State Disaster Prevention and Relief Grants

NSGP provides support for target hardening and other physical security enhancements to nonprofit organizations that are at high risk of terrorist attack and located within one of the specific UASI-designated eligible urban areas. The program is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies. The Nonprofit Security Grant Program (NSGP) provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

The Washington Emergency Management Division Human Services Program works with Federal, State, and Local partners to support disaster preparedness and recovery for Washington’s individuals, households, and businesses. Programs include: The Individual Assistance Program (IA): IA is the Federal Emergency Management Agency (FEMA) program to support individual and business recovery and is authorized through a Presidential Major Disaster Declaration. The IA program has multiple components including cash assistance and crisis counseling, a detailed declaration process and benefits that vary depending on several factors. The Small Business Administration (SBA) Disaster Loan Program: SBA disaster loans are available even without a Presidential Disaster Declaration and are a great tool to provide low-interest loans to individuals, families, businesses and organizations that suffer physical or economic loss due to a disaster or other disruption. Limited English Proficiency Program: The LEP program supports language accessibility for individuals, families and businesses by working with state and local governments and community organizations to promote preparedness activities in communities around the state. The Emergency Management Performance Grant (EMPG) provides state, local, tribal and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. The EMPG’s allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas. The purpose of the EMPG Program is to provide federal grants to states to assist state, local, territorial and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act), as amended (42 U.S.C. §§ 5121 et seq.) and Section 662 of the Post Katrina Emergency Management Reform Act of 2006, as amended (6 U.S.C. § 762). EMPG provides emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. EMPG’s allowable costs support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, Response and Recovery mission areas. A portion of each award is passed through to eligible city, county, and tribal emergency management organizations. The Fire Management Assistance Grant Program is a grant program authorized under the Stafford Act that can reimburse a large portion of the costs to state, local and federally recognized tribal governments for the mitigation, management and control of fires on publicly or privately owned forests or grasslands. The program is authorized when a fire receives a federal fire declaration from the Federal Emergency Management Agency (FEMA). A federal fire declaration may be requested and issued for an uncontrolled fire when a threat of a major disaster exists. The fire declaration process is initiated by the state when an authorized representative submits a request for a federal fire declaration to the FEMA Regional Administrator. These declarations are requested while a fire is burning uncontrolled and threatens to cause enough damage as would warrant a major disaster declaration (under the criteria for either Public Assistance or Individual Assistance). The entire process is accomplished on an expedited basis and a FEMA decision is rendered in a matter of hours. The FMAG Program provides a 75 percent Federal cost share for eligible emergency response and fire suppression costs.

The Emergency Solutions Grant (ESG) program utilizes federal funds to support communities in providing street outreach, emergency shelter, rental assistance, and related services. This program provides resources for adults and families with children experiencing or at risk of homelessness. The purpose of the ESG program is to provide homelessness prevention assistance to households who would otherwise become homeless and to provide assistance to rapidly re-house persons who are experiencing homelessness. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide various assistance, including short-term or medium-term Rental Assistance, Housing Search and Placement, and Housing Stability Case Management.

We offer post-cleanup grants to local governments who independently clean up contamination under the Voluntary Cleanup Program. The purpose of Independent Remedial Action Grants (IRAGs) is to encourage and expedite cleanups and decrease the associated costs of cleanup for ratepayers and taxpayers. IRAGs are grants offered to local governments that independently clean up contamination under the Washington State Department of Ecology’s (Ecology) Voluntary Cleanup Program. These grants encourage and expedite cleanups, and decrease the associated costs of cleanup for ratepayers and taxpayers. Local governments are welcome to apply for this funding if they have 1) completed an independent cleanup through the Voluntary Cleanup Program, and 2) have received a determination of No Further Action from Ecology. IRAGs are just one of several “remedial action” grants and loans provided to local governments by Ecology. The grants and loans are used to investigate and clean up contaminated sites under Washington state’s environmental cleanup law, the Model Toxics Control Act (MTCA).

This grant provides financial assistance to Maui-based businesses impacted by the August 2023 wildfires, helping them cover essential expenses like rent, utilities, and inventory.

The grant will provide financial and technical assistance to support homeless Veterans in Maricopa County and throughout the state, as well as facilitate collaborations with new partners to serve Veterans in need. This program provides funding to state, local, tribal, and territorial governments to implement projects that reduce future disaster risks following federally declared disasters.

This funding provides support to states, territories, and Native American tribes to develop and enhance emergency response plans and training programs for hazardous materials management based on local needs and risks.

This program provides funding for projects that protect and restore California's forests, benefiting local communities, wildlife, and water resources.

The New York State Division of Criminal Justice Services (DCJS) seeks applications to fund safety and security projects at nonprofit organizations at risk of hate crimes or attacks because of their ideology, beliefs, or mission. Approximately $25 million to $60 million is expected to be made available to fund approximately 125-300 projects throughout New York State. Should additional funding become available, DCJS intends to meet as much of the requested needs as possible. Applications will be accepted for up to $200,000 per organization. Each eligible organization may submit one (1) application for one or more physical security enhancements and/or cybersecurity enhancements. Organizations can submit for different types of enhancements within their application (e.g., locks and alarm system) so long as the total requested by the organization is equal to, or less than, $200,000. Organizations may submit applications for projects at facilities that have received any prior SCAHC funding if the proposed project is different than any previously funded projects or builds upon or enhances the security measures previously undertaken. All funding must support project related costs that will be incurred during the contract period. Funding under this program must supplement, not supplant, non-grant funds that would otherwise be available.
