The purpose of this solicitation is to fund an applied research and development project that will support research to assess the impact of consolidated packages of electrified retrofit measures on air quality and other related impact categories, including resilience to extreme heat, indoor comfort, and energy and cost savings in California homes. Description: This research will identify and assess non-energy benefits of home electrification and evaluate key stakeholders’ (e.g., residents, contractors) experience with the retrofitting process. Ultimately, this work will provide guidance on how these benefits could be considered in strategies and decisions to retrofit or replace gas-fueled appliances with electric. The proposed research is intended to provide crucial support to the state’s efforts to address challenges in building decarbonization and to minimize air quality impacts to its residents. The research responds to the 2021-2025 California Energy Commission (CEC) Electric Program Investment Charge (EPIC) Investment Plan research initiative “Evaluating Air Quality, Health, and Equity in Clean Energy Solutions.” CEC’s California Building Decarbonization Assessment report, required by Assembly Bill 3232 (Friedman, Chapter 373, Statutes of 2018) suggests that efficient electrification in California’s buildings presents the most readily achievable pathway for this sector to achieve a 40 percent reduction in greenhouse gases relative to 1990 levels by 2030 (Kenney, et al. 2021). The same report acknowledges significant challenges associated with residential building decarbonization including high upfront costs, potential for increased utility bills, limited awareness of technology options and their benefits, constraints faced by renters, and systemic inequality faced by low-income and disadvantaged communities. There are many non-market factors to consider in decisions to retrofit or replace appliances, such as the non-energy benefits of home electrification (e.g., health, comfort, and household economics) that many are not aware of. Additionally, there are many not-yet characterized potential benefits of electrification retrofits in existing homes (e.g., improved air quality). These existing homes pose challenges — as well as enormous potential benefits — related to electrification; however, they are not typically covered under the Title 24 Building Energy Efficiency Standards, which apply only to new buildings and buildings undergoing permitted upgrades. Improvements in indoor air quality and related health outcomes are of particular importance to populations in low-income and disadvantaged communities, which are often disproportionately burdened by energy-related air pollutants. For example, in August 2023, the operating lives of three once through cooling (OTC) fossil gas power plants were extended through 2026 to provide reserve generation during power emergencies (CalMatters 2023, California Energy Commission 2023) and the emissions from OTC smokestacks can impact the outdoor and indoor air quality of residents living near those plants. In addition, wildfire-generated air pollution poses an added threat, possibly compounding already existing air quality issues in these communities. Eligibility Requirements Eligible Applicants: Business Individual Nonprofit Other Legal Entity Public Agency Tribal Government This solicitation is open to all public and private entities with the exception of local publicly owned electric utilities. Eligible Geographies: No local publicly owned electric utilities. Matching Funding Requirement: Match funding is required in the amount of at least 5% minimum of the requested CEC funds.

The School Safety and Security Grant (SSSG) has been expanded to also help cover the costs of inspections, assessments, maintenance, and improvements to indoor heating, ventilation, and air conditioning (HVAC) systems as well as the purchase of other secondary devices to control the spread of airborne contaminants, including viruses, for eligible applicants. This additional funding of $15,000 is available to any qualifying entity under the SSSG program policy and is available specifically for the purchase of HVAC improvements only. Eligible applicants may apply even if they have exhausted all previously available SSSG funds. In 2021, the California state legislature appropriated $3 million in funding to the Department to develop a Wolf-Livestock Compensation Pilot Program to help minimize the impact of gray wolves on livestock producers. The pilot program offers compensation to eligible livestock producers specific to the following primary areas of need (prongs):  Prong 1. Direct Loss - Compensation for verified livestock losses (confirmed/probable wolf) incurred on or after September 23, 2021. Prong 2. Nonlethal Deterrents - Compensation for the use of nonlethal deterrence methods to deter wolf presence near livestock. The Department supports the use of various deterrent tools and techniques as part of a robust, integrated deterrence strategy. Technical assistance may be available through CDFW, County Agricultural Commissions, UC Cooperative Extension, USDA Wildlife Service, and other agency partners. Prong 3. Pay for Presence - Compensation for indirect losses associated with the impacts of wolf presence on livestock in known pack territory. Extenuating circumstances may exist whereby CDFW will consider eligibility for wolf presence outside of known pack territory on a case-by-case basis.

The New York State Department of Labor (NYSDOL) is making up to $2 million in State Apprenticeship Expansion Formula (SAEF) funding available under the Direct Entry Pre-Apprenticeship Programs (DEPA) Request for Applications (RFA). The purpose of the RFA is to: 1. Provide funding for DEPA programs to support approximately 300 participants; and2. Support entry into NYS Registered Apprenticeship (RA) programs for underrepresented populations including women, minorities, individuals with disabilities, and veterans.NYSDOL is particularly interested in supporting DEPA programs that provide participants with training and exposure to various trades and offer opportunities for entry into RA training programs. The Ohio Meat Processing Grant Program, initially established by House Bill 110 of the 134th Ohio General Assembly and further funded by House Bill 33 of the 135th General Assembly, is designed to support Ohio livestock and poultry producers. This program offers grants up to $500,000 to assist in the improvement and expansion of meat harvesting/processing services. These grants aim to enhance processing efficiency and support the expansion or construction of facilities on existing sites. Administered by the Ohio Department of Development, eligible businesses must be for-profit entities operating a Federal or State registered meat harvesting/processing facility in Ohio as of July 1, 2023. Funding can cover a range of costs associated with plant construction/expansion and the purchase of new/upgraded machinery or technology, excluding personnel costs, land purchases, and non-eligible expenses. A total of $14 million in funds is available for Fiscal Year 2024, with grants covering no more than 65% of project costs, requiring matching funds for the remainder. Grant renewed every year.

The Illinois Department of Commerce and Economic Opportunity (DCEO) is offering the Manufacturing Retention Grant Program. This program is designed to help manufacturing companies maintain their operational presence within Illinois. Its core mission is to encourage businesses to invest in their workforce, facilities, equipment, technologies, and infrastructure, thereby securing existing jobs and fostering economic stability in the state. The program is supported through the Enterprise Fund, administered by DCEO, which typically funds a broad range of economic development projects. The primary beneficiaries of this grant are private for-profit business entities that operate a major manufacturing complex in Bushnell, Illinois, specifically within McDonough County. These companies must have less than 1,000 employees and extensive experience in tool manufacturing. A key eligibility criterion is the requirement to have acquired a tool manufacturing firm in McDonough County with a minimum of 100 full-time equivalent employees. The grant's impact goal is to retain these companies' manufacturing campuses at operating production levels that support at least 100 employees at the Bushnell site. Eligible expenses encompass employee payroll for existing employees (including backpay incurred from May 14, 2024), invoices for services, training expenses for existing employees, and significant capital improvements. These improvements include refurbishment or replacement of machinery, equipment, and tooling (e.g., forging hammers, Swiss lathes), facility repairs (e.g., roof repair, electrical upgrades), productivity and innovation initiatives (e.g., robotics reprogramming, induction heat furnaces), and the replenishment of inventory to maintain standard stocking levels for daily production. The expected outcome of the Manufacturing Retention Grant Program is the successful retention of manufacturing operations and a minimum employment level of 100 employees at the Bushnell site. Measurable results will be directly tied to the utilization of the $5,000,000 total funding, with a performance period spanning from September 1, 2024, through August 31, 2026. The DCEO's strategic priority, as evidenced by this program, is to safeguard manufacturing jobs and foster a robust economic environment within Illinois, aligning with a theory of change that posits direct investment in established manufacturing entities will lead to sustained employment and economic growth.
