, wildlife crossings, public transportation advancements, and more. The MPDG aims to fund projects that demonstrate substantial national or regional impacts or address critical needs in rural transportation infrastructure. The application deadline is set for May 6, 2024.

These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nations critical infrastructure against risks associated with potential terrorist attacks. The TSGP provides funds to transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism. For FY 2024, DHS is focused on the criticality of information sharing and collaboration to building a national culture of preparedness and protecting against terrorism and other threats to our national security. DHS and its homeland security mission were born from the failures among federal agencies and between the federal agencies and state and local authorities to share critical information related to the threat of terrorism prior to the September 11, 2001, attacks. The threat profile has changed in the last two decades we now face continuous cyber threats by sophisticated actors, threats to soft targets and crowded places, threats to our democratic election process and threats from new and emerging technologies. That said, information sharing and cooperation between state, local, tribal, and territorial authorities, and federal agencies, including all DHS officials, is just as vital, and perhaps even more vital, today. Therefore, for FY 2024, we have identified two priority areas, related to some of the most serious threats that Amtrak should address with IPR funds. These two priorities areas include enhancing cybersecurity and enhancing the protection of soft targets/crowded places. DHS also will continue to forge partnerships to strengthen information sharing and collaboration in each of these priority areas.
