It is well documented that many investments in Africa, including in Liberia, fail to meet internationally accepted standards. This trend continues in part because of host countries lack of awareness, capacity, and governance. This project aims to address these weaknesses by bringing together government, civil society, journalists, academics, and other key stakeholders to build Liberias internal capacity to ensure further investments and projects have improved standards and mechanisms in place to monitor and penalize non-compliance. The project will include components that offer stakeholders: investment best global practices; case studies involving how to advance transparency in negotiating large investment deals in Africa; training/advising government officials on developing legal and regulatory investment frameworks; mentoring on public awareness campaigns around investment standards; and seminars in investigating investment-related challenges and successes in the African context. Projects should target: Countering lending and investment projects that fail to adhere to internationally accepted investment practices and as a result put at risk Liberias sovereignty, socio-economic well-being, and biodiversity.

History/Background: Marine Corps Air Station Miramar (MCAS Miramar) has been an active installation since the 1940s, focusing on providing services, material support, and training venues that promote combat readiness. Since, its inception and the establishment of the Sikes Act in 1960, MCAS Miramar has actively been monitoring the effects of military land use on the overall condition of natural resources. In 1994, the Center for Earth Systems Analysis Research, a shared educational and research center located at San Diego State University, established a long term monitoring protocol to provide the mechanism for documenting the effects of military operations and training on vegetation native to MCAS Miramar. This protocol provided a continuous database of which to assist in altering land management actions to ensure long-term availability of natural areas for training and conservation. Brief Description of Anticipated Work: The project is to develop and implement a work plan for the current iteration of this monitoring effort, re-survey 82 permanently established monitoring plots according to MCAS Miramars standardized ecosystem monitoring program that inventories and monitors the condition of training lands and natural resources, identify and describe any ecological trends developing as indicated by the previous and current survey efforts for the monitoring plots, provide detailed site descriptions and information on disturbance and erosion, provide individual summaries of the composition, structure and site characteristics of the 82 plots surveyed in the 2003 LTEM report, provide contrast of summaries of the individual plots that comprise each major vegetation type for the three survey efforts, provide evaluation and discussion of management implications, provide photographic documentation of the plots, and submit draft and final reports along with all associated Geographical Information System (GIS) deliverables and maps for this monitoring effort that integrates all years efforts, results, analyses, evaluates the effectiveness of this effort. The U.S. Embassy Tirana of the U.S. Department of State announces an open competition for organizations to submit proposals for funding under the Meet the Corner program. This program will reach out to small, remote schools on the outskirts of the cities with American Corners (Tirana, Vlora, Kukes), focusing on communities with limited access to physical Corners or where financial and other constraints hinder young people visiting, increasing the Corners for outreach. Fully equipped with various resources and programs typically available only at the Corners, "Meet the Corner" will introduce Corner flagship programs in countering disinformation and STEM to new audiences. Emphasizing the Corners core values of diversity, equity, inclusion, and accessibility (DEIA), this initiative is focused on reaching out to underserved communities and marginalized groups that would otherwise find it difficult to join American Corner events because of physical or geographic limitations. "Meet the Corner" program will reach at least five schools per city in suburban areas, offering Corner STEM and Countering Disinformation programs while engaging students in English conversation and critical thinking. Based on the American Spaces toolkits, the curriculum will be interactive, incorporating debates and activities beyond conventional learning methods, as well as American games, sports, collaboration with DOS alumni engagement as mentors for CDI and STEM.
