In partnership with the California Health and Human Services Agency (CHHSA), this program will allow the CDE to allocate $9,647,000 to the Quality Counts California Consortia and Tribal region to increase the support and capacity for family, friend, and neighbor care providers, family child care providers, and home-visiting providers to provide quality care for underserved populations, particularly infants and toddlers and low-income children and families living in rural and isolated communities and/or experiencing trauma stemming from homelessness, disasters, or other sources. Applicants must be a part of a local quality improvement system (QIS)/quality rating and improvement system (QRIS) consortium; Consortia must implement a QIS/QRIS incorporating the Quality Continuum Framework. This NOFO/RFP solicits applications for 2024-25 regular school year projects to provide supplemental education and support services to eligible migratory children and youth. The MEP offers regular school year programs for migratory children from prekindergarten through high school and out‐of‐school youth. Educational support services fall into the following areas: reading and mathematics; school readiness; high school graduation and services to secondary‐aged youth, including dropouts and out‐of‐school youth; and ancillary and support services. The Illinois Migrant Education Program Service Delivery Plan and the Illinois Every Student Succeeds Act (ESSA) State Plan set the parameters for local projects. The measurable program outcomes and strategies contained in the Service Delivery Plan are listed in Exhibit A on page 15 of this document. The Service Delivery Plan is updated regularly to reflect changes in federal regulations, migratory population needs, and program evaluation results as part of a cycle of continuous improvement. Funded projects must carry out activities that align with the state Service Delivery Plan to address identified needs of migratory children and youth. The Service Delivery Plan includes broad statements of needs, and local projects document the strengths, interests, and need of the migratory children in their areas to tailor services to the population. All services must be culturally and linguistically appropriate for the migratory student population.

The program’s strategic priorities include outreach, capacity building, networking, and subsidizing initial transition costs to overcome barriers to adoption. The grant's focus is on incentivizing CSPs from or working in Wards 5, 7, and 8 to adopt safer cleaning products. This involves identifying eligible CSPs, developing and implementing an outreach strategy, providing technical assistance, and managing subsidies to facilitate the initial shift. The theory of change is that by supporting CSPs in their transition, the use of safer products will increase, directly leading to a reduction in harmful chemical exposure for residents in the targeted disadvantaged communities. Expected outcomes include effective management of the DC Green Cleaning Program, successful community outreach and engagement, provision of participant support, and enhanced capacity building among CSPs. Measurable results will be reported on the transitioning process and lessons learned, demonstrating the program's effectiveness in achieving its goals. The project aims to contribute to best practices in pollution prevention and environmental justice, with a total available funding of $284,000 for a 24-month project period.
