This funding opportunity provides financial support to federally recognized Indian tribes and Alaska Native Villages for developing and improving public transit services in rural areas.

Section II.A.i. Update Anticipated Period of Performance for Topic Areas 1 and 2 (Phase 1). Section IV.D.xvi. The research and development (R) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA will aid communities with resource and energy recovery strategies associated with their organic waste streams. Organic waste streams represent major sources of fugitive methane emissions, volatile organic compounds, and other pollutants. The White House set a goal of reducing methane emissions by 30% by 2030. By developing strategies that can prevent the landfilling of these wastes, one of the major sources of fugitive methane can be mitigated. Holistic waste management strategies can also benefit communities by reducing other impacts associated with waste collection and processing infrastructure including reducing truck traffic, odors, litter, and other air, water, and health impacts. Topic Area 1 is focused specifically on helping communities beyond a conceptualization phase by supporting more in-depth feasibility or scoping analysis. Oftentimes, staff and organizational capacity in communities (particularly in rural, remote, Tribal, or smaller communities) is limited. While technical assistance programs can accomplish some of these objectives, direct financial assistance can close this capacity gap. Topic Area 2 is targeted towards communities that have previously completed feasibility analysis and are seeking funding to further refine their project concept. Municipal and non-profit staff capacity and availability of funding often makes detailed design work out of reach for many communities and this topic aims to close that gap. Projects selected under Topic Area 2 will have an opportunity to construct and operate their designed pilot facility based on the down-select process described in the FOA. The Pilot Program for TOD Planning helps support FTAs mission of improving public transportation for Americas communities by providing funding to local communities to integrate land use and transportation planning around a new fixed guideway or core capacity improvement project. Per statute, any comprehensive or site-specific planning funded through the program must examine ways to improve economic development and ridership, foster multimodal connectivity and accessibility, improve transit access for pedestrian and bicycle traffic, engage the private sector, identify infrastructure needs, and enable mixed-use development near transit stations.

The purpose of the R Program is to provide grants for Initiating, Restoring, or Enhancing Intercity Rail Passenger Transportation operations.

This grant provides funding for significant transportation projects that enhance access to Federal or Tribal lands, targeting Federal Land Management Agencies, Tribal governments, and local governments partnered with them.

Funds for the fiscal year (FY) 2024 SMART Grants Program are to be awarded on a competitive basis to prior 2022 Stage One recipients in order to implement the plans and prototypes previously developed in Stage One that will advance smart city or community technologies and systems to improve transportation efficiency and safety.Only recipients of SMART Stage One Planning and Prototyping Grants, or eligible entities designated by Stage One SMART recipients, awarded under the FY22 SMART Stage One NOFO, may apply for this Stage Two Implementation Grants.For this Notice of Funding Opportunity, the Draft Implementation Report completed by each Stage One Recipient will be assessed. The FY 2023–2024 Railroad Crossing Elimination (RCE) Program aims to enhance the safety and mobility of people and goods by funding projects that improve highway-rail or pathway-rail grade crossings. These projects reduce risks associated with railroad operations, decrease delays caused by blocked crossings, and improve overall infrastructure, particularly for underserved communities. Eligible projects include grade separations, track relocation, protective device installations, and other measures that directly enhance safety at crossings. The program also supports planning, environmental studies, and final design efforts. Applicants eligible for this program include state and local governments, federally recognized tribes, and public port authorities. Applications must be submitted by September 23, 2024, and will be reviewed based on their contribution to safety, equity, sustainability, and workforce development. Up to $1,148,809,580 in funding is available, sourced from the Infrastructure Investment and Jobs Act.

This NOFO is a sole source set-aside for the National Academy of Sciences (NAS). No other applicants will be considered for award. The planned award under this NOFO is a follow-on to cooperative agreement 693JJ32050001 with NAS. The purpose of this planned cooperative agreement is to provide financial and technical support for the Transportation Research Board (TRB), a division within the National Academy of Sciences (NAS), to provide, Core Program Services for a Highway Research, Development, and Technology Program.

The Federal Transit Administration (FTA) announces the availability of $2.5 million of Fiscal Year 2023 and 2024 funds to establish a Coordinating Council on Access and Mobility (CCAM) National Technical Assistance Center (CCAM TA Center) that supports CCAM members, Federal agencies, their grantees, partners, and stakeholders in improving transportation access for people with disabilities, older adults, and individuals of low income.

The Federal Transit Administration (FTA) announces the opportunity to apply for a total of $1,936,000 in Fiscal Year (FY) 2023 Public Transportation Innovation funds in competitive cooperative agreement awards for projects that enhance mobility innovations for transit. Funds will be awarded for projects that advance emerging technologies, strategies, and innovations in traveler-centered mobility in two distinct areas. Of the total available funds, $968,000 is available for projects to accelerate innovations that improve mobility and enhance the rider experience with a focus on innovative service delivery models, creative financing, novel partnerships, and integrated payment solutions. Another $968,000 is available for projects to develop software solutions that facilitate the provision of integrated demand-response public transportation service that dispatches public transportation fleet vehicles through riders mobile devices or other means.

This grant provides funding to federally recognized Tribal communities to improve transportation safety and reduce fatalities and severe injuries through various safety projects and initiatives.

The purpose of this NOFO is to solicit applications for the National Culvert Removal, Replacement, and Restoration Grant Program. The program is referred to in this NOFO as the Culvert Aquatic Organism Passage (AOP) Program. This NOFO establishes a multi-year funding opportunity for applicants to submit projects for the remaining available amount of funds provided to the Culvert AOP Program in division J of Title VIII of the Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law or BIL), covering funds available for FY 2023 through FY 2026. Please refer below and to the full text of the NOFO for information about the opening dates and deadlines for each fiscal year of Culvert AOP funding. This NOFO will result in the distribution of up to $784 million along with any unobligated funds from FY 2022, with at least $196 million distributed for each of FYs 2023 through 2026. Goals and Objective The primary objective of the Culvert AOP Program is to meaningfully improve or restore anadromous fish passage through the replacement, removal, or repair of culverts or weirs, which may include infrastructure to facilitate fish passage around or over the weir and weir improvements. Eligible Applicants States, units of local government, and Indian Tribes. Eligible Project Types Culverts and Weirs having a transportation nexus and posing barriers to anadromous fish. With respect to weirs, projects may include infrastructure to facilitate fish passage around or over the weir and weir improvements. A weir is a constructed barrier on a stream channel designed to provide hydraulic control without completely stopping flow or creating a large storage impoundment. A dam is not a weir for the purposes of this program. Funding Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021), also known as the Bipartisan Infrastructure Law, provides $200 million annually for FY 2022-2026. DOT intends to use $4 million annually to pay the administrative expenses necessary to carry out the program, in accordance with 49 U.S.C. 6703(h), leaving $196 million available annually, along with any unused funds from previous FYs, including FY 2022. NHTSA is responsible for reducing vehicle-related fatalities and injuries on our nations highways. Over the years, NHTSA has developed a significant body of evidence supporting the effectiveness of certain traffic safety laws, regulations and policies that can reduce traffic crashes. State legislatures effectuate traffic safety policy through enacting laws that aim to reduce fatalities and injuries due to motor vehicle crashes. In addition to other salient information, State legislators benefit from learning about the implementation and effectiveness of other jurisdictions traffic safety laws to provide a foundation to make informed decisions on effective traffic safety policy. Therefore, the tracking of laws, sharing of information regarding effectiveness and outcomes, legislative staff, and transportation stakeholders is critical to the publics safety. Since it is vital that information regarding effective traffic safety laws and legislative trends be available to the groups mentioned above, NHTSA seeks to engage an organization that serves legislators and staffs of the nation's 50 states and territories (hereafter, the term State will include the District of Columbia, Puerto Rico and U.S. territories) to educate members of state legislatures to canvass and review the various state laws addressing traffic safety issues that can form the basis for new or improvements to existing state traffic safety laws. In addition, NHTSA seeks to identify best practices for members of state legislatures to communicate and cooperate both at the intrastate and interstate level to develop effective traffic safety laws. The information gathered, research conducted, and materials created would also be available to stakeholders and the public to benefit a larger understanding of the ways laws at the State level influence overall safety.

The U.S. Embassy Libreville of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to support Gabonese communities through modest grants that would positively impact communities. Program Objectives: Self-Help projects must foster community self-reliance. Self-Help activities must have community participation and contribution -- volunteer time and labor, donated land, equipment and materials -- and the U.S. contribution must be on a one-time basis only. Self-Help activities should have a significant impact, benefiting the greatest number of people possible. Projects that directly benefit a limited number of people are discouraged. Self-Help activities must help improve basic economic or social conditions at the local community or village level; Self-Help projects must also be viable and sustainable in terms of finance, personnel support (i.e. teachers for schoolrooms), and necessary expertise and services. Self-Help projects must also respect environmental norms for small projects. Self-Help activities must fall within the ability of the local community to implement. Activities that are too complex should be avoided.

The Small Community Program was established by the Wendell H. Ford Aviation Investment and Reform Act for the 21st Century (Pub. L. No. 106-181), reauthorized by the Vision 100-Century of Aviation Reauthorization Act (Pub. L. No. 108-176), and subsequently reauthorized by the FAA Modernization and Reform Act of 2012 (Pub. L. No. 112-95) as amended, the Disaster Tax Relief and Airport and Airway Extension Act of 2017 (Pub. L. No. 115-63), the FAA Reauthorization Act of 2018 (Pub. L. No. 115-254) (FAA 2018), and the FAA Reauthorization Act of 2024, Pub L. No. 118-63, May 16, 2024 (FAA 2024). The program is codified at 49 U.S.C. 41743. The program is designed to provide financial assistance to small communities to help them enhance their air service. The Department seeks to fund projects that advance the Departmental priorities of safety, equity, climate and sustainability, and workforce development, job quality, and wealth creation as described in the USDOT Strategic Plan, Research, Development and Technology Strategic Plan, and in executive orders.[1] The Department provides this assistance in the form of grants that are disbursed on a reimbursable basis. The Small Community Program is authorized to receive appropriations under 49 U.S.C. 41743(e)(2). Appropriations are provided for this program for award selection in FY 2023 pursuant to the Consolidated Appropriations Act, 2023 (Pub. L. No. 117-328).[2] B. FEDERAL AWARD INFORMATION No more than four communities or consortia of communities, or a combination thereof, from the same State may be selected to participate in the program in any fiscal year. No more than 40 communities or consortia of communities, or a combination thereof, may be selected to participate in the program in each year for which the funds are appropriated. Applications for renewal or supplementation of existing projects are not eligible to compete. Pursuant to the authorities described above, the Department will make up to $12 million available for FY 2023 grant awards to carry out this program. There is no minimum or maximum individual award amount, and the amounts awarded will vary depending upon the features and merits of the selected applications. In past years, the Departments individual grant sizes have ranged from $20,000 to nearly $1.6 million. Funding amounts made available for reimbursement may be impacted by future limitations placed on the spending authority and appropriations enacted for the Department. The Department may, at its discretion, issue partial funding awards up to the level authorized and provided that the above conditions are met. Finally, as more fully discussed in Section E.1.a below, the Department intends to award FY 2023 grants for durations of three years to complete studies, four years for marketing and promotion (including advertising and public relations) of the airport, community, carrier, or destination, and five years for projects that target a revenue guarantee, subsidy, or other financial incentives. .

The purpose of this NOFO is to provide grants on a competitive basis for projects that seek to achieve a reduction in the number of wildlife-vehicle collisions; and improve habitat connectivity for terrestrial and aquatic species (Title 23, United States Code (U.S.C.), Section 171).
