This program provides funding to public agencies for the repair and improvement of boat ramps and related facilities to ensure safe and accessible boating experiences following damage from natural disasters or drought conditions.

Eligible Applicants: Local public agencies, 501(c)(3) nonprofit organizations qualified to do business in California, Public Utilities, Federally and non-federally recognized Native American tribes on the Native American Heritage Commission’s list, and Mutual water companies. Eligible Uses: Eligible projects include recycled water treatment; recycled water storage, distribution, and pumping; groundwater recharge; and indirect potable reuse. Ineligible Uses: Operation and maintenance costs.  Eligible Costs: All costs necessary to determine the feasibility of using recycled water and to select an alternative to offset or augment the use of fresh/potable water from state or local supplies may be eligible for the planning grant. Eligible Communities: All community types are eligible for funding.  This includes small and large communities, non-disadvantaged, disadvantaged, and severely disadvantaged communities. The Employment Development Department (EDD) announces the availability of up to  $100,000. Wagner-Peyser 10 percent Governor's Discretionary funds for Campesino de California Outreach Grant-Radio Media (CCOG-RM) Program Year 2024-25 (PY 24-25) available through this Solicitation for Proposals (SFP). The EDD anticipates funding one organization for the CCOG-RM PY 24-25 grant opportunity.  The purpose of the program is to create and broadcast 24 semi-monthly, 30-minute hosted radio talk show programs in Spanish and recorded in video format media. Additionally, the awardee must create complementing media posts to publish on its website and use social media outlets to publicize the radio talk show videos and communicate additional information as necessary. Eligible applicants for the CCOG-RM PY 24-25 SFP include public and private non-profit organizations, education institutions, community-based organizations (CBOs) and faith-based organizations. Individuals are not eligible apply. Proposals must be received by 3 p.m. PT on Tuesday, May 22, 2024. This grant provides funding to public agencies in California for the development and improvement of boat launching facilities to enhance recreational water access and support community development.

Pursuant to statute, the purpose of the program is to encourage increased use of active modes of transportation, such as biking and walking. The goals of the ATP are to: •Increase the proportion of trips accomplished by biking and walking. •Increase the safety and mobility for nonmotorized users. •Advance the active transportation efforts of regional agencies to achieve greenhouse gas reduction goals as established pursuant to Senate Bill 375 (Chapter 728, Statutes of 2008) and Senate Bill 391 (Chapter 585, Statutes of 2009). •Enhance public health, including reduction of childhood obesity through the use of programs including, but not limited to, projects eligible for Safe Routes to School Program funding. •Ensure that disadvantaged communities fully share in the benefits of the program. •Provide a broad spectrum of projects to benefit many types of active transportation users.

The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches. For further information and requirements, please refer to the Notice of Funds Available FY24-25 webpage, particularly the Application Guidelines and Instructions and Procedures and Requirements resource documents. The application typically includes several items for each project/site, such as Budget, Land Use/Zoning Designation, photos, Property Affidavit, Site Characterization, map, Work Plan, and Resolution. The Resolution is carried out through the governing body of the applicant (additional information is available). It is possible to include multiple projects/sites within a single application.

Applications may be considered under one or both of the following project priorities. Project Type - Transition from Provisional License to Annual License: To transition to an annual license, provisional licensees must meet all regulatory requirements in Title 3 of the California Code of Regulations, sections 8102, 8105, and 8106. Eligible activities under this project type include, but are not limited to: cleanup, remediation, and restoration, professional services, consulting, and infrastructure related to cleanup, remediation, and restoration. Eligible costs include but are not limited to: compliance costs (except the ineligible costs described above); meeting the avoidance, minimization, or mitigation requirements approved in the project’s CEQA document; or county permitting requirements. If the applicant is representing a provisional license cultivator, actions outlined must lead to the issuance of an annual license or lead to on-the-ground implementation that will result in the issuance of an annual license from the licensing authority. Project Type - Sustainable Cannabis Cultivation Practices: Sustainable cannabis cultivation practices should alleviate direct and indirect environmental impacts of cannabis cultivation and enhance environmental stewardship. Activities that may be eligible include but are not limited to: sustainable water consumption, sustainable waste management, integrated pest and disease management, erosion control, and/or riparian protection. Qualified Cultivator - The following qualified cultivator may be represented by an eligible applicant. The qualified cultivator being represented by the eligible applicant must at a minimum have a valid and active provisional license or annual license issued by the California Department of Food and Agriculture (CDFA; now the Department of Cannabis Control). Bus. & Prof. Code, § 26050.2 et seq.). Priority will be given to qualified cultivators with ownership and/or financial interest in no more than 10,000 square feet of total canopy. However, cultivators with ownership and/or financial interest accumulating between 10,000-20,000 square feet of total canopy may still qualify. All proposed projects must benefit qualified cultivators as defined below. Qualified cultivation license types are: Specialty cottage:-“Specialty Cottage Outdoor” is an outdoor cultivation site with up to 25 mature plants.-“Specialty Cottage Mixed-Light Tier 1” only, is a mixed-light cultivation site with 2,500 square feet or less of total canopy Specialty:-“Specialty Outdoor” is an outdoor cultivation site with less than or equal to 5,000 square feet of total canopy, or up to 50 mature plants.-“Specialty Mixed-Light Tier 1” only, is a mixed-light cultivation site between 2,501 and 5,000 square feet of total canopy. Small:- “Small Outdoor” is an outdoor cultivation site between 5,001 and 10,000 square feet of total canopy.- “Small Mixed-Light Tier 1” only, is a mixed-light cultivation site between 5,001 and 10,000 square feet of total canopy. “Mixed-light Tier 1” is without the use of artificial light or the use of artificial light at a rate above zero, but no more than six watts per square foot.

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations.  

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. The Eligible Applicants for 2018 MIT-RIP funds are Jurisdictions within the MID. This includes eligible Jurisdictions that have seen 1 percent or more of total structures destroyed by fire and have more that 0.4 percent of total land designated as moderate, high, or very high fire hazard risk that will receive a proportional allocation of program funds. Eligible Applicants with allocations include Butte County, Lake County, Los Angeles County, Malibu, Paradise, Redding, and Shasta County.  

Conservancy priority for the funding is for projects that advance the evaluation of sea otter reintroduction as a potential recovery strategy for southern sea otters in California. This may include activities such as conducting biological and socioeconomic studies, stakeholder engagement, risk and impact analyses, baseline assessments, and other research and planning.   Other projects that plan, implement, or conducted research related to other critical recovery actions of the Federal Southern Sea Otter Recovery Plan will be considered as a second priority.  

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. Jurisdictions within the MID that do not meet the allocation requirements are still eligible to submit Projects towards a 20 percent set aside. Applicants will then be required to submit Project applications which will be reviewed against eligibility thresholds to ensure they meet program requirements. The following Jurisdictions will be eligible to apply towards the 20 percent set aside:o City of Agoura Hillso City of Andersono City of Calabasaso City of Chicoo City of Gridleyo City of Lakeporto City of Los Angeleso City of Orovilleo City of Shasta Lakeo City of Westlake Villageo Tribal Entities located within the MID  

The Alfred E. Alquist Hospital Facilities Seismic Safety Act (Health and Safety Code (HSC) Section 129675) requires that hospitals be constructed to remain open and safely provide services to the public after an earthquake. The Small and Rural Hospital Relief Program will administer this new grant program to eligible small, rural, or Critical Access hospitals that have limited funds for seismic safety retrofit requirements. Ten percent of the funds from the California Electronic Cigarette Excise Tax will be allocated to HCAI to fund the new program (HSC Section 130075). The SRHRP supports qualified small, rural and Critical Access hospitals by providing state grant funding and technical assistance to help meet seismic safety standards and preserve access to general acute care for the communities they serve. The program is being developed to assist qualified facilities with technical assistance for development of seismic improvement program planning, project planning and development, and financial grants to apply towards implementing each facility’s unique compliance program. The first step in qualifying for the program will be the application process, which will be used to determine if facilities meet the qualifications as either a small, rural or Critical Access hospital at risk of closure for financial reasons. Program applicants will be required to have current seismic compliance plans and agreed-upon project delivery plans on file with HCAI’s Seismic Compliance Unit prior to acceptance of funding package applications. A process will be employed to optimize use of available funds across all program participants based on need and adherence to approved project schedules.
