CISA will provide subject-matter expertise and determine allowable activities, while FEMA will conduct eligibility reviews and issue/administer the grant awards consistent with all applicable laws, regulations, and policies. Eligibility Criteria  The eligible entity or multi-entity group must pass through at least 80 percent of the federal funds provided under the grant to local governments, including rural areas, within the jurisdiction of the eligible entity or multi-entity group. Four requirements must be met to pass-through grant funds: The eligible entity must make a firm written commitment to passing through grant funds or equivalent services to subrecipients; The eligible entity’s commitment must be unconditional (i.e., no contingencies for the availability of eligible entity funds); There must be documentary evidence (i.e., award document, terms, and conditions) of the commitment; and The award terms must be communicated to the subrecipient. The signatory authority of the eligible entity must certify in writing to DHS/FEMA that pass-through requirements have been met. A letter of intent (or equivalent) to distribute funds is not considered sufficient; after the funds have been distributed, the SAA must self-certify, on behalf of the state, that the pass-through requirements have been met. Programs should address deterrence efforts aimed at potential offenders, the implementation of evidence-based programs and proven enforcement strategies to prevent and reduce gun and gang crimes, and/or the prosecution of significant firearm, controlled substance, and violent crime offenses.  Funding Areas  Applicants are expected to use funds to support one or more of the following four PSN design features: Community Engagement  Meaningful engagement between and among communities, law enforcement, prosecutors, and other stakeholders is an essential component of an effective violence reduction strategy. Absent community trust, support, and legitimacy, violence reduction strategies are likely to have only short-term, limited, or no effect and may create divisions between law enforcement agencies and prosecutors and the communities they serve. Ongoing engagement involves open communication and builds relationships, trust, and shared public safety values between community members and law enforcement.  Prevention and Intervention Effective  PSN teams engage in problem-solving approaches that address violent crime using all the tools at their disposal. This includes using strategies to address risk and protective factors. This often involve building relationships with representatives of agencies and organizations most suited to provide education, social services, job training and placement, reentry programs, or similar resources to those in need. Prevention and intervention activities can provide individuals and families with skills, opportunities, and alternatives that can ultimately help to reduce violent crime in communities.  Focused and Strategic Enforcement  To address violent crime, PSN initiatives often focus strategic enforcement on a limited number of problem places and individuals driving violent crime. Violent crime is often driven by a small number of prolific offenders; they are often involved in gangs, neighborhood crews, and violent street groups and are typically concentrated in hotspots and small “micro-places” (e.g., a street segment with abandoned homes; a problem bar, gas station, or convenience store; or an open-air drug market). In some jurisdictions, intimate partner violence is the main violent crime concern. Critical elements of strategic enforcement include understanding the most significant drivers of violence and resources, leveraging technology and analytics, developing, and implementing enforcement strategies, and deterring others from engaging in violence. This may be accomplished through public awareness about enforcement actions and available assistance.  Accountability PSN represents a major investment of funding, technical assistance resources, human capital, and other resources at the national, state, and local levels. The goal of PSN is to reduce the level of violence in communities. Analyzing and assessing information about the incidence of violence and the effectiveness of strategies to address it are important for PSN’s success and credibility. A research partner is an especially valuable partner who can assist with measuring the impact of PSN strategies on violent crime and community health. The Illinois Criminal Justice Information Authority (ICJIA) is requesting proposals for grants for the Byrne State Crisis Intervention Program (SCIP). This program aims to develop and implement effective and equitably targeted Firearm Restraining Order (FRO) public information, outreach, and training strategies. The focus is on supporting FRO partner agencies (courts, law enforcement, and behavioral health providers), potential FRO petitioners, individuals and organizations in contact with persons at risk, and the general public. Under the Infrastructure Investment and Jobs Act ("IIJA"), the Department of Energy (DOE) provides formula grants to states and Indian Tribes for projects aimed at improving the resilience of the electric grid against disruptions caused by extreme weather, wildfires, or natural disasters. The Texas Division of Emergency Management (TDEM) manages the application process, expense reviews, and reimbursements for eligible entities, with funding provided on a reimbursement basis. The program partners with the Public Utility Commission of Texas (PUC) and the Texas Commission on Environmental Quality (TCEQ) to establish program objectives and metrics for resilience investments. The DOE will allocate $459 million annually over five years, with Texas expecting approximately $150 million. Eligible entities include electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers, and fuel suppliers. Develop or expand programs to collect and redistribute reusable clothing, footwear, bedding, electronics, home goods, and other items via social service agency networks, furniture banks, schools, and institutions. Develop reusable transport packaging systems that replace limited-life packaging used in manufacturing, transportation and/or distribution with durable alternatives designed for many years of use. Examples include the replacement of cardboard boxes with reusable hand-held plastic totes or crates and switching to reusable pallet wraps instead of using disposable plastic film used to secure loads onto pallets. Convert from single-use to reusable food service ware at schools, food service businesses, or institutional cafeterias (e.g., dishwashers, electrical, plumbing, minor kitchen modifications and/or reusable dishware). Note: Purchase of food service ware for establishing a new program/new construction is excluded. Install bulk dispensing systems in commercial, retail and/or hospitality settings for food, beverages, personal care products (soap, shampoo, lotion), or cleaning products. Projects must replace single-use packaging. Develop or expand programs to repair used furniture, appliances, electronics, bicycles, or durable household goods for resale or distribution. May include purchase of tools and supplies and/or set-up of training program. Develop textile/clothing/footwear repair programs, at or in conjunction with a second-hand goods retailer or distributor. Creation or expansion of food donation collection, storage, and distribution programs (e.g., purchase of community fridge or pantry at a community center for food rescue distribution). Develop community repair training or apprenticeship program for home goods, textiles, clothing, footwear, electronics, bicycles, etc. Develop and host trainings on deconstruction techniques targeting the construction industry, tech/carpentry schools, or individuals engaged in building and renovation work. Conduct a deconstruction pilot program involving one or more buildings (municipal or private). Promote recovery and resale of used building materials in remodel, renovation, and new construction projects to close the loop and reduce waste. The California Department of Fish and Wildlife’s Office of Spill Prevention and Response (CDFW‐OSPR) is seeking grant applications to help fund projects that enhance, restore, or acquire habitat for wildlife, with available funding totaling $5,000,000. These grant funds come from CDFW-OSPR’s Environmental Enhancement Fund (EEF), which acquires funds from spill violations in accordance with California’s Lempert-Keene-Seastrand Oil Spill Prevention and Response Act. The EEF selection committee includes representatives from the California Coastal Conservancy, the National Fish and Wildlife Foundation and CDFW‐OSPR. The selection committee is seeking projects with a minimum requested grant award of $500,000. Projects must be completed by April 1, 2031. Multiple projects may be submitted for funding.
