The Transportation Alternatives (TA) Set-Aside, part of the Federal Highway Administration (FHWA) Surface Transportation Block Grant Program, offers reimbursable federal aid for transportation-related community projects that enhance the intermodal transportation system. Maryland’s TA Program aims to improve mobility and accessibility, and enrich the cultural, aesthetic, historic, and environmental facets of the state’s transportation network. Recreational boating facility projects. Past projects have included ramps and service docks to gain access to the water, purchase of aquatic weed harvesting equipment, navigation aids and dredging waterway channels. These grants may be used by counties, towns, cities, villages, tribes, sanitary districts, public inland lake protection and rehabilitation districts and qualified lake associations for recreational boating facility projects. FOR GRANT REQUESTS IN EXCESS OF $250,000: Applications for RBF grants exceeding $250,000 are encouraged to be submitted to your regional DNR grants specialists in time for the June 1st, or September 1st, application deadlines. These larger grant requests take extra processing time and therefore are highly recommended for earlier evaluation, in the first two quarters of the fiscal year. Contact your regional DNR grants specialist as soon as possible, if you have a larger project and you are planning to apply for a RBF grant. HSGP is comprised of three interconnected grant programs: State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI) and Operation Stonegarden (OPSG). These risk-based grants assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. HSGP provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. Together, these three grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises and management and administration across all core capabilities and mission areas.

US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) provides funding to Washington state for tribal, state, and local governments to sustain and enhance hazardous materials-related emergency preparedness. The funding is specifically targeted to increase effectiveness in safely and efficiently handling hazardous materials accidents and incidents and to encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations. The HMEP grant program was established in 1990 by the Hazardous Materials Transportation Uniform Safety Act. In 1993, PHMSA began issuing grants to assist States, Territories, and Native American Tribes to "develop, improve, and carry out emergency plans" within the National Response System and the Emergency Planning and Community Right-To-Know Act of 1986. The HMEP grant program is designed to allow grantees the flexibility to implement training and planning programs that address differing needs for each location based on demographics, emergency response capabilities, commodity flow studies, and hazard analysis. Relevant trainings are found in the National Fire Protection Association (NFPA) 472: Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents publication and the Occupational Safety and Health Administration (OSHA) regulations found in 29 CFR § 1910.120. Governors in each State, or their counterparts within Territories or Tribes, designate an agency to receive the HMEP grant funds. Agencies submit grant applications to PHMSA annually requesting funds for proposed activities. PHMSA reviews and evaluates applications to make certain the proposed activities support the program mission to ensure the safe transportation of hazmat. If approved, PHMSA offers the agency a Notice of Grant Award (NGA) for acceptance and signature. Once executed, the agency may distribute grant funds in accordance with the planned activities identified in the grant application within the State, Territory, or Tribe to Local Emergency Planning Committees (LEPCs) and first responder organizations.

The Emergency Management Performance Grant (EMPG) provides state, local, tribal and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. The EMPG’s allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas. The purpose of the EMPG Program is to provide federal grants to states to assist state, local, territorial and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act), as amended (42 U.S.C. §§ 5121 et seq.) and Section 662 of the Post Katrina Emergency Management Reform Act of 2006, as amended (6 U.S.C. § 762). EMPG provides emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. EMPG’s allowable costs support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, Response and Recovery mission areas. A portion of each award is passed through to eligible city, county, and tribal emergency management organizations. The Washington Wildlife and Recreation Program provides funding for a broad range of land protection and outdoor recreation, including local and state parks, trails, water access, and the conservation and restoration of state land. The Washington Wildlife and Recreation Program was envisioned as a way for the state to accomplish two goals: acquire valuable recreation and habitat lands before they were lost to other uses and develop recreation areas for a growing population. This landmark legislation passed in 1990 and the grant program's continued funding have come about through the support of governors, the Legislature, and groups such as the many organizations comprising the Washington Wildlife and Recreation Coalition.

The Youth Athletic Facilities program provides grants to buy land and develop or renovate outdoor athletic facilities such as ball fields, courts, swimming pools, mountain bike tracks, and skate parks that serve youth through the age of 18. While the program focuses on youth, RCO strongly encourages grant recipients to design facilities to serve all ages and multiple activities. An athletic facility is an outdoor facility used for playing sports or participating in competitive athletics and excludes playgrounds, tot lots, vacant lots, open or undeveloped fields, and level open space used for non-athletic play. Typical Projects Adding lights to a field to allow evening games Changing an underused tennis court to a high-demand basketball court Changing the field surface, such as installing artificial turf, to allow more games per season or more seasons when the field may be used Expanding a youth-sized softball field to accommodate broader community uses

The Nonhighway and Off-road Vehicle Activities program provides funding to develop and manage recreation opportunities for such activities as cross-country skiing, hiking, horseback riding, mountain bicycling, hunting, fishing, sightseeing, motorcycling, and riding all-terrain and four-wheel drive vehicles. A portion of the funding also is available for education and enforcement programs that encourage environmentally responsible use of the outdoors and for helping to minimize conflict between visitors through positive management techniques. Except for off-road vehicle facilities, activities supported by this program must be accessed via a non-highway road, which is a public road that was not built or maintained with gasoline tax funding. Non-highway roads are found most often in state and national forests and national parks.

This funding opportunity supports organizations working to improve shoreland habitat and water quality by implementing best practices on behalf of multiple property owners in Wisconsin.

The Mini-Grants for Organizations program is a matching grant opportunity designed to support professional development and capacity building for arts organizations in Mississippi. The grants are available to Mississippi-based non-profit organizations and government entities, excluding LLCs and other for-profit businesses. Priority funding will be given to organizations that have not recently received funding from the Mississippi Arts Commission (MAC), as well as those residing in underserved counties, high-poverty counties, extremely rural areas, and organizations led by or serving BIPOC individuals, individuals with disabilities, veterans, and other typically underserved groups. The grant amounts range from $200 to $1,000 and require a dollar-for-dollar cash match (in-kind matches are not eligible). Eligible activities include presenting/hiring professional artists, organizational or curriculum development, and conference support. Applications must be submitted electronically through MAC's eGRANT system. The application period opens on October 1st and the deadline for submission is November 1st. The review process involves MAC staff reviewing the applications and making recommendations for funding to the Grants Committee, with the final decision made by the MAC Board of Commissioners. Grantees will receive payment in two installments: 50% prior to the project start date and 50% upon completion of the final report and other required documents. The Fire Management Assistance Grant Program is a grant program authorized under the Stafford Act that can reimburse a large portion of the costs to state, local and federally recognized tribal governments for the mitigation, management and control of fires on publicly or privately owned forests or grasslands. The program is authorized when a fire receives a federal fire declaration from the Federal Emergency Management Agency (FEMA). A federal fire declaration may be requested and issued for an uncontrolled fire when a threat of a major disaster exists. The fire declaration process is initiated by the state when an authorized representative submits a request for a federal fire declaration to the FEMA Regional Administrator. These declarations are requested while a fire is burning uncontrolled and threatens to cause enough damage as would warrant a major disaster declaration (under the criteria for either Public Assistance or Individual Assistance). The entire process is accomplished on an expedited basis and a FEMA decision is rendered in a matter of hours. The FMAG Program provides a 75 percent Federal cost share for eligible emergency response and fire suppression costs.

Award Details: Eligible sponsors may be reimbursed for up to 80% of eligible project costs. Funds from this program may be used in conjunction with funds from other state grant programs that also fund trail projects. Eligibility: Towns, villages, cities, counties, tribal governing bodies, school districts, state agencies, federal agencies or incorporated organizations are eligible to apply. Incorporated organizations must be incorporated under s. 181, Wis. Stats., and have a primary purpose of promoting outdoor recreation trails activities. Eligible Projects (in order of priority): 1. Maintenance and restoration of existing trails 2. Development and rehabilitation of trailside and trailhead facilities and trail linkages 3. Construction of new trails (with certain restrictions on federal lands) 4. Acquisition of easements and fee simple title to property for recreational trails or recreational trail corridors (must comply with the provisions of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970) Deadline: Applications are typically due on May 1 each year. Additional Information: The RTP legislation prohibits using funds for condemnation of any kind of interest in property. Non-motorized projects constitute 30% of funding category definitions while motorized projects constitute another 30%. Diversified projects that include both motorized and nonmotorized uses make up the remaining 40%.

Eligible Projects: 1. Land acquisition or development projects that provide opportunities for public outdoor recreation. 2. Property with frontage on rivers, streams, lakes, estuaries and reservoirs that provide water-based outdoor recreation. 3. Property that provides special recreation opportunities such as floodplains, wetlands, and areas adjacent to scenic highways. 4. Natural areas and outstanding scenic areas that preserve scenic or natural values and are open to the general public for outdoor recreation use without impairing the natural attributes of the areas. 5. Land or development within urban areas for day-use picnic areas. 6. Land or development of nature-based outdoor recreation trails. 7. Development of basic outdoor recreation facilities. 8. Renovation of existing outdoor recreation facilities in danger of being lost for public use. Ineligible Project Examples: 1. Projects not supported by a local comprehensive outdoor recreational plan. 2. Acquisition and development of golf courses. 3. Projects where stormwater management is the primary purpose. 4. Lands that include cell towers. 5. Land that will be used for non-outdoor public recreation purposes. The Public Works Board (Board) Broadband program is authorized by state statute (RCW 43.155.160). Its purpose is to loan and grant funding to promote the expansion of broadband access to unserved populations in rural and urban communities across the state. $2 million per project loan/grant award limit with a 50% match. Projects in financially distressed areas and Indian country may receive up to 90% of the total project cost for a total not to exceed $5 million.

Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing.
