The Office of Science (SC) seeks applications for fundamental research in fields supported by SC to build research capacity at institutions historically underrepresented in the SC portfolio, i.e. non-R1 minority serving institutions (MSIs)[1],[2] and non-R1 emerging research institutions (ERIs).[3] This FOA aims to build research capacity, including infrastructure and expertise at these institutions, through mutually beneficial relationships between applicants and DOE national laboratories, SC scientific user facilities, or R1 MSI/ERIs. For the purposes of this FOA, institutions marked in the eligibility matrix as either being eligible to receive funding or as receiving funding will be considered an MSI. This program is authorized by 34 U.S.C. 10441(d) and 12511(d). The OVW Grants to Tribal Domestic Violence and Sexual Assault Coalitions Program (Tribal Coalitions Program (CFDA 16.557) is authorized by 34 U.S.C. 10441(d) and 34 U.S.C. 12511(d). This grant program supports the development and operation of nonprofit, nongovernmental Tribal domestic violence and sexual assault coalitions. Each recognized coalition will receive the same amount of base funding. Sexual assault coalitions and dual domestic violence/sexual assault coalitions will receive an additional amount for sexual assault-focused activities.

Project Objectives: SH funds are meant for activities that are community driven and serve the community at large where they are being funded. The most successful project proposals will target health, education, and development challenges and will: Demonstrate a clear, ongoing benefit to the local community; Include a significant contribution from the community in the form of labor, land, materials, or money; Be within the local communitys ability to manage and maintain on a sustainable basis; Have a net-positive impact on the local environment; Respect human rights, including disability rights and gender equality. Below is a sample list of the types of projects the Department will consider funding: Small construction projects (less than 10,000 sq. ft.) school rooms, community centers, health facilities, foot bridges, housing for a government or community-paid nurse or teacher, workshops, community abattoir, grain storage, rural airstrip for a hospital, and school dormitory for distant students. Water-related projects wells, latrines, pumps, bore holes, shower stalls and sinks and fishponds. School equipment and supplies desks, chairs, laboratory equipment and library items. Communal construction equipment such as a brick-making machine. Income generating equipment weaving looms, tools for furniture making, rice-milling machine. (Must be maintainable by local community). Funds may not be used for: Operating or recurring costs (salaries, rent, administrative or maintenance costs, fuel); Individual travel expenses (lodging, transportation, food, fuel); Religious, police, law enforcement, prison, or military activities; Projects that are inherently political in nature or that contain the appearance of partisanship or support to an individual or party in electoral campaigns; The purchase, operation, or maintenance of vehicles; Activities with negative environmental consequences; Activities which benefit any US government employee.

This grant provides financial support to individual translators in the U.S. for translating underrepresented literary works from other languages into English, promoting diversity and accessibility in global literature.

With this solicitation, OJJDP seeks to provide training and technical assistance (TTA) to enhance the national AMBER Alert network; increase and improve law enforcement response to missing, endangered, and abducted children; increase the recovery rate of abducted children; enhance public participation in the recovery of missing, endangered, and abducted children; and continue support of this work in Indian country while implementing the Ashlynne Mike AMBER Alert in Indian Country Act of 2018.

The U.S. Consulate General Hong Kong and Macaus Public Affairs Section (PAS) of the U.S.Department of State announces an open competition for one cooperative agreement to carry out the U.S. Consulates 2025 Education Summer Scholarship Program in Hong Kong SAR and Macau SAR, China. PAS Hong Kong and Macau invites U.S., Macau, and Hong Kong organizations skilled in facilitating and managing academic exchange programs to strengthen cultural ties between the United States and Hong Kong and Macau to submit proposals for a Cooperative Agreement to implement administrative and logistical aspects of this program. All proposals must address the following elements:1) Administration: Carrying out all administrative, logistical, and reporting responsibilities, as established by the assistance award, and following all relevant federal guidelines and circulars. Planning, organizing, and administering the program to include:a. Enroll students in the participating U.S. universities.b. Collect passports, forms, and other materials for visa processing.c. Work with students to sign all necessary documents, including waivers, consent forms, bank account statements, school documents, etc.d. Organize pre-departure orientation(s) for the group, to be held at the Consulate, with light refreshments.e. Organize debriefing upon the groups return to Hong Kong and Macau, to be held at the Consulate, with light refreshments.f. Liaise with parents and teachers regarding the students participation in this program.g. Determining any reasonable accommodation requirements of the students and relaying that to the Consulate for procuring appropriate services, if needed.h. Other required administrative and logistical tasks.2) Travel support for students in Hong Kong and Macau:a. Abiding by the Fly America Act, work with the U.S. university/ies to purchase roundtrip air tickets for travel between Hong Kong and the U.S. university location.b. Organize local travel for students in Hong Kong, and between Hong Kong and Macau (for Macau participants) for orientation, visa appointments, and debriefing.3) Management/disbursement/payment of expenses. These expenses must be included in the proposal:a. Phone cards.a. Round-trip air tickets (mentioned above).b. Local travel, visa fees and miscellaneous expenses.c. A. PROGRAM DESCRIPTION U.S. Embassy Maseru announces an open competition for organizations and individuals interested in submitting applications to implement a project that will deliver tailored human rights training modules for Lesotho Correctional Services (LCS) leadership and policymakers, covering topics such as international human rights standards, inmate rights, ethical conduct, and conflict resolution. This training should include interactive workshops and scenario-based learning exercises. Additionally, the project will support the establishment of a dedicated human rights unit within LCS to oversee compliance and investigate reported abuses.Program Objectives:1. Conduct comprehensive human rights training for Lesotho law enforcement agencies, and specifically LCS, building on previous UNDP training, to enhance their understanding and application of human rights principles in daily operations.2. Support the creation of a dedicated human rights unit within LCS. Establish criteria the new unit can use to monitor and report human rights violations, oversee compliance with human rights standards and investigate reported abuses effectively to ensure accountability and transparency.Anticipated Outcome(s):1. Increased awareness, knowledge, and understanding of international human rights principles and ethical conduct among LCS officials will allowfor an environment where preventative measures can be implemented to forestall human rights violations.2. PROGRAM DESCRIPTION The U.S. Embassy in Panama of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to administer a Panama Exchange Alumni Seminar with a networking reception for former participants of U.S. government-sponsored and U.S. government facilitated people-to-people exchange program alumni (exchange alumni) in Panama. The cooperative agreement includes a micro grants component to help participants take concrete actions as a result of their seminar experiences. Purpose: The purpose of this cooperative agreement is to enhance the U.S. Embassys engagement with exchange alumni in support of U.S. foreign policy and public diplomacy objectives. During the course of this award, the award recipient will conduct one seminar on the thematic topic of Artificial Intelligence (AI) with a particular focus on the use of AI to promote equity and inclusion and organize an alumni networking reception to celebrate the impact of exchange alumni in Panama. The award recipient will also manage a competitive small grants program for teams of seminar participants that builds on the seminar theme and empowers seminar participants to be catalysts and force multipliers on the seminar theme within local communities. PROJECT DESCRIPTION The U.S. Department of State, U.S. Embassy Kinshasa announces an Open Competition for organizations interested in submitting applications for projects that promote accountable, transparent, and democratic governance and promote and protect human rights and fundamental freedoms for all individuals. In this vein, selected projects will target youth and women interested in becoming political leaders in their communities and country. Projects will focus on education and empowerment, and will develop curricula, that cover civic engagement, peaceful participation in political processes, ethics in politics, community leadership and advocacy. Goals Projects should demonstrate systemic change and be designed to achieve the following objectives: Objective 1: Inspire youth and womens desire to participate in democratic processes by enlisting experienced youth and women in politics to develop a mentorship program. Objective 2: Develop entrepreneurial capacities of youth and women that contribute towards access to educational programs, creating sustainable income-generating activities, and paying for involvement in electoral processes. Enhancing Access to Quality Education:Objective: Improve educational opportunities and outcomes for underserved groups within the community.2. This funding opportunity is designed for researchers and organizations developing innovative technologies to detect, characterize, and permanently seal undocumented orphaned oil and gas wells, aiming to reduce methane emissions and environmental impacts.

The Bureau of Land Management (BLM) has collaborated with Qualified Youth and Conservation Corps, as authorized by the Public Lands Corps Act (PLC), to accomplish conservation projects for numerous years. This program’s projects provide employment for participants and opportunities to learn about and gain work experience in public lands and natural resources management while promoting long-term interest in public lands stewardship and the BLM. The BLM Youth Program assists the BLM with diversifying the workforce while exposing participants to complex cultural and natural resource issues. This program supports the Infrastructure Investment and Jobs Act (IIJA) Public Law 117-58, Sec. 40804(b) Ecosystem Restoration and Section 40803 Wildfire Risk Reduction. This program supports projects funded through the Inflation Reduction Act (IRA), Sections 50221 Resilience, 50222 Ecosystems Restoration and 50303 DOI. The BLM Youth Program partners with qualified youth and conservation corps to engage individuals between the ages of 16 and 30 (inclusive) and veterans up to age 35 (inclusive) including tribal members. Recruitment efforts should focus on young, diverse people from local communities to assist with conservation projects that protect and promote multiple-use on public lands.

The Secretary of Veterans Affairs will make grants available to eligible organizations for the provision of transition assistance. Members of the U.S. Armed Forces who are separated, retired, or discharged, as well as their spouses, will benefit from receiving the services provided. Each year approximately 200,000 Service members are separated from the military. Veterans and dependents report significant challenges when transitioning from military to civilian life. In accordance with P.L. 116-315, 4304, VA seeks to award grants to organizations that provide multiple forms of the following services: resume assistance, interview training, job recruitment training, and related services, or are located in states with a high rate of unemployment among Veterans, a high rate of usage of unemployment benefits for recently separated members of the Armed Forces, or a labor force or economy that has been significantly impacted by a covered public health emergency.

This program provides funding to develop and sustain new residency training programs in rural areas, aiming to address physician shortages and improve healthcare access in underserved communities.

This agreement represents an opportunity for research into mitigation strategies for embankment and floodwall overtopping breach. To accomplish this, the following is anticipated:1. Assess factors that may lead to overtopping breach and relevant failure mechanisms for the different embankment and floodwall designs that are common to the USACE inventory. Assess the current state of practice for numerical modeling used for performance predictions of levees and floodwalls with regards to overtopping breach. Collect case histories of overtopping events for use in analytical or numerical assessment of embankment and floodwall performance when overtopping occurs.2. Identify the current state of practice for mitigating overtopping of flood control levees and floodwalls, including USACE and international approaches. Identify potential emerging technologies that could be used to mitigate overtopping breach of flood control embankments and floodwalls.3. Perform laboratory investigations to quantify potential improvement of embankment and floodwall foundation soils during overtopping. Saturated and unsaturated soil mechanics approaches could be explored when appropriate.4. Investigate and develop numerical methodologies to improve current numerical performance predictions. Identify advanced approaches and define when these might improve performance predictions. Identify uncertainty in standard and advanced numerical approaches.5. Perform physical testing to assess different mitigation strategies for overtopping performance of the different mitigation strategies. Provide quantifiable design recommendation based on these tests as well as data for the validation of numerical models.
